It is submitted that the industry has applied for obtaining Consent to Operate (CTO) under Water Act, 1974 and under Air Act, 1981 for manufacturing of Fabricated Stell Structure @ 15000 Kgs/day by using HR Plates @ 15450 Kgs/day as its raw material. The industry has submitted the required documents including CRO report, Right to Business approval and site layout.
Site Suitability
As per CRO report, the unit is located in the industrial zone and thus, the site is considered suitable for such type of industry.
PWRDA Applicability
The industrial unit consumes fresh water only for domestic purpose @ 2.2 KLD and thus, industry does not require PWRDA authorization.
Fee Details
The industry has deposited the required fee of Rs. 93, 600/- vide receipt no: 101244536 dated 08.04.2026 and Rs. 1,08,000/- vide Txn no: S25285642 dated 15.01.2024 as Water consent fee and Rs. 1,11,100/- vide receipt no: 416281758 dated 08-04-2026 and Rs. 90,500/- vide Txn no: S25216502 dated 15.01.2024 as Air consent fee including penalty of 2 years under both the acts. The fee deposited is adequate for 10 years, i.e., up to 31.03.2036.
It is pertinent to mention here that, the industry was commissioned on 01-04-2024 and it failed to obtain CTE/CTO till date. Therefore, now industry has deposited the required penalty fee along with consent fee.
Accordingly, the industry was visited by Undersigned on 08.04.2026 to verify the contents of the application and it was observed as under:
1. The industry was in operation during visit.
2. The industry is manufacturing the steel structures.
3. The industry has installed one DG of capacity 200 KVA.
4. The industry is not using any water in their manufacturing process.
5. The industry is engaged in spray painting of steel structures. The spray-painting area is enclosed from three sides and open from one side. The representative of the industry informed that due to the large size of the steel structures, providing a fully enclosed spray-painting booth is not feasible; therefore, no Air Pollution Control Device (APCD) has been installed by the industry.
In view of the above, it is recommended that, if may approved, the consent to operate under Water Act, 1974 and Air Act, 1981 be granted up to 31.03.2036 to the industry subject to following conditions:
1. The industry shall not carry out any expansion, modernization, or change in manufacturing process, raw material, or production capacity without obtaining prior permission from the Board.
2. The industry shall obtain Authorization under the Hazardous and Other Wastes (Management & Transboundary Movement) Rules, 2016 within one month from the date of issuance of Consent to Operate.
3. The industry shall comply with the guidelines issued by Punjab Water Regulation & Development Authority (PWRDA) and shall obtain necessary permission for abstraction of groundwater, if applicable.
4. The industry shall comply with all the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981, and rules framed thereunder.
5. The industry shall not use any water in the manufacturing process. In case the industry proposes to use water in the process in future, prior permission of the Board shall be obtained.
6. The industry shall dispose of used oil/waste oil, to authorized recyclers only, and maintain proper record of the same.
7. The industry shall ensure that spray painting operations are carried out in a properly designed spray-painting area, and efforts shall be made to control paint mist and fugitive emissions.
8. The industry shall provide adequate personal protective equipment (PPEs) such as face masks/respirators, gloves, safety goggles, and protective clothing to the workers engaged in spray painting and related operations, and shall ensure their proper usage at all times.
