It is submitted that the Institute was granted consent to operate under the Water Act, 1974 vide no. CTOW/Varied/PTA/2025/27884303 dated 07.03.2025 and under the Air Act, 1981 vide no. CTOA/Varied/PTA/2025/27884287 dated 07.03.2025, which were valid upto 31/03/2026 for Educational Institute (Built up area=39113 6.15 sq. m.) and discharge of Domestic Effluent @ 1635.0 KLD (Treated domestic effluent @ 960 KLD shall be discharged onto 55.08 acre green area & excess onto 10 acres land area developed under Karnal Technology and treated domestic effluent @ 675 KLD shall be recycled for flushing purpose) shall be treated in STP. with the certain conditions mentioned therein and following special conditions that:
1. The institute shall complete the installation of a mist sprayer system within three months.
2. The institute must take all necessary measures to fully resolve the odour issue affecting nearby residents, including covering of its raw sewerage collection cum equalization tanks.
Now, the institute has applied for obtaining renewal of consent to operate under the Water Act, 1974 and the Air Act, 1981 alongwith requisite documents and the institute has deposited Rs. 846000/- vide UTR no. ICICR52026031300355849 dated 13.03.2026 as water consent fee and Rs. 846000/- vide UTR no. ICICR52026031300354676 dated 13.03.2026 as air consent fee against the fixed assets of Rs. 1958.27 Crores as on 31.01.2026, which is adequate upto 30.09.2027.
The Institute has submitted analysis report analysies by SAI Lab Patiala (copy attached). As per analysis report, the various parameters are found to be within permissible limit.
To check the latest compliance, the site of the institute was visited by the officer of the Board on 11.4.2026 and Sh. Anil Singla, Project Manager was present at site. During visit, It was observed as under:
1. The institute has completed the installation of a mist sprayer system for controlling the odour. Additionally, the institute has provided 4 no. Anti-smog guns near the STP, to suppress the odour emissions generated from the sewage treatment plant.
2. The STP installed by the institute for the treatment of domestic effluent was found in operation. No Smell/odour was sensed near the STP.
3. The institute has installed sensor based urinals in some part of institute to reduce water consumption.
4. The institute has provided high-rise barricading (15 ft.) and a belt of broadleaved trees along the boundary near the sewage treatment plant towards the residential area.
5. The treated effluent after STP was being utilized for plantation purpose in various pockets maintained by way of providing ridges & furrows as well as lawns/plantation in the premises.
6. The institute has covered the raw sewage collection-cum-equalization tank.
7. The institute has commissioned its mechanical composter of capacity1.2TPD for treatment of bio-degradable waste generated from the premises and the compost is being utilized in the plantation area as manure.
8. The institute has installed new activated carbon filters (ACFs) at the outlet of STP, which were found in operation.
9. The institute has also submitted compliance of EC conditions which is found in order.
10. The institute has provided DG sets of various capacities equipped with canopies and adequate stack height.
11. Institute has installed 4no.AAQMS system in the campus.
In light of the above, if approved, recommendations be sent to the Competent Authority that the institute may be granted revised consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974, and the Air (Prevention & Control of Pollution) Act, 1981, upto 30.09.2027, for the revised wastewater generation quantities. The consent may be granted subject to with suitable conditions as mentioned in the original letter, please.
