File Note: Kindly peruse the report/ recommendations sent by EE RO Patiala. The industry is an existing unit tyre pyrolysis unit with valid CTO upto 30.09.2026, for manufacturing of Fuel (Pyrolysis) Oil @ 4.0 Metric Tonnes/Day, Carbon Black @ 3.15 Metric Tonnes/Day, Steel Wire @ 1.35 Metric Tonnes/Day, Fuel Gas @ 500 Kgs/day by using Waste Tyres @ 9.0 Metric Tonnes/Day, having one no. reactor of capacity 10 TPD… Now, the industry has applied for obtaining Consent to Establish (Expansion) under Water Act, 1974 and Air Act, 1981, for its unit to install two pyrolysis reactors having capacity 5 Tonnes/day each by dismantling old reactor of capacity 10 Tonnes/day keeping the total production same… RO has recommended to grant CTE expansion to the unit, subject to certain condition… In view of note/report sent by EE, RO, Patiala, if approved, the industry may be granted Consent to Establish (Expansion) under the Water Act, 1974 and the Air Act, 1981, subject to suitable conditions, conditions as imposed by RO and following additional conditions: 1. That the industry shall comply with the SOPs laid down by for operation of Tyre Pyrolysis Unit by CPCB/PPCB/MoEF&CC, at all the times. 2. The industry shall get the stack emission monitoring carried out by the Board and shall submit the the analysis report of air emission sample from Board, within one month. 3. The industry shall carry out stack and ambient air quality monitoring for S02, PM and CO at least once in six months from a recognized laboratory at identified monitoring location. The unit shall maintain a log book for recording the plant, operation, monitoring of the stack emissions and ambient air quality, generation of wastewater & sale of various products and by -products. 4. The Industry shall ensure no spillage of char during removal/ unloading of steel scrap from the reactor. The flooring should be paved/ concretized along with proper slope and drains for movement of steel scrap. This operation to be made cleaner by use of vacuum cleaner after each batch operation. 5. The industry shall submit its annual report on the EPR Portal and also to the concerned SPCB providing details on annual production of TPO, Char, Steel & other products including details of sources of purchasing waste tyre and also details of actual users to whom products have been sold within the time frame as prescribed on the Portal. The annual report to be supported with electricity bills of the financial year for which annual return has been submitted. 6. The industry shall report daily waste generation, disposal data on National Hazardous Waste Tracking system as and when such system gets implemented by CPCB. 7. The industry shall not throw, burn or burry any solid wastes in open, outside premises or in drain / water bodies. 8. The unit shall ensure that there is no public nuisance in the area, due to activities of the unit and no public complaints are received against the industrial unit due to its operations. 9. The industry shall comply with the guidelines issued by Punjab Water Regulation and Development Authority (PWRDA for the abstraction of ground water from time to time. 10. The adequacy/ efficacy of the pollution control arrangements & disposal scheme shall be the sole responsibility of the industry and the unit shall be bound to implement/ upgrade its pollution control & disposal arrangements as per the discretion of the Board to achieve the prescribed emission/ effluent standards, as amended from time to time. 11. The unit shall not discharge any effluent at any unauthorized place by any unauthorized means i.e. shall not discharge any wastewater in any drain / inland surface waters / drain/ choe/ nallah/ onto land for stagnation or outside its premises, at any time, under any circumstances. 12. The unit has been approved by the Board from pollution angle and the industry shall obtain the statutory clearances/ permissions from all other concerned departments. 13. The industry shall ensure the compliance of provisions of the Water (Prevention & Control of Pollution) Act, 1974, the Air (Prevention & Control of Pollution) Act, 1981, the Environment (Protection) Act, 1986 and/ or any other environmental law applicable to him and Rules, Circulars & Directions issued by the Board from time to time. 14. The consent is being issued to the industry based upon the documents/ information submitted by it along with the online application form and during hearing. The Board would be at liberty to take penal action against the industry/project proponent and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time, without any opportunity of Personal Hearing. 15. In case the industry fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, the Air (Prevention & Control of Pollution) Act, 1981, the Environment (Protection) Act, 1986 and/ or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the project proponent. *Competency – SEE(Red;Small)
