Previous Details:
It is submitted that the industry is a large scale orange category induction furnace. As per record, the industry was earlier granted Consent to Operate under the Water Act, 1974 vide no. CTOW/Renewal/FGS/2025/29675334 dated 03.10.2025 valid upto 31.03.2026 and under the Air Act, 1981 vide no. CTOA/Renewal/FGS/2025/29675328 dated 26.09.2025 valid upto 31.03.2026 for manufacturing of Steel Ingots @ 171 MTD & Heavy, Rounds, Flats, Structural etc. @ 161 MTD i.e. with induction furnace of capacity 6 TPH & 8 TPH.
Further, it is also submitted that the industry has submitted renewal of Bank Guarantee amounting to Rs. 1.0 lac vide B.G No. 034GT02240810003 dated 21.03.2024 valid upto 20.03.2027.
Present Application:
Now, the industry has applied for obtaining renewal of Consent to Operate under the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981 for the same production capacity i.e. manufacturing of Steel Ingots @ 171 MTD & Heavy, Rounds, Flats, Structural etc. @ 161 MTD by using Melting Scraps @ 185 Metric Tonnes/Day & Ferro Alloys @ 05 Metric Tonnes/Day as raw material with the operation of induction furnace of capacity 6 TPH & 8 TPH.
CA certificate:-
Now, the industry has submitted its value of total fixed assets amounting to Rs. 2100.44 lacs (wherein the value of P&M @ 1626.95 lacs, Land @ 91.47 lacs and Building @ 27.57 lacs) as per CA certificate dated 11.03.2026.
There is increase in the other assets amounting to Rs. 2.58 lacs. Accordingly, the industry has deposited NOC regularization fee amounting to Rs. 700/-, which is adequate.
Fee Details:
The industry has deposited consent fee of Rs. 28,800/- vide Receipt no. 838621354 dated 24.03.2026 under the Water Act, 1974 & Rs. 29,500/- (Rs. 28,800/- as consent fee + Rs. 700/- as NOC regularization fee) vide Receipt no. 664141017 dated 24.03.2026 under the Air Act, 1981, against the un- depreciated of fixed assets of Rs. 2100.44 Lacs as per CA certificate dated 11.03.2026. The consent fee is adequate upto 31.03.2027 as per Board's Office Order dated 29/10/2018.
EIA notification dated 14/09/2006:
It is pertinent to mention here, that the industry had already obtained Environmental Clearance vide SEIAA letter no. 754 dated 22.08.2019, the production capacity of the unit shall be 170 TPD of Steel Ingots/Billets with 2 no. induction furnaces of capacity 6 T/heat and 8 T/heat.
Secondary Emission System:
The industry has submitted copy of its email and undertaking regarding for proposal of installation of secondary emissions, as per which, the industry has sent a mail to PSCST, Chandigarh to get the canopy design for the secondary emission.
It is pertinent to mention that a meeting was held on 09.04.2026 under the chairmanship of the Worthy Chairperson, Punjab Pollution Control Board, with the Association of Mandi Gobindgarh regarding the installation of a secondary emission control system. During the meeting, it was decided that the industries shall adopt any of the aforementioned technologies or install a secondary emission control system as adopted by PSCST, Chandigarh.
Further, in the said meeting, the matter regarding the issue of short terms consent granted to the industry was also brought to the knowledge of the Worthy Chairperson of the Board, as the representative of the industries informed the Chair that are being forced to apply again & again for obtaining renewal of CTO’s due to very short-term consents being granted by the Board.
Accordingly, the Chair has directed the officers of the Board to resolve this issue on priority basis.
Subsequently, the industry has submitted an undertaking that we have sent a feasibility report containing details of the secondary emission control system to PSCST for approval of the same. Once they approve our feasibility, we will install the same at the earliest as per our feasibility report. Further, the industry is bound to install Secondary Emission Control System by 30.09.2026.
