It is submitted that the HCF is a 40 bedded facility and has applied for obtaining new Consent to Operate under the Water Act, 1974 and Air Act, 1981.
Earlier, the HCF was granted Authorization under Bio-Medical Waste Management Rules, 2016 vide no. BMW/Fresh/FZL/2026/31077169 dated 24/02/2026 and valid till 17/02/2031 subject to specific conditions……………………………
The details of the case are as under- (i) The HCF has submitted copy of an agreement executed between the HCF and Common Bio-Medical Waste Treatment Facility (CBWTF), M/s Med Waste Solutions Pvt. Ltd., Bidowali, authorized by the Board. As per the agreement, M/s Med Waste Solutions Pvt. Ltd. has undertaken the responsibility for collection, transportation, and treatment/disposal of bio-medical waste generated from the hospital and the agreement is valid up to 01.11.2028…………………... (ii) The HCF has deposited an Consent fee of ₹10,000/- vide UTR/Reference No. 905765267 dated 12.03.2026 under the Water Act, 1974 and Consent fee of ₹10,000/- vide UTR/Reference No. 376670122 dated 12.03.2026 under the Air Act, 1981 respectively. The fee deposited is adequate up to 31.03.2031 under both acts. The HCF has also deposited NOC regularization fee of ₹2,000/- vide UTR/Reference No. 376670122 dated 12.03.2026. …………..(iii) The HCF has submitted a lease agreement made with the Godara Infratainment Pvt Ltd and the agreement is valid from 01 jan 2026 to 30 Nov 2035. .....................(iv) The HCF has submitted an approved site plan from Executive Officer, Municipal Council, Abohar showing the proposed nursing home/hospital building of “Major Surender Memorial Charitable Trust Hospital” which belongs to M/s Godara Infratainment Pvt Ltd situated at Khasra no. 1748/1/1, 1748/1/2, 1748/2/2, 1748/2/3, Hanumangarh Road, Below Fly over, Sunder Nagri, Abohar. ………….(v) Further, the HCF has submitted a self-declaration certificate (copy attached) stating that the building has been taken on lease vide lease deed dated 24.11.2025 and that the building already had an electricity connection prior to the lease deed, and possession of the premises has been taken from 01.01.2026.
(vi) The HCF has also submitted a self-declaration-cum-undertaking mentioning the functional bed capacity of the HCF is 40 beds and that HCF is treating its liquid waste generated by using 1-2% sodium hypochlorite ………….(vii) The HCF has also submitted a memorandum of association under the Companies Act, 2013. …………..(viii) The HCF has also submitted the completion and Handling Over certificate of 25 KLD STP based on meadia, carvon and pevels by Biological Treatment Technology. However, approximately 12 KLD effluent will be generated within the premises. …………………(ix) The HCF has also submitted Sewer Bills from MC Abohar which are in the name of Godara Infratainment Pvt Ltd.
The HCF was visited by the Er HB Singh AEE on 09.04.2026 and it was observed as under : (i). HCF has 32 no. active beds installed in its premises, consisting of 03 wards, 13 private rooms and 01 no. lab……………… (ii). The HCF has installed ETP cum STP plant of 25 KLD for the treatment of combined effluent (liquid bio waste and domestic effluent) and it consists of Primary settling tank - Bio Reactor - Tube settler - Sand Filter - outlet, with provision to discharge treated effluent into MC sewer and it was not in operation during the visit. Representative of the hospital informed that ETP-cum-STP is being operated as per requirement. However, no flow meter was installed at the outlet of the ETP-cum-STP. …………….(iii). Separate colour-coded bins have been provided outside each ward, in the laboratory section for category-wise collection of bio-medical waste, and no mixing of bio-medical waste was observed. ……………..
(iv) The HCF has installed 01 no. DG set of 80 kVA capacity in its premises which was provided with canopy and stack of adequate height……… (v) The Hospital has provided room for storage of bio medical waste generated from its premises which was under maintenance.
In view of the above, it is clear that the HCF is complying with the provisions of the Water Act, 1974 and Air Act, 1981. Hence, it is proposed that Consent to Operate under the Water Act, 1974 & the Air Act may be granted to the HCF to operate with 40 functional beds for a period up to 31.03.2031, subject to suitable general and special conditions as follows: - 1. The HCF shall get the validity of agreement (presently valid till 01.11.2028) made with Common Bio Medical Waste Treatment Facility extended well before its expiry and submit the same to the Board. 2. The HCF shall comply with the provisions of Bio Medical Waste Management Rules, 2016 all the time. 3. The HCF shall ensure to comply with the effluent standards as notified by Ministry of Environment, Forest and Climate Change under the Bio Medical Waste Management Rules, 2016 as amended up to date and subsequent amendments if any. 4. The HCF shall provide flow meter at the outlet of ETP cum STP within 15 days. Competency (HCF: 40 beds) –Environmental Engineer
