The application submitted by the project proponent has been scrutinized and it was observed that:
1. The industry has applied under red category (1081-Sewage Treatment Plants) and the same is not proper. The industry needs to apply under new category as per CPCB letter no. CP-18/1/2023-IPC-VI-HO-CPCB-HO dated 12.02.2025 regarding harmonization of classification of industrial sectors under Red, Orange, Green, White and Blue categories.
2. The detail filled in the application form is not proper i.e. PART-C: TECHNICAL INFORMATION REQUIRED FOR CONSENT UNDER WATER ACT, 1974.
3. The MC Chandigarh has not linked the fees with the online application form.
4. The MC Chandigarh has earlier obtained consent to operate for sludge = 18.73 MTD. However, the MC Chandigarh is now applying for sludge = 60 MTD, which requires clarification.
It is requested to submit the reply to the clarification within 02 days. Until then, the application will be treated as incomplete.

The project proponent has applied under red category (Building, Const. projects, Township & Area development ........ covered under EIA notification dated 14/9/06) and the same is not proper. The industry needs to apply under new category as per CPCB letter no. CP-18/1/2023-IPC-VI-HO-CPCB-HO dated 12.02.2025 regarding harmonization of classification of industrial sectors under Red, Orange, Green, White and Blue categories. 2. The project proponent has not filled complete application form i.e. PART-A: GENERAL INFORMATION: serial no. 9 (i) Total Land area of the industry/project (in square meters). 3. As per policy of the Board, the validity of ‘consent to establish' (NOC) can not be extended beyond five years from the date of issuance of the same, in any case. In case, any industry/project promoter applies for extension in the validity of NOC beyond the period of 5 years, then, such industry/project promoter must be asked to apply afresh for NOC from pollution angle and the same will be dealt/processed/decided as per the policies/guidelines prevailing at that time. As such, the proponent needs to apply fresh consent to establish (NOC) from pollution angle. 4. The project proponent has not submitted completion detail regarding reason for non-completion of project in stipulated time along with the status of installation of plant and machinery/pollution control devices. 5. The project proponent needs to submit the details of additional Env. activities/ CER carried out by project proponent with authenticated proofs.
Thereafter, the project proponent was requested through clarification to submit the reply. However, the project proponent failed to submit the reply till date. As such, the application is returned being incomplete with the request to resubmit the same after attending above observations. |
