Kindly peruse the note of Environmental Engineer /AEE, Regional Office, FGS. The same has been examined and it has been observed that Hon’ble NGT in OA 924 of 2019 titled as Neeraj Goyal vs State of Punjab & Ors has mentioned regarding rolling mills or the industries operating on coal, nowhere, it has been discussed about the industries operating on cleaner fuels other than PNG. Even, Hon’ble NGT in OA 295 of 20232019 titled as Dimpal kumar vs State of Punjab & Ors has categorically passed a direction that State of Punjab shall implement fuel policy effectively. As such, the present industry in question is neither a rolling mill nor an industry operating on coal. In light of the above and note of EE, Regional Office, Fatehgarh Sahib , if approved, the matter may be placed before the Chairperson of the Board for concurrence of the following action: 1. CTE for setting up of a unit to manufacture Aluminum Ingots and Copper Ingots using copper scrap and aluminum scrap as raw material with bio-mass briquettes as fuel in its melting furnace may be granted for one year with suitable conditions and one of the condition that the industry shall be bound to comply with directions issued by Board w.r.t. amendments in fuel policy from time to time.
Further, Environmental Engineer, Regional Office, Fatehgarh Sahib may be asked to process the action mentioned at second point in his note through e-office file, please.
