It is submitted that industry has applied for obtaining NOC/ CTE under the provisions of the Water (Prevention and Control of Pollution) Act, 1974 and Air Act, 1981 for the manufacturing of Power & Distribution Transformers 200 Nmber/Year by using Ms sheet @ 300 Kgs/day, Crgo Sheet@ 500 Kgs/day, Copper@ 200 Kgs/day, Press Borad@ 250 Kgs/day, Oil@ 200 Liter/day, Paint@ 5 Liter/day as its raw material.
Site Suitability
The industry has submitted the requisite documents such as CRO Report, CLU of the land and approved site layout from competent authority. As per CLU, the unit is located in the industrial zone, Rajpura. Besides, it is pertinent to mention here that, industry had submitted revised CRO report (Copy attached) and as per the report, site is located 100 m away from the residential zone and thus, it is considered suitable for establishing such type of industry.
PWRDA Applicability
The industrial unit consumes fresh water only for domestic purpose @ 2.0 KLD and thus, industry does not require PWRDA authorization.
Fee Details
Further, the industry has submitted all the requisite documents and deposited the fee of an Amount of Rs.28,800/- vide receipt no. 601143714 dated 27.03.2026. The fee is adequate for 1 year i.e 31.03.2027.
Accordingly, the site was visited by JEE dated 08.04.2026 to verify the contents of the application and it was observed as under:
1. The land falls under Industrial zone, Rajpura.
2. It was observed that no construction activity has been carried out at the site.
3. The site is located 100 meters away from the residential zone and more than 200 meters away from the village link road.
4. During the visit, it was observed that two industries are located within 100 meter.
5. The land is found suitable for establishment of the industry.
In view of the above, it is recommended that, the consent to establish under Water Act, 1974 and Air Act, 1981 may be granted to the industry up to 31.03.2027 subject to following conditions:
1. The industry shall not commence production activity at the site without obtaining Consent to Operate (CTO) from the Board under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
2. The industry shall obtain authorization under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016, before commencement of operations.
3. The industry shall provide adequate stack of sufficient height with acoustic enclosure to the DG set(s), if installed, as per norms prescribed by the Board.
4. The industry shall ensure proper storage and handling of transformer oil in leak-proof containers and shall provide suitable arrangements to prevent any leakage/spillage of oil on land.
5. The industry shall make proper arrangements for the collection, storage and disposal of used oil/waste oil, through authorized recyclers as per provisions of Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016.
6. The industry shall comply with zoning regulations/master plan of the area and shall be bound to shift the unit, if the site falls under non-conforming land use at any later stage.
