It is submitted that the industry is a small scale green category cold store unit. The industry has applied for obtaining NOC/Consent to Establish from the Board under the Water Act, 1974 and Air Act, 1981 for setting up a cold store unit for Storage of Potato, Vegetables & Fruits @ 4996 MT/Year under the small scale green category i.e. 34.2 Cold storage.
The unit has deposited NOC fee of Rs. 10,800/- online R/No. 554218304 dated 11.11.2025 and Rs. 500/- online R/No. 532135254 dated 28.02.2026 as application form fee, against the proposed value of project i.e. Rs. 610.0 lacs as per project report, which is adequate for one year.
The industry has submitted revenue report issued by Tehsildar, Jagraon vide dated 08.07.2025, which is stating as under:-
1. There is no MC limit within 100 mtr radius of the site.
2. There is no phirni of village within 100 mtr radius of the site.
3. There is no lal lakir within 100 mtr radius of the site.
The industry has submitted In Principle Approval certificate issued by DTP, Ludhiana vide no. 2072 dated 01.08.2025, which is reproduced as under:-
"ਉਪਰੋਕਤ ਵਿਸ਼ੇ ਅਤੇ ਹਵਾਲੇ ਅਧੀਨ ਪ੍ਰਾਪਤ ਦਸਤਾਵੇਜ਼ਾਂ ਨੂੰ ਘੋਖਣ ਉਪਰੰਤ ਦੱਸਿਆ ਜਾਂਦਾ ਹੈ ਕਿ ਪ੍ਰਾਰਥੀ ਦੀ ਵਿਸ਼ੇ ਅਧੀਨ ਸਾਈਟ ਵਾਕਿਆ ਪਿੰਡ ਛੱਜਾਵਾਲ (ਹ.ਬ.ਨੰ.103), ਤਹਿਸੀਲ ਜਗਰਾਓਂ, ਜ਼ਿਲ੍ਹਾ ਲੁਧਿਆਣਾ ਦੀ ਰੈਵੇਨਿਊ ਅਸਟੇਟ ਵਿੱਚ ਪੈਂਦੀ ਹੈ। ਸਾਈਟ ਮੌਕੇ ਤੇ ਖਾਲੀ ਹੈ।ਸਾਈਟ ਪ੍ਰਵਾਨਤ ਲੋਕਲ ਪਲੈਨਿੰਗ ਏਰੀਆ, ਮਾਣੂਕੇ (2017-37) ਵਿੱਚ ਪੈਂਦੀ ਹੈ, ਜਿਸ ਦਾ ਮਾਸਟਰ ਪਲੈਨ ਹਾਲ ਦੀ ਘੜੀ ਨੋਟੀਫਾਈਡ ਨਹੀਂ ਹੋਇਆ ਹੈ। ਆਨ ਲਾਈਨ ਪ੍ਰਤੀ ਬੇਨਤੀ ਅਨੁਸਾਰ ਸਾਈਟ ਵਿੱਚ ਕੋਲਡ ਸਟੋਰ ਸਥਾਪਤ ਕੀਤਾ ਜਾਣਾ ਜੋ ਕਿ ਆਗਿਆਯੋਗ ਹੈ, ਬਸ਼ਰਤੇ ਜੇਕਰ ਪ੍ਰਾਰਥੀ/ਫਰਮ ਦੀ ਸਾਈਟ ਭਵਿੱਖ ਵਿੱਚ ਮਾਸਟਰ ਪਲੈਨ, ਨੋਟੀਫਾਈਡ ਹੋਣ ਸਮੇਂ Non-Confirming Zone ਵਿੱਚ ਆ ਜਾਂਦੀ ਹੈ ਤਾ:- "The applicant shall be liable to abide by the provisions of Master Plan and shall also be bound to follow the provisions of Section 79 along with other provisions of PRTPD Act, 1995, in case the site falls in non-conforming land use zone after the notification of Master Plan and no claim shall be demanded by the applicant from the Department." ਅਤੇ ਪੀ.ਪੀ.ਸੀ.ਬੀ. ਦੀਆਂ ਗਾਈਡਲਾਈਨਜ਼ ਦੀ ਪ੍ਰਤੀ ਪੂਰਤੀ ਕਰਦੀ ਹੋਵੇ।"
The industry has submitted partnership deed which is executed on 19.06.2025, as per which there are 04 no. partners in the firm namely Sh. Krishan Kumar Bansal S/o Sh. Satya Narain Bansal, Sh. Jagdish Kumar S/o Sh. Hari Ram, Sh. Smt. Sumandeep Kaur W/o Sh. Ashok Kumar and Sh. Gaurav S/o Sh. Mohan Lal.
The industry has submitted authority letter as per which Smt. Sumandeep Kaur is the authorized person on behalf of the firm.
The industry has also submitted brief project report, copy of Form A & C and site plan of the industry along with application form.
To verify the facts, the site of the industry was visited by the undersigned on 27.20.2026 and it was observed as under:-
1. The site of the industry is located at Village - Chhajawal , Tehsil - Jagraon , Distt - Ludhiana.
2. There is no MC limit, lal lakir/phirni of village, 15 pucca houses within 100 mtr radius of the proposed site.
3. Only boundary wall has been constructed at site. Construction work has not been started yet.
4. The industry has proposed to setting up a cold store for Storage of Potato, Vegetables & Fruits.
5. The industry has proposed to use 10 KLD water for cooling purpose which will be reused in re-circulation.
6. Domestic effluent @ 0.4 KLD will be disposed off onto land for plantation after passing through septic tank.
7. The industry has proposed to install 01 no. D.G set of capacity 180 KVA equipped with canopy and stack of adequate height.
From above, it is evident that the site is suitable for establishment of this unit.
Keeping in view of above, it is recommended that the industry may be granted NOC/Consent to Establish for setting up a cold store for Storage of Potato, Vegetables & Fruits @ 4996 MT/Year with suitable conditions as per Policy of the Board.
