File Note: Kindly peruse the note/recommendations given by RO, Roopnagar. The details of the case are as under: • The industry is a R-17 Large Scale unit. • The industry was lastly visited by a team headed by Er. Rejeev Gupta, SEE on 26.02.2026, as per the protocol fixed by the Competent Authority for visits of R-17 units. • The said team has submitted its report and the same is attached herewith for perusal, please. The team has concluded as under: “The visiting team observed that the industry is achieving the stack emission as well as treated effluent standards prescribed by CPCB/Board. Also, the industry was found maintaining the records w.r.t. operations of ETP, STP, APCDs etc. The industry is complying with the provisions of the Water (Prevention & Control of Pollution) Act, 1974 & the Air (Prevention & Control of Pollution) Act, 1981 as well as HoWM Rules, 2016. However, the industry is required to comply with the following: - 1. The industry shall get the sample of brine sludge tested from the institute of repute to adjudge as to whether this sludge is hazardous or non-hazardous in nature. 2. The industry shall plug the leakage of elevator carrying ash of APCD to boiler. 3. The industry shall get the R & D work carried out from institute of repute to utilize the brine sludge in an environment sound manner for some constructive work. In view of above, report submitted by the above visiting team and facts/details mentioned in the note of RO, if approved, the consent to operate granted to the industry under the Water Act, 1974 and the Air Act, 1981 may be renewed upto 31.03.2031, subject to the suitable conditions, conditions imposed by RO and following additional conditions: 1. The industry shall get the sample of brine sludge tested from the institute of repute to adjudge as to whether this sludge is hazardous or non-hazardous in nature and submit report to the Board, within 02 months. 2. The industry shall immediately plug the leakage of elevator carrying ash of APCD to boiler. 3. The industry shall get the R & D work carried out from institute of repute to utilize the brine sludge in an environment sound manner for some constructive work and submit complete report to the Board, within 02 months. 4. The industry shall not increase its production capacity/pollution load without obtaining necessary approvals. 5. The Consent is being issued to the industry based upon the documents/ information/undertakings submitted by it alongwith the online application form. The Board would be at liberty to take penal action against the industry and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time. 6. The sole responsibility for any wrong information/ declaration and/or any litigation/loss arising due to grant of this Consent to Establish shall be of the industry/ project proponent and its all the responsible/ concerned person(s). 7. The Punjab Pollution Control Board shall not be responsible for any financial liability and/ or any other liability of the project proponent, due to grant of this Consent to Operate. *Competency ~ Hon’ble Chairperson of the Board
