Previous Details:
It is submitted that the industry is a large-scale orange category induction furnace. As per record, the industry was earlier granted Consent to Operate under the Water Act, 1974 vide no. CTOW/Renewal/FGS/2025/29917180 dated 31.10.2025 valid upto 30.09.2026 and under the Air Act, 1981 vide no. CTOA/Renewal/FGS/2025/29917164 dated 31.10.2025 valid upto 31.03.2026 for manufacturing of Steel Ingots, Casting, Rolls & Machinery Parts @ 123 T/day by using Melting Scrap & Ferro Alloys @ 135 Metric Tonnes/Day as raw material.
Present Application:
Now, the industry has applied for obtaining renewal of Consent to Operate under the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981 for the same production capacity i.e. manufacturing of Steel Ingots, Casting, Rolls & Machinery Parts @ 123 T/day by using Melting Scrap & Ferro Alloys @ 135 Metric Tonnes/Day as raw material.
CA certificate:-
Now, the industry has submitted its value of total fixed assets amounting to Rs. 3284.51 lacs (wherein the value of P&M @ 2704.48 lacs, Land @ 66.92 lacs and Building @ 513.09 lacs) as per CA certificate dated 21.08.2025.
Fee Details:
As per record of this office, The industry had already deposited consent fee of Rs. Rs. 2,10,000/- vide Receipt no. 142640519 & Rs. 2,10,000/- vide Receipt no. 911945824 dated 22/09/2025 as water and air consent fee against the un- depreciated of fixed assets of Rs. 3284.51 Lacs as per CA certificate dated 31/03/2025. The consent fee is adequate upto 30/09/2029 as per Board's Office Order dated 29/10/2018.
EIA notification dated 14/09/2006:
The process of the industry is covered under the EIA notification dated 14/09/2006, but the industry has not been required to obtain Environmental Clearance as its production capacity is less than 60,000 MTA. As per the notification dated 07.06.2024, the industries having production capacity less than 60,000 MTA have been exempted from obtaining Environmental Clearance.
The schedule of Factories Act, 1948:
The induction furnaces are covered under the first schedule of Factories Act, 1948 as such; the industry is required to obtain the site clearance under the said act. It is pertinent to mention here that Govt. of Punjab Department of Labor vide its letter no. 7319-25 dated 22/8/2013 has exempted the industry from obtaining the site clearance under the said rules which are to be establishing in the designated/approved area. Since, the industry is established in the industrial zone as such the industry is not required to obtain site clearance under the Punjab Factories Rules, 1948.
Secondary Emission System:
The industry has submitted copy of its email and undertaking regarding for proposal of installation of secondary emissions, as per which, the industry has sent a mail to PSCST, Chandigarh to get the canopy design for the secondary emission.
It is pertinent to mention that a meeting was held on 09.04.2026 under the chairmanship of the Worthy Chairperson, Punjab Pollution Control Board, with the Association of Mandi Gobindgarh regarding the installation of a secondary emission control system. During the meeting, it was decided that the industries shall adopt any of the aforementioned technologies or install a secondary emission control system as adopted by PSCST, Chandigarh.
Further, in the said meeting, the matter regarding the issue of short terms consent granted to the industry was also brought to the knowledge of the Worthy Chairperson of the Board, as the representative of the industries informed the Chair that are being forced to apply again & again for obtaining renewal of CTO’s due to very short-term consents being granted by the Board.
Accordingly, the Chair has directed the officers of the Board to resolve this issue on priority basis.
Subsequently, the industry has submitted an undertaking that we have sent a feasibility report containing details of the secondary emission control system to PSCST for approval of the same. Once they approve our feasibility, we will install the same at the earliest as per our feasibility report. Further, the industry is bound to install Secondary Emission Control System by 30.09.2026.
Therefore, it is requested that we be granted renewal of Consent to Operate under the Air (Prevention and Control of Pollution) Act, 1981, up to the adequacy of the fee deposited by us.
PWRDA Permission:
PWRDA vide notification dated 27.01.2023 has exempted units from obtaining any permission of the authority, which are extracting not more than 300 cubic meters of ground water per month. In the subject cited case, the industry has mentioned ground water extraction @ 40 KLD. Considering 30 working days per month, ground water extraction will be 1200 KL/month, which is more than 300 KL/month. The industry has obtained certificate from PWRDA vide no. PWRDA/I/03/2024/L2/302 dated 14/03/2024 valid up to 13/03/2027.
SITE SUITABILITY:
There are no specific sitting guidelines for such type of industries. However, the subject cited industry is located in Industrial zone as per Master Plan (2010-2031) of Mandi Gobindgarh.
Visit:
To verify the contents of the application, the industry was visited by the Er. Dharamvir Singh, AEE on 13.04.2026. During the visit, it was observed as under:
1. The industry was in operation during visit.
2. The industry has installed induction furnace of capacity 7 TPH (2 crucibles), induction furnace of capacity 4 T/heat (2 crucibles), the industry has installed induction furnace of capacity 1 TPH (1 no. crucible) and installed canopy hood followed by bag filter house separately but the induction furnace of 01 TPH and 04 TPH were not in operation during the visit.
3. The industry has installed twin cyclone followed by bag filter houses as common APCD on induction furnaces having 7TPH & 4TPH capacities. As per the completion cum adequacy certificate given by PSCST, Chandigarh, APCD is adequate. The industry has installed canopy hood followed by cyclone further attached with bag filter house as APCD.
4. The industry has installed 02 no. of annealing furnaces and PNG is being used as fuel in these furnaces.
5. The industry has installed one no. DG set of capacity 250 KVA & one no. of capacity 500 KVA, which are equipped with canopies and stack of adequate heights.
6. The industry has also installed 1 no. of Argon Oxygen Decarburizer (AOD), one no. of Ladle Refining Furnace (LRF) and one no. of Vacuum Degasifire (VD). There is no emissions from VD, however, the industry has installed dust collector followed by bag filter house as APCD for emissions to be generated from AOD & LRF.
7. The industry has installed rotary valve below bag filters to handling of APCD dust.
8. The industry has installed energy with its APCDs and its readings were 24785.3 KWh.
9. The industry has installed water meter on fresh supply of water by submersible pump and its reading was 1672.1 m3.
10. The industry has installed night vision high-definition CCTV cameras covering the emissions generating from crucible and also connected the CCTV cameras with the server of the Punjab Pollution Control Board.
Furthermore, as per the record, the stack emission sampling of the industry was carried out by the Board’s laboratory on 28.10.2025 and as per the results, the concentration of SPM was found to be 81 mg/Nm3, which is within the prescribed limits for such type of units.
Recommendations:
In view of the facts mentioned above, if approved, it is recommended that consent to operate under the Water (Prevention and Control of Pollution) Act, 1974 may be granted upto 30.09.2029 and the Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30.09.2026 for manufacturing of Steel Ingots, Casting, Rolls & Machinery Parts @ 123 T/day by using Melting Scrap & Ferro Alloys @ 135 Metric Tonnes/Day as raw material with suitable conditions and additional conditions that:
1. The industry shall be bound to install secondary emission control system within the stipulated time period given by the Board.
2. The industry will not generate and discharge any trade effluent without obtaining prior written permission of the Board.
3. The industry shall provide thick plantation of spreading crown varieties of evergreen trees all along the boundary wall.
4. The industry will get its building plans approved from competent authorities if there is further change in the building plan.
5. The industry shall not throw burn or burry any solid wastes in open, outside premises or in drain / water bodies.
