The report/ recommendations of RO has been perused and it was noted as under:
# Earlier, the project proponent was granted Consent to Establish/NOC under the Water Act, 1974 and the Air Act, 1981 dated 25.05.2023, which was valid upto 16.04.2024 for establishment of Integrated IT park in total scheme area of 129499.4 sqm or 31.56 acres consisting of IT Industrial Plots (Pocket A + B) in 16.046 acres, Commercial Plots (Pocket A + B) in 6.616 acres and discharge of Domestic Effluent @ 37 KLD, which will be treated through STP of capacity 150 KLD (in Pocket -A in two modules of 50 KLD & 100 KLD in Pocket-B), subject to certain conditions as mentioned therein. Thereafter, the project proponent was granted extension in the validity of Consent to Establish (NOC) under the provisions of Water Act, 1974 and the Air Act, 1981 vide no. CTE/Ext/PBIP/SAS Nagar/2024/2404532656 dated 22.05.2024, having validity upto 16.04.2025, subject to certain conditions as mentioned therein.
# Afterwards, the project proponent was granted fresh consent to operate under the provisions of the Water Act, 1974 12.03.2025 valid upto 31.03.2026 and the Air Act, 1981 dated 12.03.2025 valid upto 31.03.2026 for operation of IT Industrial Plots (Pocket A+B) @ 33 Number having 3.941 acres area and Commercial Plots (Pocket A+B) @ 78 Number having 2.864 acres area with disposal arrangement that Domestic Effluent @ 25 KLD - Treated in 2 no. STPs of capacity 150 KLD & 10 KLD & Treated effluent @ 14 KLD is being reuse for flushing purpose and the rest is being discharged onto land for plantation/green area in about 6.528 acres, subject to certain terms and conditions mentioned therein.
# Now, the project proponent has applied for obtaining renewal of consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 for operation of IT Industrial Plots (Pocket A+B) @ 33 Number having 3.941 acres area and Commercial Plots (Pocket A+B) @ 78 Number having 2.864 acres area, alongwith requisite documents.
# The project proponent has submitted compliance report of the conditions of the earlier granted consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974.
# The site of the project was visited by the officer of RO on 19.03.2026. During visit, it was observed that:
1. The above project is a IT park consists of IT Plots, Industrial Plots & Commercial Plots and the project proponent has completed the development work of entire project.
2. The construction work of 01 no. commercial plot is under progress. However, the construction work of rest of all IT, commercial and industrial plots are not started by the individual plot owners yet.
3. The project proponent has installed 2 no. STPs of capacity 150 KLD & 10 KLD and the same has been commissioned. During the visit, the same was not in operation as there is no occupancy in the commercial and industrial plot. The treated effluent is being
reused for flushing purpose and the rest is being discharged onto land for plantation/green area in about 6.528 acres and the same is adequate.
4. The project proponent has installed 2 no. of D.G sets of capacity 250 KVA which is equipped with canopy and adequate stack height.
# The RO concluded that the project proponent was complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981; and recommended that the renewal of consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 may be renewed to the project proponent upto 31.03.2028.
While processing the application, certain observations were raised to RO and the RO has submitted reply to the same as under:

1. Whether the project is covered under the ambit of EIA notification dated 14.09.2006 or not ? If yes, whether the pp has obtained EC and give details of the same. 5. RO is required to give details source of freshwater for the project and the details of records being maintained by the institute in this regard. It is informed that the project proponent has provided 2 no. borewell for abstraction of fresh water and maintaining its daily record. It is submitted that the above project is an area development project for IT Industrial Plots (Pocket A+B) @ 33 Number having 3.941 acres area and Commercial Plots (Pocket A+B) @ 78 Number having 2.864 acres area and the total built up area is less than 150000 sqm. As such, the project is not covered under EIA notification dated 14.09.2006.
2. RO has mentioned that the construction work of 01 no. commercial plot is under progress. RO is required to clarify as to whether the said unit has obtained CTE from PPCB, or not ? It is submitted that the project proponent has obtained consent to establish (NOC) and the same was expired on 16.04.2025. Further, the construction activity is undertaken by individual plot owners not by promoter company. The representative of the project was advised to obtain NOC of the Board.
3. As per the note of RO, the pp has applied for obtaining renewal of CTO for partial CTO granted by the Board. RO is required to intimate the status of CTE obtained by the project for development of remaining part of the project. Whether the same is valid, or not? If not, RO is required to peruse the pp to apply for the same. It is submitted that the project proponent has obtained consent to establish (NOC) and the same was expired on 16.04.2025. The representative of the project was advised to obtain NOC of the Board.
4. RO has mentioned that the project proponent has installed 2 no. of D.G sets of capacity 250 KVA. However, pp has not applied for obtaining renewal of CTO under the Air Act, 1981. RO is required to pursue the project proper to apply for obtaining renewal of CTO under the air act 1981 also, so that both the applications may be processed together. The representative of the project was advised to obtain consent to operate under Air (Prevention & Control of Pollution) Act, 1981. Accordingly, a special condition has been proposed that the project proponent shall immediately apply for consent to operate under the provisions of the Air (Prevention & Control of Pollution) Act, 1981.
5. RO has not mentioned the details of the solid waste being generated from the project and its treatment/disposal scheme? At present, no occupancy in the project, accordingly, no solid waste is being generated. Further, as per NOC granted by the Board, for Biodegradable waste mechanical composter will be provided and recyclable waste to be sold to recyclers, Inorganic waste as per MSW 2016 in low lying area.
In consideration of the report/ recommendations of RO; if approved, the renewal of Consent to Operate under the Water Act, 1974 be granted to the project proponent upto 31.03.2028, subject to suitable conditions and following additional conditions that:
1. The project proponent shall immediately apply for consent to operate under the provisions of the Air (Prevention & Control of Pollution) Act, 1981.
2. The project proponent shall apply for extension in validity of consent to establish (NOC) from pollution angle under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 as the earlier NOC granted by the Board was expired on 16.04.2025.
3. The project proponent shall devise the ways & means to minimize the generation of all kind of wastes through REDUCE, REUSE and RECYCLE activities. The generated waste, if any, shall be properly handled and managed as per the provisions of the Municipal Solid Waste Rules 2016 in an environmentally sound manner.
4. The project proponent shall perform/ promote its Corporate Environment Responsibility (CER) activities as well as use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic.
5. The project proponent shall carry out awareness and activities for the themes/ action points identified under Mission LiFE (Lifestyle for the Environment) by Ministry of Environment, Forests and Climate Change given at the website (http://missionlife-moefcc.nic.in).
6. The project proponent shall comply with the provisions of the Solid Waste Management Rules, 2016 for disposal of solid waste generated from the project.
7. The project proponent shall not discharge any domestic effluent (treated or untreated) into choe / drain /river or in any inland surface water at any time or any other unauthorized place by any unauthorized means and shall explore the possibility of reduction of quantum of abstraction of ground water by reusing the treated wastewater in the various activities.
8. The Consent is being issued to the unit based upon the documents/ information submitted by it along with the online application form. The Board would be at liberty to take penal action against the industry and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time.
9. In case the unit fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the industry.
