File Note: It is submitted that the hospital has applied for obtaining fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 through OCMMS for 25 beds. The Hospital has submitted Rs. 11,000/- vide UTR No. 352975956 dated 09/04/2026 & Rs. 10,500/- vide UTR No. 634089364 dated 09/04/2026 under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 including Rs. 1000/- as NOC Regularization fee and Rs. 500/- Form Downloading Fee which is adequate upto 30/09/2030. The HCF has submitted requisite documents along with the application which can be pursued. The Hospital was visited by Er. Jasmeet Singh, AEE (OS) on 13/04/2026 and observed as under:- 1. The hospital comprising of 25 beds engaged in the process of providing medical services. 2. The HCF has provided waste water treatment system by providing hypochlorite solution of strength 1% at the lab, operation theater etc. The treated effluent is discharge into MC Sewer, which is connected with the terminal STP. 3. The HCF has provided colour coded bins and was found proper segregation as per the Bio Medical Waste Rules, 2016 and has provided common storage room for the lifting of same. 4. The HCF has provided needle destroyers for shredding of needles. 5. The HCF is maintaining the record of Bio Medical Waste lifted by CBWTF. 6. The HCF has installed one no. D.G. set of capacity 100 KVA, which is provided with canopy. It is pertinent to mention here that the HCF has entered into an agreement with M/s Bio-Medical Waste Treatment Plant Pvt. Ltd. Village- Pangoli, Pathankot for collection, transportation, treatment and disposal of Bio-Medical Waste generated by it, which is valid upto 21/11/2028 for 25 beds. Further, it is intimated that as per the policy of the Board vide office order no. 601 dated 16/12/2021, it is submitted that the HCFs with bed capacity upto 50 beds, which are connected with Public Sewer having terminal STP shall be granted consent/authorization of the Board without installation of individual ETP as an interim measure. In this regard, it is intimated that the said HCF is connected with Public Sewer of Batala City, which leads to STP installed by MC, Batala (Agenda Note is also attached herewith). In view of above, it is recommended that Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 may be granted for a period upto 30/09/2030 subject to suitable conditions along with special condition that the HCF shall ensure to comply with the effluent standards as notified under Bio Medical Waste Rules, 2016 amended upto date and subsequent amendments if any.
