File Note: Kindly peruse the agenda note/report/recommendations sent by RO, Patiala. The project proponent has proposed to set up an industrial park having 328 plots, for establishment of only Green category industries.. In view of report/recommendations sent by EE, RO, Patiala, if approved, the industry may be granted consent to establish under the Water Act, 1974 & Air Act, 1981, subject to suitable conditions, conditions as imposed by RO and following additional conditions: 1. The promoter company shall not carry out any activity which attracts the provisions of EIA notification dated 14.09.2006. 2. The promoter company shall allot plots only to white and green category of industry as per categorization of industries issued by the Board and no orange or red category industry will be allowed to be set up in this proposed industrial park. 3. The promoter company shall not allow any industry to set up in the proposed park, which is covered under the ambit of EIA notification dated 14.09.2006. 4. The project proponent shall not allow any industry to be set up in its premises, which may generate trade effluent from its process(es) and shall allow only domestic effluent generating units in the project. 5. The project proponent shall not allow any industry to be set up in its premises, for which specific siting guidelines have been issued by MoEF&CC/CPCB/PPCB, in the industrial park. 6. The industry shall construct/install STP at the site, which is far away from river Ghaggar and shall not install the same towards the side near river Ghaggar. 7. The promoter company shall develop plantation as per Karnal Technology in 08 acres of land area, for discharge of treated domestic effluent, alongwith other construction activities, as per the proposal submitted with online application. The promoter company shall not use this land for any other purpose. 8. The project proponent shall provide connection of treated wastewater to every plot holder for usage of treated wastewater for dual plumbing system in their respective premises. The pp shall also impose a condition in the allotment letters to be issued to the respective buyers to bound them to use treated wastewater for dual plumbing purposes. 9. The project proponent shall ensure that all the individual plot owners obtain respective consent to establish from PPCB before starting any construction work at the site. 10. The project proponent shall immediately apply for obtaining ‘consent to operate’ under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981, before starting any operation/occupancy at the site 11. The project proponent shall start the construction work of the STP at site and shall ensure that the same is in commensuration with the development at the site. 12. The adequacy/ efficacy of the pollution control arrangements & disposal scheme shall be the sole responsibility of the project proponent and the pp shall be bound to implement/ upgrade its pollution control & disposal arrangements as per the discretion of the Board to achieve the prescribed emission/ effluent standards, as amended from time to time. 13. The pp shall not discharge any effluent at any unauthorized place by any unauthorized means i.e. shall not discharge any wastewater in any drain / inland surface waters / drain/ choe/ nallah/ onto land for stagnation or outside its premises, at any time, under any circumstances. 14. The project has been approved by the Board from pollution angle and the industry shall obtain the statutory clearances/ permissions from all other concerned departments. 15. The project proponent shall ensure the compliance of provisions of the Water (Prevention & Control of Pollution) Act, 1974, the Air (Prevention & Control of Pollution) Act, 1981, the Environment (Protection) Act, 1986 and/ or any other environmental law applicable to him and Rules, Circulars & Directions issued by the Board from time to time. 16. The consent is being issued to the project proponent based upon the documents/ information submitted by it along with the online application form and during hearing. The Board would be at liberty to take penal action against the industry/project proponent and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time, without any opportunity of Personal Hearing. 17. In case the project proponent fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, the Air (Prevention & Control of Pollution) Act, 1981, the Environment (Protection) Act, 1986 and/ or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the project proponent. *Competency- worthy Chairperson of the Board.
