It is submitted that the industry was issued Show cause notice for refusal of consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 as amended in 1988 with an opportunity of personal hearing before the Chairperson of the Board on 25.02.2026, wherein it was decided as under:………….
1. The industry shall deploy all necessary resources and make every conceivable effort to compete the installation as well as commissioning of ZLD system by 31.03.2026, as committed during the hearing. The industry will be visited immediate after 31.03.2026 and progress will be reviewed in the first week of April 2026….
2. The industry shall ensure that the existing ETP always remain in operative condition and shall be operated regularly and efficiently to achieve the standards prescribed by the Board for such discharge of effluent….
3. Environment Engineer, Regional Office-IV Ludhiana shall visit the industry immediate after 31.03.2026 and submit detailed report with respect to the progress of installation of ZLD plant by in 1st week of April, 2026 to monitor the installation work of ZLD system and shall submit recommendations in the matter, latest by 06.04.2026……
4. The decision regarding the grant of Consent to Operate to the industry shall be taken after the visit by Regional Office-4, Ludhiana, as mentioned in Decision No. 3………………….
The proceedings of the aforesaid hearing were conveyed to the industry vide letter no. 1615 dated 25.03.2026……………..….
Now, the industry was visited by officers of the board on 09.04.2026 and it was observed as under-............ 1. The industry was in operation during visit. 2. The industry has completed the following stages:- I. Scheme finalization II. Site preparation & civil drawings III. Civil construction (Phase-I) :- • RCC tanks construction • 1500 KL RCC tank • MBR tanks 3. The industry has installed Screw press and Thermic Fluid Boiler. 4. The pipework of Aeration tanks is underway. 5. The installation of MBR in tank, MEE, RO is yet pending. 6. The Project Proponent informed during the visit that there have been unavoidable delays in delivery schedules due to ongoing geopolitical disruptions and associated shipping delays, which have impacted the timelines. 7. The Project Proponent informed that installation of the plant will be completed by 15th June 2026…………………
The industry has failed to install complete machinery of the ZLD till date and has requested for further time till 15.06.2026 for completing the task………….In view of above, it is recommended that another opportunity of personal hearing be given to the industry before the Chairperson of the Board to explain its position for not completing the installation of ZLD bt 31.03.2026…………..Competency: Hon’ble Chairperson
