File Note: It is submitted that the institute is a Hospital Cum Medical college with 350 beds earlier in the name of M/s Chintpurni Medical College & Institute. The built-up area of the institute was more than 20,000 sq.mts as such institute needs to obtain prior Environmental Clearance. The institute has not obtained Environmental Clearance, Accordingly, the institute was given personal hearing before the Chairman of the Board on 19.07.2023 wherein it was decided as under: - 1. The Project Proponent shall confirm the area to be sealed duly marked on building plan within 04-days and Regional Office Batala shall seal the same immediately. 2. The Project Proponent shall not make any addition or expansion in the premises without prior permission of the Board as well as Environmental Clearance from the Competent Authority. 3. The Project Proponent shall operate the ETP-cum-STP regularly and efficiently to achieve the prescribed norms. 4. The Project Proponent shall get the effluent samples analyzed from Board's lab within 02-months. 5. The Consent to Operate under Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention & Control of Pollution) Act, 1981 be granted to the institute as per adequacy of consent fees, after getting confirmation of decisions no. (1) by Regional Office, Batala. In compliance to the proceedings, the area in excess to the 20,000 sq.mts was sealed by the officers of the Board during visit on 01/08/2023 and the institute was granted CTOs and authorization up to 30.9.2025 for area under 20,000 sqmtrs. Thereafter, the institute then changes its name to White Medical College and Hospital and applied for under Water (Prevention & Control of Pollution) Act 1974 and Air Act 1981. The consent to operate Air was granted upto 31/03/2026. the authorization under Bio Medical Waste (Management) Rules, is valid upto 27/07/2026 for 350 beds. The institute was earlier visited by Er. Maninderjit Singh Kaler, AEE on 13/10/2025 and effluent sample were collected during the said visit and as per the analysis results parameters Bioassay @ Zero% survival of fish in 100% effluent after 96 hours was not confirming the prescribed standards. Accordingly, the institute was given personal hearing before the worthy Chairperson of the Board on 09.01.2026, wherein it was decided as under:- 1. The institute shall submit Bank Guarantee of Rs. 5.0 lacs valid one year, within 07-days as assurance to operate its ETP cum STP regularly and efficiently so as to achieve the prescribed standards of the Board. 2. The consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and authorization under Bio Medical Waste Rules, 2016 be granted to the institute for six months with special conditions that it will operate its ETP cum STP regularly and efficiently so as to achieve the prescribed standards of the Board in future. 3. Regional Office shall visit the institute after one month, collect effluent samples and submit report and recommendations accordingly. The application of the industry was refused in the system, the matter was discussed with the Computer Section and they informed that the Application was withdrawn by the Institute & was shown refused.So the application was not granted for Six months as approved in the hearing before dated 9.1.2026. Now, the institute has again applied for obtaining consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 for 350 beds HCF and deposited fee which is adequate upto 30/09/2026. The HCF was visited by Er. Maninderjit Singh Kaler, AEE on 25/03/2026 and it was observed as under:- 1. The HCF is having 350 beds in the premises, approx. 50 beds were occupied as informed by the representative. 2. The HCF has provided colour coded plastic bins at wards, operation theatre, ICU, and Nursing Stations for segregation of Bio Medical Waste and segregation was found as per Bio Medical Waste Management Rules, 2016. 3. The HCF has provided needle destroyers for shredding of needles. 4. The HCF has provided a final collection point for Bio Medical Waste and no mixing of Bio Medical Waste was found during visit. 5. The HCF is maintaining the record of Bio Medical Waste lifted to CBWTF. 6. The HCF has provided ETP cum STP for the treatment of the entire effluent generated from the premises, but same was not in operation as the work regarding upgradation of ETP cum STP was under process. The representative informed that the upgradation work shall be completed within a month. The effluent is currently collected in the collection tank of the ETP, which was approx. 40% full during the visit. 7. The HCF has constituted a Bio Medical Waste Committee and maintaining the record of meetings conducted by it. 8. The HCF has provided 02 no. D.G. sets of capacity 625 KVA & 125 KVA, both are equipped with canopy. The HCF has not submitted Bank Guarantee of Rs. 5.00 Lacs in compliance of the decisions of personal hearing dated 09/01/2026. 10. As such, the HCF is violating the decisions of personal hearing dated 09/01/2026. May if approved 1. Consent to operate under Air Act 1981 may be granted to the industry upto 30.9.2026 (upto adequacy of fee) with suitable conditions. 2. Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 may be granted to the industry upto 30.9.2026 (upto adequacy of fee) with special conditions as under:- a) The HCF shall deposit BG amounting to Rs. 5.00 Lacs within 15 days. b) The HCF shall intimate RO, Batala regarding the date when the upgradation work of ETP completes and submit effluent analysis reports from Board's Lab.
