File Note: Previous Details: It is submitted that the industry is a large scale orange category unit. Earlier, it was granted Consent to Operate under the Water Act, 1974 vide no. CTOW/Varied/FGS/2024/26811927 dated 20.10.2024 valid upto 30.09.2027 and under the Air Act, 1981 vide no. CTOA/Renewal/FGS/2025/28896328 dated 03.07.2025 valid upto 31.03.2026 for manufacturing of Alloy & Non-Alloys Steel Castings @ 235 MT/day OR Billets / Ingots (with CCM) @ 235 MT/day OR Bars & TMT Angles, Channels, Flats, Joists & Rolled Product @ 230 MT/day OR ERW Pipe @ 230 MT/day by using Melting Scrap, Sponge Iron, Ferro, Silicon and Magnese @ 258 MT/Day as raw material under the old category i.e. 2063-Steel and steel products using various furnaces like blast furnace /open hearth furnace/induction furnace/arc furnace/ submerged arc furnace /basic oxygen furnace /hot rolling reheated furnace. Proposal: Now, the industry has applied for obtaining renewal of Consent to Operate under the Air (Prevention and Control of Pollution) Act, 1981 for the same production capacity i.e. manufacturing of Alloy & Non-Alloys Steel Castings @ 235 MT/day OR Billets / Ingots (with CCM) @ 235 MT/day OR Bars & TMT Angles, Channels, Flats, Joists & Rolled Product @ 230 MT/day OR ERW Pipe @ 230 MT/day by using Melting Scrap, Sponge Iron, Ferro, Silicon and Magnese @ 258 MT/Day as raw material under the new categorization by CPCB i.e. 104.2 Induction furnace/arc furnace. CA certificate:- Earlier, in the previous granted application, the industry had submitted its value of total fixed assets amounting to Rs. 3962.39 lacs (wherein the value of P&M @ 2877.61 lacs, Land @ 94.53 lacs and Building @ 423.30 lacs) as per CA certificate dated 09.06.2025. Now, the industry has submitted its value of total fixed assets amounting to Rs. 4235.29 lacs (wherein the value of P&M @ 3012.72 lacs, Land @ 94.53 lacs and Building @ 423.85 lacs) as per CA certificate dated 24.03.2026. Accordingly, the industry has submitted the details w.r.t increase in the total fixed assets which is as under:- Moreover, the industry has also deposited NOC regularization fee amounting to Rs. 10,800/- along with Consent fee, against the increase in the value of total fixed assets of Rs. 274.9 lacs, which is adequate. Fee Details: As per record of this office, the fee deposited in the previous granted consent to operate under the Air Act, 1981 was adequate upto 31.03.2028. Now, the industry has deposited Rs. 54,000/- (Rs. 43,200/- as slab difference + Rs. 10,800/- as NOC regularization fee) vide R. No. 454666134 dated 29.03.2026. Hence, the aggregated fee under the Air Act, 1981 is still valid upto 31.03.2028. Environment Clearance: It is intimated that the industry was granted Environment Clearance through vide no. J-11011/194/2011-IA-II(I) dated 26.09.2012 to M/s Neelkanth Concast Steels Pvt. Ltd. Thereafter, unit has been purchased through Bank auction. Therefore, transfer of Environmental Clearance has been obtained from SEIAA, Punjab vide Letter No. SEIAA/2018/1445 dated 03.12.2018 in the name of M/s Har Har Mahadev Concast. Secondary Emission System: The industry has submitted undertaking regarding for proposal of installation of secondary emissions, as per which, the industry has sent a mail to PSCST, Chandigarh to get the canopy design for the secondary emission. It is pertinent to mention that a meeting was held on 09.04.2026 under the chairmanship of the Worthy Chairperson, Punjab Pollution Control Board, with the Association of Mandi Gobindgarh regarding the installation of a secondary emission control system. During the meeting, it was decided that the industries shall adopt any of the aforementioned technologies or install a secondary emission control system as adopted by PSCST, Chandigarh. Further, in the said meeting, the matter regarding the issue of short terms consent granted to the industry was also brought to the knowledge of the Worthy Chairperson of the Board, as the representative of the industries informed the Chair that are being forced to apply again & again for obtaining renewal of CTO’s due to very short-term consents being granted by the Board. Accordingly, the Chair has directed the officers of the Board to resolve this issue on priority basis. Subsequently, the industry has submitted an undertaking that we have sent a feasibility report containing details of the secondary emission control system to PSCST for approval of the same. Once they approve our feasibility, we will install the same at the earliest as per our feasibility report. Further, the industry is bound to install Secondary Emission Control System by 30.09.2026. Therefore, it is requested that we be granted renewal of Consent to Operate under the Air (Prevention and Control of Pollution) Act, 1981, up to the adequacy of the fee deposited by us. Visit: To verify the contents of the application, the industry was visited by the Er. Dharamvir Singh, AEE on 13.04.2026. During the visit, it was observed as under: 1. The industry was in operation during the visit. 2. The industry has installed 02 no. of induction furnaces of capacity 6 T/heat and 10 T/heat with CCM and rolling mill. 3. The industry has already submitted the completion certificates of induction furnace of capacity 06 TPH and 10 TPH. 4. The industry was visited on 17.04.2025 also by the officers of the Board for air monitoring and collected air emission samples from the outlet of stacks attached with APCDs and as per results, concentration of Particulate matter of induction furnace of 10 TPH is 47 mg/Nm3 & induction furnace of 6 TPH is 37 mg/Nm3 which are within limit prescribed standard fixed for the industry. 5. The industry has provided spark arrestor followed by bag filter house as APCD separately with each furnace. 6. The industry has installed energy meters on its APCD and its reading was 20292.1 kWh of 10 TPH furnace and 14275.8 kWh of 06 TPH units. 7. The industry has installed online monitoring system at outlet APCD for monitoring SPM yet to be connect to the web server. 8. The industry has installed 2 no. D.G. sets of capacity 125 KVA and 500 KVA with canopy and stack of adequate height. 9. The industry has installed continuous ambient air quality monitoring system. 10. The industry has installed water meters on its submersible pumps and its readings were 4627.15 KL & 1570.37 KL. 11. No water will be used in the process, therefore, there will be no generation of trade effluent. 12. Domestic effluent being generated by the industry is discharged onto land for plantation after passing through septic tank. 13. The industry has maintained its plantation area in compliance of EC in the industrial premises and outside the premises and copy of the images is attached herewith. Recommendations: In view of above-mentioned facts, it is recommended that renewal of consent to operate under the provision of Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30.09.2026 for manufacturing of Alloy & Non-Alloys Steel Castings @ 235 MT/day, OR Billets / Ingots (with CCM) @ 235 MT/day, Or Bars & TMT Angles, Channels, Flats, Joists & Rolled Product @ 230 MT/day and OR ERW Pipe @ 230 MT/day by using Melting Scrap, Sponge Iron, Ferro, Silicon and Magnese @ 258 MT/Day as raw material with suitable conditions and special conditions as under: 1. The industry shall comply with the guidelines of Punjab Water Regulation and Development Authority (PWRDA). 2. The industry shall be liable to comply with the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. 3. The industry shall comply with the guidelines/SOPs provided by PSCST, Chandigarh in the effective operation of APCD. 4. The industry shall not generate and discharge any kind of trade effluent. 5. The industry shall keep a qualified person to handle the operation and maintenance of the APCD. 6. The industry shall install Air Pollution Control Device to control the secondary emissions generated from the process. Scale & Category – Large (Orange) Competency- CEE (B)
