In response to the SCN, the industry has submitted an undertaking that they will provide Dog house as APCD for control of Primary and Secondary Emissions before applying for CTO and has requested to grant the CTE at the earliest. In light of the above, if approved, CTE may be granted to the industry for establishment of the unit to manufacture Steel Ingots, Metal Rolls, Castings @130 MTD by using raw material as Heavy Melting Scrap & Ferro Alloys @135 MTD for one year with suitable conditions and a special condition that the industry shall install Dog House as APCD for control of primary as well as secondary emissions after obtaining feasibility report from PSCST as well as shall submit the completion certificate of the same from PSCST at the time of obtaining CTO from the Board. It is made clear to the industry that in case, it fails to submit the completion certificate from PSCST during obtaining CTO, then the case of the CTO shall not be considered by the Board and any financial liability arising due to the grant of this CTE shall be entire responsibility of the project proponent.
