File Note: It is submitted that the industry has applied for obtaining fresh Consent to Operate (CTO) under Water Act, 1974 and Air Act, 1981 for manufacturing of plastic Granules @ 7 MT/day by using HDPE jar, LLDPE, poly film & PP @ 7 MT/day as its raw material. The industry has submitted the required documents including land use classification and site layout. Site Suitability The industry has obtained land use classification from DTP, Patiala and as per the report, the unit is located in the Focal point area, Rajpura and thus, the site is considered suitable for such type of industry. PWRDA Applicability The industrial unit consumes fresh water for cooling @ 1 KLD and for domestic purpose @ 1.0 KLD and thus, industry does not require PWRDA authorization. Fee Details The industry has deposited the required fee of Rs. 4700/- vide receipt no: 519640235 dated 17.02.2026 as Water consent fee and Rs. 3500/- vide receipt no: 588103375 dated 17-02-2026 as Air consent fee. The fee deposited is adequate for 5 years, i.e., up to 31.03.2031. It is pertinent to mention here that; the industry was commissioned on 01-01-2022 and previously engaged in trading only. Now the industry has established recycling facility for plastic waste. Accordingly, the industry was visited by Undersigned on 08.04.2026 to verify the contents of the application and it was observed as under: 1. The industry was not in operation during visit. 2. The industry has installed and commissioned the machinery for recycling of plastic waste. 3. The industry has not started its operations yet. 4. The industry has installed 2 no of extruders. 5. The industry has installed Wet Scrubber as Air Pollution Control Device on extruder section. 6. The industry has installed septic tank for treatment of domestic waste water. 7. The industry does not engage in washing of plastic waste. As such, the industry is found complying with the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 In view of the above, it is recommended that, if may approved, the consent to operate under Water Act, 1974 and Air Act, 1981 be granted up to 31.03.2031 to the industry subject to following conditions: 1. The industry shall not throw burn or burry any solid wastes in open outside premises or in drain / water bodies. 2. The industry shall obtain EPR authorization on centralized EPR portal developed by Central Pollution Control Board (CPCB) under Plastic Waste Management Rules, 2016 within one month. 3. The industry shall promote use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic. 4. The industry shall ensure that there are no usages of single use plastic- thermocol disposable items such as water bottles / water pouches/water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocal or any other non-biodegradable material in the premises. 5. The industry shall properly handle and manage the solid wastages as per the provisions of the Municipal Solid Waste Rules 2026 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner. 6. The industry shall not carry out any expansion, modernization, or change in manufacturing process, raw material, or production capacity without obtaining prior permission from the Board. 7. The industry shall not use any water in the manufacturing process. In case the industry proposes to use water for washing of plastic waste, prior permission of the Board shall be obtained. 8. The industry shall comply with the guidelines issued by Punjab Water Regulation & Development Authority (PWRDA) and shall obtain necessary permission for abstraction of groundwater, if applicable.
