It is submitted that the subject cited industry is a small scale red category unit and
Earlier, the industry was visited by Er. Harmanjeet Singh (JEE(OS)) on 16.12.2025 and it was observed as under:
1. The establishment is Electroplating Unit and engaged in process of Nickel Plating.
2. The industry has installed 1no. Nickel Plating tank of size 6ft., 2 no. Dhol & 2 no. vibrators in its premises.
3. The industry has provided submersible pump for fresh water supply which was found without any water meter on it.
4. The effluent generated from the wet process area was found directly discharged into sewer.
5. The industry has not provided any storage tank for the collection of effluent generated.
6. The industry has not made agreement of lifting its effluent with CETP operator.
7. The industry was found operating without obtaining NOC/ Consent from the Board under the provisions of the Water Act, 1974.
Accordingly, the industry was issued directions u/s 33-A of Water (Prevention & Control of Pollution) Act, 1974 vide no. 341-42 dated 28.01.2026 for disconnection of electric connection available to the industry.
To ensure the compliance of the directions issued against the industry was visited by Er. Harmanjit Singh (JEE(OS)) on 25.02.2026 and following things were observed:
1. During visit the industry was found in operation and engaged in the process of nickel plating.
2. The industry has installed 2 no. Nickel plating tanks, 2 no. Dhol & 1 no. vibrator in its premises.
3. The industry has not provided any water meter on fresh water supply.
4. The effluent generated from the wet process area was found discharge directly into sewer.
5. The industry’s electricity was not disconnected yet.
6. Sealing of the wet process (Machinery and door of wet process area) was completed.
Now, the industry has applied for obtaining fresh consent to operate under the Water Act, 1974 with requisite documents. The industry has already deposited consent fee against the un-depreciated fixed assets of Rs. 4.13 Lacs as on 31/01/2026 as per CA certificate dated 20/02/2026, which is adequate upto 30/06/2030 under Water Act, 1974, as per Board's Office Order dated 29/10/2018 after penalty charges 4200 % and NOC regularization fee.
The industry was visited by the undersigned on 13.04.2026 and it was observed as under:
1. The industry was not in operation. PSPCL authorities has disconnected the electric supply of the unit vide TDCO no. 103/100 dated 09/02/2026. During the visit, wet process was found to be sealed.
2. It is involved in
Caustic @ 2 Kgs/day, Nickle Plating Of Cycle Parts @ 10000 No.s/day. by using raw material as HCL @ 10 Kgs/day, Brightener @ 1 Liter/day, Leveler @ 1 Liter/day, Borik @ 0.5 Kgs/day, Nickle @ 2.5 Kgs/day and Chrome @ 2 Kgs/day.
3. The manufacturing process of the industry is as Raw material - Acid Dip – Washing – Caustic – Washing – Nickle tank – Washing – Chrome – Washing – Drying - Ready - Dispatch.
4. The industry has provided 04 barrels for carrying out the plating process.
5. The industry has made agreement with M/s JBR Technology Pvt. Ltd., Ludhiana (CETP) for disposal of its trade effluent @ 3000 ltr/month.
6. The industry has installed water meter on pipeline leading to process area whose reading during visit was 0.4 KL.
7. Domestic effluent generated by the industry is discharged into sewer.
8. The industry has now provided 01 storage tank of capacity 13000 ltr for storage of its trade effluent and about 1300 Ltr. effluent was lying stored at the time of visit. The tank was not lined with acid proof lining.
9. The industry has installed 01 CCTV camera facing processing shed and 01 no. on effluent storage tank. The industry has not installed camera on fresh water meter installed in processing area.
10. The industry has not installed any DG set in the premises.
11. The industry has submitted building plan prepared by Sh. Gurkirat Singh approved Architect from Director of Factories, Punjab.
The site of the industry falls in Industrial Area-C as per khasra no’s 16/1, 10/1, 17/2,3,4,5, 6/1, 14//25/2, Khata No. 264/273, 265/274, 266/275, 267/276, 268/277, 269/278 mentioned in the gazette notification.
It is therefore recommended that Consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 may be refused, please.
