Subject: Application for obtaining Consent to Operate under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 - M/s New Punjab Aggregates, Village Bainhara, Nurpur Bedi, Shri Anandpur Sahib, District Rupnagar, Punjab.
It is submitted that the was granted "Consent to Establish"(NOC) for an industrial unit u/s 25 of Water (Prevention & Control of Pollution) Act, 1974 and u/s 21 of Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Fresh/RPN/2025/28955650 dated 04/07/2025, having validity upto 03/07/2026 for Crushing, Screening & Washing of River Bed Material @ 15000 CFT/day by using River Bed Material @ 15000 CFT/day as raw material with subject to suitable conditions and special conditions mentioned therein.
Now, the industry has applied for obtaining fresh consent to operate under Water (Prevention & control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for Screening & Washing of River Bed Material @ 15000 CFT/day alongwith requisite documents and consent fee.
The industry has deposited Rs. 18,000/- vide R. No. 781643227 dated 19.03.2026 under Water Act, 1974 and Rs. 18,000/- vide R. No. 516743849 dated 19.03.2026 under Air Act, 1981 including application form fee, against gross value of fixed assets is Rs. 70.15 lacs as on 18.03.2026. The consent fee deposited by the industry is adequate upto 31.03.2031 under both acts.
The industry has submitted the approved layout plan from director of factory, land use classification from the DTP Rupnagar, manufacturing process, distance certificate from Revenue authority, Lease deed of ½ land from hadbast no.375 and Khasra no. 22//19(8-0),20(7-12),21 (4-15), 22/1 (6-13), Jamabandi of land and the undertaking regarding authorized signatory, legal source of raw material vide letter no. 4269 dated 27.06.2025.
The Site Suitability, DTP Rupnagar vide ਯਾਦ ਪੱਤਰ ਨੰ . 518/ਡੀ.ਟੀ.ਪੀ ਰੂਪਨਗਰ/ਐਲ.ਯੂ.ਸੀ-1 dated 06.06.2025 has issued letter to this office wherein it is mentioned that the industry is located in Village Bainhara hadbast no. 375, Tehsil Nurpur Bedi, Distt Rupnagar, Khasra no. 22//19 (8-0), 22//22/1 (6-13); wherein, it is mentioned that the applicant shall be liable to abide by the provision of the master plan and shall also be bound to follow the provision of section 79 along with the provisions of the PRTPD Act, 1995, in case the site falls in non- conforming land use zone after the notification of Master plan and no claim shall be demanded by the applicant from the Department.
The industry was visited by AEE Harsimran Singh on 09.04.2026 and
Sh. Harjinder Singh, Proprietor was contacted. During visit it was observed that the unit is yet to start the operating the unit.

2. The dust emitting points namely jaw/roller crushers should be properly enclosed/covered The machinery installed by the industry was found covered.
3. The conveyor belts should be of proper quality material instead of used tyres. Proper quality belts provided and coverage status The conveyer belts are provided with good quality material and covered properly.
4. End of conveyor belts should be provided with conventional type Chute made of rubber sheet/flapper of minimum 5' height supported by mild steel angles in place of telescopic chute at the end of the conveyor belt/telescopic chutes The chutes provided were not telescopic but were shorter in length of about 5 feet.
5. Regular water spray should be carried out at all dust emitting points and transfer points Provision of regular water spray at dust emitting and transfer points found in place.

7. All the approach rods and ramp should be metalled. The industry has stabilized ramp and movement area with river bed material but is yet to provide metalled road.
8. A green belt consisting of three rows of trees should be provided along the periphery. The unit has provided fresh saplings along the boundaries and was also advised to provide fencing along the boundary.
9. The opening of the housing for the movement of the mechanical drives, conveyor belts etc. should be properly sealed with flexible rubber flaps. Rubber flaps are provided over some of the conveyer belts.
10. The process waste i.e. fine material should be dumped along the road side and should be used for filling up the low-lying area. No fine material was lying in the premises.
11. The water spray system should be interlocked with the main crushing operation. Water spray system is interlocked with the main crushing operation has been provided.
12. Recirculation tanks for recycling of waste water from washing of aggregates. The industry has constructed recirculation tank for recycling of waste water from washing of aggregates with electric motor provided over same.
13. The domestic effluent will be discharged onto land for plantation after passing through septic tank The industry has provided septic tank for treatment of domestic effluent which is further disposed into plantation.
14. D.G set No DG set installed by the industry.
From above, it is evident that the industry is partially complying with the code of practice stipulated for such units.
In view of above, it is recommended that consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 for Crushing, Screening & Washing of River Bed Material @ 15000 CFT/day may be granted to the industry upto 30.09.2027 subject to the suitable condition and additional conditions as below:
1. This consent is granted for the operation of Crushing, Screening & Washing of River Bed Material @ 15000 CFT/day.
2. The stone crusher shall comply with the entire code of practice issued by CPCB in July, 2023 in true letter and spirit.
3. The industry will comply with the guidelines/code of practice issued by the Govt. of Punjab, Department of Science, Technology and Environment Vide dated 17.03.1988, amended in 01.02.2006 and lastly amended vide no. 3/35/2013- STE(4)734 dated 30.07.2013 at all time.
4. The industry shall install APCD as per the code of practice issued by CPCB in July, 2023 and shall submit completion certificate to this office.
5. The industry will only operate in compliance of the standard operating procedures prescribed for such units by the Board.
6. The industry shall maintain the record of consumption of fresh water on daily basis.
7. The industry shall continue operating the water sprinkler system to suppress the dust emission.
8. The industry shall submit ambient air quality monitoring report from the Boards lab/ approved Boards lab.
9. The industry shall not take participate in any illegal mining activity and shall not procure raw material from any illegal mines.
10. The industry shall maintain a stock register to justify the legitimate source of mining material its availability usage and sale etc and shall get it verified from the mining department before submitting to the Board.
11. The industry shall bound to comply with the bye laws of Master Plan of the area notified by the Deptt. of Town & Country Planning, Punjab
12. The industry has been approved by the Board from pollution angle and the industry shall obtain the statutory clearances / permissions from all other concerned departments.
13. The industry shall not discharge any effluent at any unauthorized place by any unauthorized means i.e. shall not discharge any wastewater in any drain/ inland surface waters / drain/choe/nallah/ onto land for stagnation or outside its premises, at any time, under any circumstances.
14. The industry shall ensure that the activity of unit does not create any nuisance in the surrounding areas and no public complaints are received.
15. The Consent is being issued to the industry based upon the documents/ information submitted by it alongwith the online application form. The Board would be at liberty to take penal action against the industry and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time.
16. In case the industry fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the industry.
17. In case the industry fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board/NGT/Other Hon’ble Court from time to time, action as deemed fit shall be taken against the industry.
