It is submitted that the industry was earlier granted Consent to Operate under the Water (Prevention and Control of Pollution) Act, 1974 vide letter No. RO/PTA/WPC/2009-10/F-448 dated 08.05.2009 and under the Air (Prevention and Control of Pollution) Act, 1981 vide letter No. RO/PTA/APC/2009-10/F-372 dated 08.05.2009, both valid up to 07.05.2010. The said consents were subsequently extended up to 07.05.2019 under the Green Category, subject to the conditions mentioned therein.
Now, the industry has applied for obtaining Fresh Consent to Operate (CTO) under Water Act, 1974 and under Air Act, 1981 under green category being first time apply online then OCMMS for manufacturing of Pet Preforms @ 2 MT/day by using PVC resin Chips @ 2 MT/day as its raw material. The industry has submitted the required documents.
Fee Details
Accordingly, the industry has deposited a fee of Rs. 1,83,300/- vide receipt No. 765562957 dated 23.02.2026 under the Water (Prevention and Control of Pollution) Act, 1974 and Rs. 1,83,300/- vide online receipt No. 733073839 dated 23.02.2026 under the Air (Prevention and Control of Pollution) Act, 1981 against the value of fixed assets amounting to Rs. 680.93 lakh as on 13.02.2026, as per the CA certificate dated 31.12.2025. The fees deposited by the industry are adequate up to 31.05.2029 as per Board’s office order dated 29.10.2018. The industry has deposited other NOC regularization fees of Rs. 10,800/- vide online receipt No. 733073839 dated 23.02.2026 due to increase the fixed assets, which is adequate. The industry has submitted an undertaking stating that there has been no increase in production capacity or pollution load.
Accordingly, the industry was visited by JEE-1 of this office on 11.03.2026 & it was observed as under: -
1. The industry was in operation.
2. The industry was engaged in process of manufacturing of Pet Preforms @ 2.0 MTD by using PVC Resin Chips @ 2.0 MTD as raw materials.
3. There is no source of trade effluent in the process.
4. The cooling water is being re-circulated through cooling tower installed by the industry.
5. There is 3 no. DG set of 200 KVA, 160 KVA and 125 KVA capacity which has been installed in acoustic room with stack of adequate height.
6. Only domestic effluent is discharge onto land for plantation after passing through septic tank
As such, the industry is complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
In view of the above, it is recommended that, fresh consent to operate under Water Act, 1974 and Air Act, 1981 may be granted up to 31.12.2028 to the industry subject to following conditions:
1. The industry shall obtain registration, as applicable, as a Producer on the Extended Producer Responsibility (EPR) centralized portal of the Central Pollution Control Board (CPCB) within 15 days from the date of issue of this consent and shall comply with all provisions of the EPR guidelines notified from time to time.
2. The industry shall obtain Authorization under the Hazardous & Other Wastes (Management & Transboundary Movement) Rules, 2016 within one month from the date of issue of this consent, if applicable.
3. The industry shall not generate any effluent other than domestic effluent without prior written permission of the Board.
4. The industry shall not install any furnace, boiler, thermic fluid heater or any additional plant & machinery without prior written permission of the Board.
5. The industry shall ensure strict compliance with the Plastic Waste Management Rules, 2016 and its amendments, and shall not engage in manufacture, import, stocking, distribution, sale or use of banned Single Use Plastic items.
6. The industry shall not manufacture, stock, distribute, recycle or sell plastic carry bags in violation of the provisions of the Plastic Waste Management Rules, 2016 and amendments thereof.
