Since the PLI assurance is valid up to 31.03.2027, it is recommended that renewal of Consent to Operate (CTO) under the provisions of the Water Act, 1974 and the Air Act, 1981 may be granted to the Project Proponent up to 31.03.2027, subject to the following special conditions:
1. The unit shall submit an Emergency Response Plan to the District Administration for information, concurrence, and record.
2. A copy of this consent shall be endorsed to the Deputy Commissioner Bathinda, intimating that the unit is a Major Accident Hazard (MAH) industry and its Emergency Response Plan shall be approved, implemented, and regularly monitored.
3. The industry shall maintain a valid Public Liability Insurance (PLI) policy at all times and submit a copy of the renewed policy to the Board immediately after renewal, without any lapse in validity.
4. The unit shall strictly comply with all provisions applicable to MAH installations under MSIHC Rules, 1989 and ensure continuous adherence to safety requirements.
5. The industry shall conduct periodic mock drills of the On-site Emergency Plan and maintain proper records, which shall be made available to the Board as and when required.
6. The unit shall obtain and maintain valid approvals from the Petroleum and Explosives Safety Organization (PESO) for storage and handling of petroleum products and submit the same upon renewal.
7. The industry shall always ensure proper operation and maintenance of Vapour Recovery System (VRS) and effluent treatment Systems, and no untreated emissions/effluent shall be discharged into the environment.
8. The treated effluent shall be utilized within the premises for plantation purposes only, and no discharge outside the premises shall be carried out.
