Wazir Nagar, Ambey Majra Road, Sirhind, Distt. Fatehgarh Sahib. Ref: Online Application ID: 31580686 (W) & 31580669 (A). Previous Details: It is submitted that the industry is a large scale orange category induction furnace. As per record, the industry was earlier granted Consent to Operate under the Water Act, 1974 vide no. CTOW/Varied/FGS/2025/27904144 dated 03.04.2025 valid upto 30.06.2026 and under the Air Act, 1981 vide no. CTOA/Varied/FGS/2025/27904143 dated 03.04.2025 valid upto 31.03.2026 for manufacturing of Steel Ingots / Billets @ 140 Metric Tonnes/Day OR TMT Bars, Round, Flats, Angle and Channel (Rolling Mills) @ 140 Metric Tonnes/Day by using Melting Scrap, Sponge Iron, Ferro Alloys @ 154 Metric Tonnes/Day as raw material under the old category i.e. 2063-Steel and steel products using various furnaces like blast furnace /open hearth furnace/induction furnace/arc furnace/submerged arc furnace /basic oxygen furnace /hot rolling reheated furnace. Present Application: Now, the industry has applied for obtaining renewal of Consent to Operate under the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981 for the same production capacity i.e. manufacturing of Steel Ingots / Billets @ 140 Metric Tonnes/Day OR TMT Bars, Round, Flats, Angle and Channel (Rolling Mills) @ 140 Metric Tonnes/Day by using Melting Scrap, Sponge Iron, Ferro Alloys @ 154 Metric Tonnes/Day as raw material under the category no. 104.2 Induction furnace/arc furnace, as per latest categorization of CPCB. CA certificate:- Earlier, in the previous granted application, the industry had submitted its value of total fixed assets amounting to Rs. 2063.79 lacs (wherein the value of P&M @ 1780.64 lacs, Land @ 120.00 lacs and Building @ 163.15 lacs) as per CA certificate dated 22.02.2025. Now, the industry has submitted its value of total fixed assets amounting to Rs. 2090.75 lacs (wherein the value of P&M @ 1807.60 lacs, Land @ 120.0 lacs and Building @ 163.15 lacs) as per CA certificate dated 09.03.2026. Accordingly, the industry has submitted the details w.r.t increase in the total fixed assets and same is produced below:- Moreover, the industry has also deposited NOC regularization fee amounting to Rs. 2900/- along with Consent fee, against the increase in the value of total fixed assets of Rs. 26.96 lacs, which is adequate. Fee Details: As per record of this office, the fee deposited in the previous granted consent to operate under the Air Act, 1981 was adequate upto 31.07.2026. As the fee slab is same, the previous deposited fee is still valid upto 31.07.2026. Now, the industry has deposited Rs. 31,700/- (Rs. 28,800/- as consent fee + Rs. 2900/- as NOC regularization fee) vide R. No. 206469927 dated 28.03.2026 under the Water Act, 1974 and Rs. 28,800/- as consent fee under the Air Act, 1981, which is valid for 01 year. Hence, the aggregated fee under the Air Act, 1981 is valid upto 31.07.2027. EIA notification dated 14/09/2006: The industry is covered under the EIA notification dated 14/09/2006, but the industry has not been required to obtain Environmental Clearance as it has installed an induction furnace with a capacity of 10 TPH and its production capacity is less than 60,000 MTA. As per the notification dated 07.06.2024, the industries having production capacity less than 60,000 MTA have been exempted from obtaining Environmental Clearance. The schedule of Factories Act, 1948: The induction furnaces are covered under the first schedule of Factories Act, 1948 as such; the industry is required to obtain the site clearance under the said act. It is pertinent to mention here that Govt. of Punjab Department of Labor vide its letter no. 7319-25 dated 22/8/2013 has exempted the industry from obtaining the site clearance under the said rules which are to be establishing in the designated/approved area. Since, the industry is established in the industrial zone as such the industry is not required to obtain site clearance under the Punjab Factories Rules, 1948. Secondary Emission System: The industry has submitted copy of its email and undertaking regarding for proposal of installation of secondary emissions, as per which, the industry has sent a mail to PSCST, Chandigarh to get the canopy design for the secondary emission. It is pertinent to mention that a meeting was held on 09.04.2026 under the chairmanship of the Worthy Chairperson, Punjab Pollution Control Board, with the Association of Mandi Gobindgarh regarding the installation of a secondary emission control system. During the meeting, it was decided that the industries