File Note: The Project Proponent (PP) was granted Consent to Establish by the Board vide No. CTE/Fresh/BTI/2024/24987190 dated 03.04.2024, valid up to 02.04.2025, which was further extended up to 24.03.2026, for development of a commercial colony in the name of “Time Square” comprising 69 commercial plots. Now, the PP has applied for Consent to Operate for operation of 30 commercial SCOs/showrooms only (out of 69 plots) due to less occupancy, with proposed generation of domestic effluent of about 30 KLD, to be treated in STP and reused for flushing and green belt development, with balance discharge into MC sewer. Examination of Case: 1. As per RO report and inspection dated 09.04.2026, it has been observed that roads, parking area, and STP have been constructed at site. 2. Out of total 69 commercial plots, around 30–32 SCOs were found under construction and some were ready for commissioning, indicating readiness for partial operation. 3. From site photographs and inspection observations, it is confirmed that an STP of adequate capacity i.e. 85 KLD has been installed at site. 4. The installed STP is based on MBBR technology and is reported to be operational. 5. The PP has submitted application for partial operation of only 30 SCOs/showrooms, corresponding to generation of approximately 30 KLD of domestic effluent, which shall be treated in the existing STP. 6. Treated wastewater is being reused for flushing purposes and for green belt/plantation, and the balance quantity is discharged into MC sewer. 7. Solid waste management system including compost pits has been provided within the premises, and dry waste is being handed over to authorized vendor of Municipal Committee. 8. As per approved layout plan, total salable area is 11,453.46 sqm and total built-up area is 24,052.26 sqm, which is below 1,50,000 sqm; hence the project does not attract the provisions of EIA Notification, 2006. The PP has also submitted the approved building plan/layout plan duly sanctioned by the competent authority Conclusion: In view of the above, it is evident that: • Adequate STP capacity (85 KLD) has already been installed and is operational. • Partial development has reached a stage where SCOs are ready for commissioning. • The proposed operation of 30 SCOs is in consonance with observed site conditions and effluent generation (30 KLD). • Environmental management systems including wastewater treatment, reuse, and solid waste management are in place. Recommendation: It is recommended that Consent to Operate under the Water Act, 1974 and Air Act, 1981 may be granted to the PP upto 30.06.2027 for partial operation of 30 commercial SCOs/showrooms in “Time Square” commercial colony, subject to standard and specific conditions as deemed fit by the Competent Authority. The Consent to Operate may be granted subject to the following conditions: General Conditions 1. The Consent is granted for partial operation of 30 commercial SCOs/showrooms only out of total 69 plots, as proposed by the Project Proponent (PP). 2. The PP shall strictly adhere to the approved layout plan and shall not carry out any unauthorised expansion or increase in number of operational units without prior approval of the Board. 3. The Consent shall remain valid only up to the period specified and shall be subject to renewal as per provisions of the Water Act, 1974 and Air Act, 1981. Water & Wastewater Management Conditions 4. The PP shall operate and maintain the 85 KLD STP regularly and efficiently to ensure compliance with prescribed standards at all times. 5. The quantity of domestic effluent generation shall be restricted to 30 KLD corresponding to 30 SCOs/showrooms, and shall be fully treated in the existing STP. 6. The treated wastewater shall be fully reused for flushing and horticulture/green belt development within the premises to the maximum extent possible. 7. The excess treated effluent, if any, shall be discharged into the Municipal Committee sewer only in accordance with prescribed discharge standards. The Project Proponent has submitted sewerage disposal permission from the Punjab Water Supply and Sewerage Board (PWSSB), Bathinda vide Letter No. 265 dated 22.01.2024 for discharge of treated effluent into the Municipal sewer, which shall be strictly complied with. 8. The PP shall maintain a proper logbook/record of: o Influent and treated effluent quantity o Operation and maintenance of STP o Reuse of treated water for flushing and gardening o Disposal into MC sewer STP Operation & Compliance Conditions 9. The STP (MBBR-based system) shall be operated continuously and shall not be kept non-functional at any time. 10. Regular maintenance of STP units such as aeration tank, filters, settling units, and disinfection system shall be ensured to maintain efficiency. 11. The PP shall ensure periodic testing of treated effluent from a recognised laboratory and submit compliance reports to the Board as required. Construction & Development Conditions 12. No further construction or commissioning of additional SCOs beyond the permitted 30 units shall be undertaken without prior consent. 13. Any future expansion shall require prior approval and fresh consent from the Board. Solid Waste Management Conditions 14. The PP shall ensure proper segregation, collection, and disposal of solid waste generated within the colony. 15. Compost pits provided for wet waste shall be properly maintained and operated. 16. Dry solid waste shall be handed over only to authorised Municipal Committee/vendor as per applicable rules. Air & Environmental Conditions 17. The PP shall ensure proper dust suppression measures within the colony during any construction/maintenance activity. 18. No burning of solid waste shall be permitted within the premises. 19. Adequate green belt shall be maintained and shall be regularly irrigated using treated wastewater. Monitoring & Compliance Conditions 20. The Board officials shall be allowed access to the premises for inspection and monitoring at any time. 21. The PP shall submit regular compliance reports as may be directed by the Board. 22. In case of violation of any condition, the Consent shall be liable to be revoked/cancelled without prejudice to legal action under applicable environmental laws. Monitoring Condition 23 . The PP shall ensure that the STP of adequate capacity (85 KLD) remains fully functional and is capable of handling peak load conditions, and its performance shall be maintained at all times in compliance with prescribed standards. Further, the PP shall get the treated effluent sample of the STP analysed from the Board’s laboratory within one month of issuance of Consent and shall submit the analysis report to the Board for verification and record CC SEE
