It is intimated that the industry is a small scale red category dyeing unit and was earlier granted consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Varied/LDH3/2023/ dated 08/12/2023 valid upto 07/12/2024 and Air Act, 1981 vide no. CTOA/Varied/LDH3/2023/24270461 dated 27/12/2023 valid upto 26/12/2024 for dyeing for all type of fabrics(polyester/pc/cotton) @ 11 T/day with the discharge of treated trade effluent @ 775.0 KLD and Domestic effluent @ 2.0 KLD into conveyance system of CETP 50 MLD along with operation of one boiler of 4 TPH capacity with cyclone separator as APCD.
Thereafter the industry had obtained auto renewal consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTO/Renewal/LDH3/2025/28534258 dated 29/04/2025 and Air Act, 1981 vide no. CTO/Renewal/LDH3/2025/28534230 dated 29/04/2025 both are valid upto 29/04/2026
Ealier the industry was granted Consent to Establish - CTE (Expansion) for installation of new machinery (i.e. Package Boiler of capacity 6 TPH, Thermopack of capacity, Stenter, Compector, Slater) related to finishing of fabrics at the industry's existing site with no change in the quantity of effluent dishcarge.
Now, the industry has applied for obtaining Varied Consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 for dyeing and finishing of fabrics @ 11 T/day along with operation of one boiler of 6 TPH capacity and Thermopack of 200000 kcal/h capacity each equipped with Multi cyclone separator followed by APCD.
The industry has already submitted Rs. 54,000/-vide online receipt No. 159151909 dated 14.03.2021 and Rs. 12,400/- vide receipt no. 496178096 dated 05.09.2023 and Rs. 16200/- vide receipt no. 349120757 dated 29.04.2025 under the Air Act, 1981, which is adequate upto 31.03.2028.
The industry was visited by AEE of this office on 10.04.2026 and observed that:-
1. The industry was in operation during visit and the same was engaged in the process of dyeing for all type of fabrics (Polyester/Pc/Cotton).
2. The industry has installed 10 no. soft flow machines of capacity (4 X 300 Kg), (1 X750 Kg), (3 X 450 Kg) (1 X 150 Kg) and 01 sample soft flow machine, having total 24 chambers
3. The study on effluent generation has been done by the Guru Nanak Dev Engineering College (GNE) and as per report it has total effluent generation as 480 KLD from its total 24 chamber of soft flow. However, the industry has granted 777 KLD shares on 22.07.2022 of CETP, hence the discharge of the industry will remain within the CETP shares allotted to the industry.
4. The industry is connected with the conveyance system of CETP 50 MLD, Tajpur Road, Ludhiana for discharge its effluent. The industry has provided the flow meter at its final outlet leading to CETP.
5. The industry has Dismantled Existing boiler of 04 TPH capacity . The PP has installed a Boiler of capacity 6 TPH equipped with cyclone followed by wet scrubber. and a thermo pack of capacity 2000 U equipped with cyclone followed by wet scrubber.
6. The industry is using Rice Husk as fuel in its boiler furnace and the same has been covered with shed.
7. The industry has provided mechanized fuel feeding system and the same fuel feeding system is proposed to be installed in the new boiler and thermopack.
8. Industry has installed cctv cameras at stack, fuel feeding point and at other locations in the plant.
9. The industry has installed one DG set of capacity 180 KVA with canopy and adequate stack height.
10. Previously a stack sample has also been taken on 24/09/2025 and as per the results received from the Air laboratory, standards are PM=175(mg/Nm3) against the prescribed standard of PM 250 (mg/Nm3) which is within limits.
11. Industry has not installed new dyeing machines. Only finishing machines that is stenter, tubular are installed, current discharge of industry from dyeing machines according to GNE formula is 480 KLD, since industry has consented discharge of 777 KLD, industry's current discharge capacity is within limits and industry has proposed no increase in discharge with installation of new finishing machinery.
12. In the hearing given to SPV of 50MLD CETP, it was decided that no new NOC or NOC for expansion or varied consent to operate for increase in the discharge of the trade effluent shall be granted to the member units connected with the CETP except in the cases of scattered industrial units operating in non-CETP governed areas / non-designated areas of city to whom Board has issued directions for shifting to CETP areas. Since the industry has not proposed any increase in the discharge, the industry does not falls in above said hearing decisions.
In view of above, it is recommended that varied consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 for dyeing and finishing of fabrics @ 11 T/day along with operation of one boiler of 6 TPH capacity and Thermopack of 200000 kcal/h capacity equipped with Multi cyclone separator followed by APCD may be granted to the industry with usual condition along with special conditions that:-
1. The industry shall not use any unauthorized fuel and shall use only those fuels for which it has been proposed in CTE.
2. The industry shall ensure that CCTV camera having facing toward chimney, fuel feeding points and fuel storage area with memory backup of atleast 30 days.
3. The CCTV camera shall be monitored regularly by the owner/responsible person of the industry through online mechanism.
4. The industry shall maintain a proper register of fly ash disposal.
