File Note: Sir, It is submitted that as per the orders of Hon’ble NGT dated 08.02.2022 in the matter of OA no. 682/2019 titled as Beant Singh Bajwa, President National Anti-Corruption Council v/s State of Punjab, an action plan has been prepared for the expenditure of Rs. 5.0 crore by M/s Trident Ltd. (PCD & HTD Division), Trident Complex, Village Dhaula, Tehsil & District Barnala for improvement of environment in the area. Review meeting was held in this regard under the Chairmanship of the Hon’ble Chairman of the Board alongwith the officers of the MoEF&CC, Regional Office, Chandigarh and Central Pollution Control Board, Regional Office, Chandigarh on 28.02.2024 to review the progress made by M/s Trident Ltd., wherein it was decided that: - 1. The industry shall develop mini forest using local varieties of plants to utilize balance funds allocated to carry out plantation and its maintenance. 2. The industry shall engage a reputed agency to submit a report on extent of efficiency which can be achieved by carrying out In-situ Bio-remediation of Dhanaula drain. 3. The industry shall get design of rain water harvesting system approved/certified from PWDRA/ agency of depute, for consideration of committee in the next review meeting. 4. The industry shall carry out de-silting and cleaning of Dhanaula drain running along industrial premises, within 15 days. 5. The industry shall recycle bio-degradable material generated from its premises through vermin composting/ composter etc. 6. The industry in collaboration with the District Administration, Municipal Council Barnala, Punjab Pollution Control Board and Panchayati Rural Development shall initiate a drive to make the city plastic-free. 7. The industry shall record the latitude longitude co-ordinates for the activity sites for ease of verification and shall submit the same to the Board after completion of each activity. 8. The industry shall obtain the utilization certificates from all the agencies who have been allocated funds for various activities and shall submit the copy of the same to Regional Office, Sangrur within one month. The minutes of the meeting were conveyed to the industry vide Board’s letter No. 55–58 dated 03.04.2024 for necessary compliance. Further, it is submitted that an amount of ₹2.29 crore out of the total ₹5.00 crore has been utilized by the industry up to 05.08.2025, as recommended by the committee. The detailed expenditure statement is attached herewith. It is further submitted that a review meeting was held under the Chairmanship of Member Secretary of the Board on 05.02.2026 at 11.00 A.M. w.r.t. utilization of funds of Rs. 5.0 Crores by M/s Trident Ltd. (PCD & HTD Division), Trident Complex, Village Dhaula, Tehsil & District Barnala, wherein it was decided as under:- 1. Environmental Engineer, Regional Office, Barnala shall verify the activities physically, mentioned in the Action plan, carried out by M/s Trident Ltd., shall take photographs of the same with longitudes & latitudes, bills of the expenditures incurred for performing the activities, certification from the appropriate person (like Sarpanch, Panchayat Member etc.) within 3 days, and thereafter send the progress report in annotated form to the Zonal Office-2, Patiala on or before 10.02.2026 through e-office. 2. Senior Environmental Engineer, Zonal Office-II, Patiala shall examine the report of EE, RO, Barnala and shall accordingly schedule meeting of the Committee be consisting of СРСB, МоEF&CC and officers of the Board under the Chairmanship of Member Secretary of the board on or before 20.02.2026. 3. Environmental Engineer, Regional Office, Barnala shall review the progress of completion of activities mentioned in the Action plan on monthly basis and send the report accordingly, thereafter to the Zonal Office-II, Patiala. 4. A review meeting of the Committee shall be scheduled after every 3 months under the Chairmanship of Member Secretary of the Board to review the progress of activities mentioned in the Action plan. 5. No action is required to be taken on the request of DC, Barnala w.r.t. allocation of funds for management of stubble burning at this stage as stubble burning season has already been completed in the month of November, 2026.
