It is intimated that earlier consent to operate under Water Act, 1974 and Air Act, 1981 was granted to the industry for the manufacturing Kraft Paper @ 60 Metric Tonnes/Day which were valid upto 31/03/2030 under Large Scale Red Category.
Now, the industry has applied for obtaining varied consent to operate under Water Act, 1974 and Air Act, 1981 for the production of Kraft Paper @ 100 Metric Tonnes /Day and for operation of new boiler of capacity 12 TPH (Based on Paddy Straw Bales) the fee deposited is adequate upto 31/03/2031 under both Acts.
The unit was visited by the Er. Rajesh Kumar, EE & Er. Maninderjit Singh Kaler, AEE on 17/03/2026 and it was observed as under: - 1. The unit was in operation during visit. 2. The unit has installed 02 no. boiler of capacity 12 TPH and 8 TPH. Paddy straw bales and pet coke is being used as fuel respectively. The old boiler i.e. of capacity 8 TPH was lying defunct during visit. 3. The new boiler i.e. of capacity 12 TPH is running during the visit. The industry has now provided twin cyclone as APCD with the new boiler. The industry has submitted an undertaking mentioning that they have changed the APCD. The unit has submitted latest feasibility report. 4. The unit has provided multicyclone Separator followed by Alkali Scrubber as APCD with the boiler of capacity 8 TPH. 5. During visit, the air emission samples were collected as per analysis report, the concentration of particulate matter was noted as 380 mg/Nm3, which is beyond the prescribed standards. 6. The industry is using plastic waste generated from the raw material of the industry in raw form along with the paddy straw bales as fuel in the boiler of capacity 12 TPH. 7. Dust generated from the cyclone is lying openly near the boiler area, which was air borne. 8. The unit has provided an ETP consisting of Bar Screen- Primary Tank- Secondary Tank- Sedicell and Final Collection Tank for treatment of effluent generated all the treated effluent is being reused in process. The unit has provided EMF at the pipeline leading to sedicell from the secondary tank and the reading of the same was 1088935.99 m3. The industry has also provided EMF on pipeline through which the treated effluent is being reused in the process, but same was out of order. 9. The industry was advised to ensure good housekeeping in the premises. 10. The domestic effluent of the unit is discharged into septic tank followed by PSIEC Sewer. 11. The site of the industry falls in designated industrial area i.e. Industrial Growth Centre, Pathankot.
The process of the industry does not fall under EIA Notification, 2006 and not required any prior EC. The project is located in approved industrial area as such exempted from SAC clearance.
As such the industry is violating the provision of Air Act 1981 under Water Act 1974 the only violation is the meter on circulation line is not working.
May if approved,
1. Consent to operate granted under Water Act, 1974 be granted to the industry for increased production upto 31.3.2031 with condition that the industry shall repair irs EMP meter installed on recirculation line.
2. Notice under section 33-A of Air Act, 1981 along with SCN for refusal may be issued to the industry along with opportunity of personal hearing before the competent authority.
