It is submitted that reply (copy attached)to the observations raised ZO is as follows:
1. Master Plan Status: Please confirm whether the proposed project site falls under the notified Master Plan area. If not, the same may be clearly certified.
Reply: The proposed project site falls under the notified Master Plan area. Moreover, the proposed site has been approved with LOI vide License No. ADC-G(UD)-2025/34 dated 25.05.2025 issued by the Competent Authority i.e. Additional Deputy Commissioner (General), Sri Muktsar Sahib for setting up a commercial project namely 'J.D. Square' (Bhai Davinder Singh Group), Malout-Sri Muktsar Sahib Road, Sri Muktsar Sahib, on land measuring 15 K-1 M-6.5 Sarsahian (9127.097 Sq. Yards), situated in revenue estate Sri Muktsar Sahib-2, hadbast No.54, Khewat/Khatoni No.758/1173, 748/1154, 630/936, 667/1029 (Khasra No.2126/2 (5-16), 2125/2 (5-4), 2128/11 (7-10) and 2127 (3-10)), and out of this the saleable area under commercial plots is 4107.28 sq.yds. (45%) as per approved revised layout plan (E-Naksha Application No.PB/LOUT/MKS/SRIMS/1260 Dated 08.08.2025)……….
2. Distance from Nearby Units/Activities: In case the site does not fall under the Master Plan area, please provide the distance of the project site from the following: o Cement plant / Grinding unit o Rice Sheller / Saila Plant o Stone Crusher / Screening / Washing Plant o Hot Mix Plant o Brick Kiln (BKO) o CBWTF o Poultry Farm o Jaggery Unit o Any drain / river ,eco-sensitive structure within 500 metre boundary of the project.
Reply: As physically observed, the distance of the proposed site from the various approved existing operational industries/ units (for which specific siting guidelines has been issued by the Board for time to time), is more than the required distance as per siting criteria given as under:

3. STP / Septic Tank Clarification: It is observed that both STP and septic tank have been mentioned in the feasibility report. Please clarify whether STP will be installed or septic tank, along with justification.
Reply: As informed by the representative, STP followed by septic tank will be provided.
4. Treated Effluent Standards: Please specify the proposed discharge standards (parameters such as BOD, COD, TSS, etc.) that the treatment facility (STP) will achieve.
Reply: Condition may be imposed that the Proposed STP will be provided to achieve the effluent standards as prescribed by MOEF/CPCB/PPCB
As such the site of the colony is suitable for establishment and proposal submitted by the project proponent is adequate as per the Water Act, 1974 and Air Act, 1981.
Keeping in view of the above, it is recommended that the consent to establish (NOC) for development of commercial shopping complex in the name of J.d.squre (bhai Davinder Singh Group) in 1.88575 acres bearing hadbast No.54, Khewat/Khatoni No.758/1173, 748/1154, 630/936, 667/1029 (Khasra No.2126/2 (5-16), 2125/2 (5-4), 2128/11 (7-10) and 2127 (3-10)), comprising of SCOs Plots (Ground+1) @37 no.,in the revenue estate Sri Muktsar Sahib-2 may be granted to the project proponent with validity for 1 year as proposed earlier.
