File Note: The industry was earlier granted Consent to Establish under the Water Act, 1974 and Air Act, 1981 for establishment of a milk processing unit for production of Desi Ghee @ 4700 kg/day and Skimmed Milk Powder @ 6900 kg/day using Raw Milk @ 80,000 L/day in Red Category. The land area of the industry is 47 kanals 9 marla taken on registered lease w.e.f. 19.02.2024 to 18.02.2044 @ Rs. 1,78,000 /year………….. • The District Town Planner vide its reported that 11.07.2024 has intimated that the landa area of the industry is 6 acres bearing khasra no. 196//17/2 min (5-2), 18/2 (5-5), 23/2 (4-8), 24 (8-7), 196//12/2 min (0-1), 13 min (0-7), 14 min (0-7), 17/2 min (0-16), 196//14 min (7-13), 196//12/2 min (3-3), 13 min (7-13), 17/1 (2-2), 18/1 (2-5). The site falls in the local planning area of Maur, the master plan of which is yet to be prepared. While finalizing the master plan, if the site falls non-confirming zone then the applicant is bound to comply section 79 of PRTPD Act, 1995…………. • The applicant has submitted report counter signed by Tehsildar, Maur dated 05.08.2024, wherein it has been mentioned that the land area is 47 kanals 9 marla. No village phirni, lal lakir, municipal committee limit, approved residential area or 15 pucca houses are located within 100 m of the site………….. • ETP of capacity 125 KLD proposed. Disposal onto land for plantation in area of 2.5 acres within the premises. 2 boilers of capacity 2 TPH and 8 TPH proposed with separate Multi-cyclone as APCD…………… • The visiting officer during the time of NOC has reported that the industry was visited on 26.09.2024 and it was observed that the site is located in the revenue estate of Village Maiser Khana, Tehsil Maur, Distt. Bathinda. The industry has not started construction activity at site. There is no village phirni, lal lakir, municipal committee limit, residential area or 15 pucca houses within 100 m radius of the total site of the industry i.e. 47 kanal 9 Marla…… As such the industry was earlier granted NOC …………….. The industry has now applied for fresh Consent to Operate (CTO) through OCMMS. The application has been examined along with submitted documents, compliance report, and inspection conducted on 06.03.2026 by the field officers. During inspection, the unit was found to have installed requisite machinery, 125 KLD ETP (under stabilization), APCD system with boilers, DG sets with adequate stack heights, and plantation over approximately 2.5 acres. Reply to Zonal Office (ZO) Queries – Point-wise Response In compliance to the observations raised by the Competent Authority, the point-wise reply is by RO in query of ZO is as under: 1. Whether separate energy meters have been installed with ETP and APCD: The industry has installed separate energy meters for the ETP section as well as for APCD (Air Pollution Control Devices). 2. Whether water meter has been installed to monitor water consumption: The industry is currently using a tubewell to meet its water requirements; however, a water meter for monitoring water consumption has not yet been installed. The industry has been advised to install the same. 3. Details regarding disposal of APCD ash along with agreement with authorized agency: The industry has made arrangements for safe storage of ash generated from the boiler. The industry has undertaken to execute an agreement with an authorized agency for its safe disposal in compliance with applicable rules. 4. Comments regarding generation of hazardous waste and its disposal: The industry generates hazardous waste in the form of used oil from 2 no. DG sets installed within the premises. As the unit is at an initial stage of operation, no significant hazardous waste was observed during inspection. The project proponent has been advised to obtain authorization under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 and to enter into an agreement with an authorized recycler for disposal of used oil. 5. Timeline for stabilization of ETP and commencement of effluent generation: The industry has informed that the ETP will be stabilized within a period of 2 months. 6. Latitude and Longitude of the industrial site: Latitude: 30.082390 Longitude: 75.180712 7. Whether floor washing/cleaning activity was observed during inspection: No floor washing or cleaning activity was observed during the inspection visit. 8. Whether proper pipeline network has been provided for disposal of treated effluent into plantation area along with photographs: The industry has provided a pucca drain followed by pipeline system for conveyance of treated effluent to the plantation/green belt area. 9. Clarification regarding plantation area (1.5 acres vs 2.5 acres): The industry has submitted feasibility report at the time of NOC indicating disposal of treated effluent over 2.5 acres of land for plantation. During inspection also, plantation over approximately 2.5 acres was observed at site. Hence, the actual plantation area is 2.5 acres. 