shall adopt any of the aforementioned technologies or install a secondary emission control system as adopted by PSCST, Chandigarh. Further, in the said meeting, the matter regarding the issue of short terms consent granted to the industry was also brought to the knowledge of the Worthy Chairperson of the Board, as the representative of the industries informed the Chair that are being forced to apply again & again for obtaining renewal of CTO’s due to very short-term consents being granted by the Board. Accordingly, the Chair has directed the officers of the Board to resolve this issue on priority basis. Subsequently, the industry has submitted an undertaking that we have sent a feasibility report containing details of the secondary emission control system to PSCST for approval of the same. Once they approve our feasibility, we will install the same at the earliest as per our feasibility report. Further, the industry is bound to install Secondary Emission Control System. PWRDA Permission: PWRDA vide notification dated 27.01.2023 has exempted units from obtaining any permission of the authority, which are extracting not more than 300 cubic meters of ground water per month. In the subject cited case, the industry has mentioned ground water extraction @ 40 KLD. Considering 30 working days per month, ground water extraction will be 1200 KL/month, which is more than 300 KL/month. The industry has obtained certificate from PWRDA vide no. PWRDA/I/03/2024/L2/302 dated 14/03/2024 valid up to 13/03/2027. SITE SUITABILITY: There are no specific sitting guidelines for such type of industries. However, the subject cited industry is located in Industrial zone as per Master Plan (2010-2031) of Mandi Gobindgarh. Visit: To verify the contents of the application, the industry was visited by the Er. Dharamvir Singh, AEE on 10.04.2026 During the visit, it was observed as under: 1. The industry was in operation during the visit. 2. The industry has installed induction furnace of capacity 10 TPH and upgraded its already installed bag filter house as APCD which was also in operation. 3. The industry has submitted completion certificate issued by PSCST, Chandigarh vide no. PSCST/TFD/354 dated 04/03/2025 and certified that the industry has installed APCD of adequate capacity for control of primary emissions generated with their induction furnace of 10TPH capacity. 4. The industry has submitted request letter for proposal to install secondary emission control system subject to finalize the design for the same by PSCST. 5. The industry has installed energy meter on its APCD and its reading was 19187.8Kwh x 40 factor and maintained the record. 6. The industry has installed water meters on its submersible pumps and its readings were 6979KL & 167.440KL. 7. The industry has installed 01 no. DG sets of capacity 325 KVA, which is equipped with canopy and adequate stack height. 8. No water is used in the process, so no trade effluent is generated. Domestic effluent is discharged onto land for plantation after passing through septic tank. Furthermore, as per the record, the stack emission sampling of the industry was carried out by the Board’s laboratory on 28.10.2025 and as per the results, the concentration of SPM was found to be 81 mg/Nm3, which is within the prescribed limits for such type of units. Recommendations: In view of the facts mentioned above, if approved, it is recommended that consent to operate under the Water (Prevention and Control of Pollution) Act, 1974 may be granted upto 30.06.2027 and the Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30.09.2026 for manufacturing of Steel Ingots / Billets @ 140 Metric Tonnes/Day OR TMT Bars, Round, Flats, Angle and Channel (Rolling Mills) @ 140 Metric Tonnes/Day by using Melting Scrap, Sponge Iron, Ferro Alloys @ 154 Metric Tonnes/Day as raw material with suitable conditions and additional conditions that: 1. The industry shall be bound to install secondary emission control system within the stipulated time period given by the Board. 2. The industry will not generate and discharge any trade effluent without obtaining prior written permission of the Board. 3. The industry shall provide thick plantation of spreading crown varieties of evergreen trees all along the boundary wall. 4. The industry will get its building plans approved from competent authorities if there is further change in the building plan. 5. The industry shall not throw burn or burry any solid wastes in open, outside premises or in drain / water bodies. Scale & Category – Large (Orange) Competency- CEE (B)