Therefore, it is requested that we be granted renewal of Consent to Operate under the Air (Prevention and Control of Pollution) Act, 1981, up to the adequacy of the fee deposited by us.
PWRDA Permission:
PWRDA vide notification dated 27.01.2023 has exempted units from obtaining any permission of the authority, which are extracting not more than 300 cubic meters of ground water per month. In the subject cited case, the industry has mentioned ground water extraction @ 41 KLD. Considering 25 working days per month, ground water extraction will be 1025 KL/month, which is more than 300 KL/month. Accordingly, the industry has obtained certificate from PWRDA vide no. PWRDA/I/03/2024/L1/331 dated 27/03/2024 valid up to 26/03/2027 for the extraction of ground water @ 1164 m³/month.
SITE SUITABILITY:
There are no specific sitting guidelines for such type of industries. However, the subject cited industry is located in Industrial zone as per Master Plan (2010-2031) of Mandi Gobindgarh.
Visit:
To verify the contents of the application, the industry was visited by the Er. Dharamvir Singh, AEE on 10.04.2026 During the visit, it was observed as under:
1. The industry was in operation and engaged in the manufacturing of Billets and Bar round/hexa/square etc. by using MS scrap as raw material.
2. The industry has installed 2 no. induction furnaces of capacity 6 TPH & 8 TPH along- with concast plant with round rolling mill.
3. The industry has installed side hood suction followed by spark arrestor attached with bag filter houses as separate APCDs to control the air emissions from the furnace as per design of PSCST, Chandigarh.
4. The industry has installed energy meter on its APCD and its reading was 497.42 Kwh x 40 of capacity 6 TPH and 554.47 Kwh x 60 factor and maintained the record.
5. The industry has installed water meters on its submersible pumps and its readings were 16311 KL.
6. The industry has already obtained completion certificate from PSCST, Chandigarh vide no. 236 dated 28/06/2019 and vide no. 1022 dated 25/02/2020 for bag filter as APCD over induction furnace of capacity 6 TPH & 8 TPH.
7. The industry has installed online continuous emission monitoring system with both the stacks attached to induction furnaces of capacity 6 TPH & 8 TPH and during visit concentration of SPM was 94 mg/Nm3 and 87 mg/Nm3 respectively.
8. The industry has submitted stack emission sample testing report from Board’s Lab dated 20.06.2025 for stack attached to induction furnace of capacity 6 TPH and 8 TPH and as per the analysis results, the concentration of SPM is found to be 19 mg/Nm3 and 26 mg/Nm3 which is within the permissible limits laid down by the Board.
9. The industry has installed one no. DG set of capacity 82.5 KVA, which is equipped with canopy and stack of adequate height.
10. No water is used in the process, so no trade effluent is generated.
11. Domestic effluent is discharged onto land for plantation after passing through septic tank.
12. The industry has stabilized its movement area with interlocking tiles.
13. The industry is complying with directions/suggestions of PSCST, Chandigarh given in SOPs for operation of APCD and is maintaining the required data.
14. The industry has also appointed its electrician to take care of the SOPs.
Recommendations:
In view of the facts mentioned above, if approved, it is recommended that consent to operate under the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 may both be granted upto 31.03.2027 for manufacturing of Steel Ingots @ 171 MTD & Heavy, Rounds, Flats, Structural etc. @ 161 MTD by using Melting Scraps @ 185 Metric Tonnes/Day & Ferro Alloys @ 05 Metric Tonnes/Day as raw material with suitable conditions and additional conditions that:
1. The industry shall be bound to install secondary emission control system within the stipulated time period given by the Board.
2. The industry will not generate and discharge any trade effluent without obtaining prior written permission of the Board.
3. The industry shall provide thick plantation of spreading crown varieties of evergreen trees all along the boundary wall.
4. The industry will get its building plans approved from competent authorities if there is further change in the building plan.
5. The industry shall not throw burn or burry any solid wastes in open, outside premises or in drain / water bodies.