10. Whether packing is done in plastic containers and status of EPR compliance: Yes, the industry is engaged in packing of Desi Ghee and Skimmed Milk Powder in plastic containers/packaging, and therefore falls under the ambit of EPR provisions. However, the industry has not yet obtained registration under the Plastic Waste Management Rules, 2016 (as amended). The unit has been directed to obtain the same at the earliest. The industry is presently under trial run, and no significant non-compliance has been observed. The unit has generally complied with the conditions of earlier CTE, as verified during inspection. However, certain observations and gaps such as non-installation of water meter, pending EPR registration, and requirement of authorization under Hazardous Waste Rules have been noted, which are to be complied with by the industry within stipulated time. In view of the satisfactory compliance status, site verification, and installation of pollution control systems, it is recommended that Consent to Operate under the Water Act, 1974 and Air Act, 1981 be granted for a period of six (06) months subject to the following specific and general conditions: 1. The industry shall operate and maintain 125 KLD ETP efficiently and ensure its complete stabilization within 02 months of issuance of consent. The industry shall get its effluent emission sample analysed from the Boards lab with in 3 months . 2. Only treated effluent shall be utilized for irrigation/green belt development within 2.5 acres plantation area, and no discharge shall be made outside the premises. 3. The industry shall ensure zero discharge of untreated effluent at any stage. 4. The industry shall maintain proper operation of APCDs attached with boilers and ensure compliance of stack emission standards prescribed by the Board. The industry shall get its stack emission sample analysed from the Boards lab with in 3 months 5. The industry shall ensure installation of water meter within 01 month to monitor total water consumption from tubewell and other sources. 6. The industry shall maintain separate energy meters for ETP and APCD and shall maintain proper logbooks of energy consumption. 7. The industry shall execute a valid agreement with an authorized agency for collection, storage, transportation and disposal of APCD (boiler) ash, and submit copy to the Board within 01 month. 8. The industry shall obtain Authorization under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 for generation and disposal of used oil and ensure disposal through authorized recyclers only. 9. The industry shall obtain EPR registration under Plastic Waste Management Rules, 2016 (as amended) within 01 month, being engaged in plastic packaging. 10. The industry shall maintain proper record of plastic packaging material and ensure compliance with EPR obligations. 11. The industry shall not increase production capacity, plant area, or utility load without prior written permission of the Board. 12. The industry shall not undertake any expansion/alteration in manufacturing process without prior approval. 13. The industry shall ensure that no floor washing or process effluent is discharged untreated at any stage. 14. The industry shall ensure proper drainage network for conveyance of treated effluent to plantation area and maintain its integrity. 15. The industry shall maintain adequate green belt and plantation as per submitted layout (2.5 acres) and ensure survival of plantation through proper irrigation using treated effluent. 16. The industry shall maintain complete compliance of all undertakings submitted during inspection and shall not deviate from submitted layout, capacity, or pollution control arrangements. 17. The industry shall ensure regular monitoring of effluent quality and stack emissions and shall submit analysis reports periodically to the Board as per prescribed frequency. 18. The industry shall maintain proper housekeeping and prevent fugitive emissions, odour, and spillage within the premises. 19. The industry shall ensure that all boilers operate with valid APCDs (cyclone/multicyclone) and maintain minimum prescribed stack height at all times. 20. The industry shall maintain records of raw material consumption, water usage, effluent generation, and energy consumption and shall produce the same during inspection. 21. The industry shall ensure that DG sets operate with acoustic enclosures and adequate stack height and comply with noise standards. 22. The industry shall ensure that no unauthorized discharge of wastewater occurs during maintenance, breakdown, or shutdown conditions. 23. The industry shall provide access to Board officials for inspection at all times and shall extend full cooperation including provision of geo-tagged photographs, records, and sampling facilities. 24. The industry shall ensure compliance with all applicable provisions of Water Act, 1974, Air Act, 1981 and rules framed thereunder, failing which consent shall be liable for revocation. 25. The industry shall submit compliance report of all consent conditions within stipulated timelines as directed by the Board. 26. Municipal solid waste shall be managed in accordance with the Solid Waste Management Rules, 2016 and applicable provisions of Bulk Waste Generators as per SWM Rules ,2026. The project proponent shall:Install in-house composting/vermi-composting facilities and Ensure no waste is dumped, burnt, or disposed of in open areas, drains, or water bodies 27. The industry shall be bound to comply with the zoning regulations of the master plan as and when notified by the Department of Town & Country Planning, Punjab . C. General Conditions 26. The industry shall operate and maintain all pollution control devices efficiently at all times. 27. The industry shall ensure that no environmental pollution is caused in surrounding areas. 28. The industry shall comply with all applicable environmental standards prescribed by CPCB/PPCB. 29. The industry shall ensure safe handling of chemicals, fuels, and waste materials. 30. The consent shall be valid for six months only and subject to review based on compliance performance. CC :CEE
