It is submitted that the subject cited educational institute (School) was granted consent to operate under Water (Prevention & CTOW/Fresh/PBIP/PTL/2025/2410228899 dated 24/01/2025 and under the Air (Prevention and Control of Pollution) Act, 1981 vide no. CTOA/Fresh/PBIP/PTL/2025/2410466810 dated 24/01/2025, which were valid upto 30/09/2025 for Educational Institute having capacity of 1400 Students & 100 Staff with the certain conditions mentioned therein.
Now, the educational institute (School) has applied for renewal of consent to operate under the Water (Prevention and Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 with latest CA certificate, Compliance report & Analysis report.
The project proponent has earlier deposited Rs. 9,37,333/- vide Receipt no. PPCB/14/5565 dated 21.01.2025, which is adequate upto 30.09.2025 under both acts.
The representative of the institute has requested to this office that they have already deposited CTO fee through invest Punjab portal. However, the portal has been checked and it is observed that the project proponent has earlier deposited Rs. 9,37,333/- vide Receipt no. PPCB/14/5565 dated 21.01.2025, which is adequate upto 30.09.2025 under both acts. The representative of the institute has been informed many time to deposit fee, but they have not deposited fee till date.
The project proponent has submitted its effluent samples analyzed from NABL approved Lab. on 21/03/2025 and the results of which are reproduced as under: -

As per the analysis report, the establishment is complying with the effluent standards laid down by the Board.
The industry was visited by AEE of this office on 06.04.2026 and contacted Sh. Gagandeep Singh, Admn. Officer of the school was contacted. During visit, it was observed as under:
1. The establishment is an educational institute of capacity 1400 no. students and 100 no. staff etc.
2. The domestic waste water generated from the toilets is now being diverted to the STP by providing sewer network.
3. The STP of capacity 60 KLD (MBBR Technology) having following component for consist of Bar Screen Collection Tank MBBR Tank No. 1 MBBR Tank No. 2 Tube Settler Tank Filter Feed Tank Sludge Drying Beds.
4. During the visit, the STP installed by the institute was found in operation and sample was collected and sent to Head Office lab for analysis. The results is awaited.
5. The institute has installed 1 no. of D.G. sets of capacity 180 KVA, which is provided with canopy and stack of adequate height.
6. The institute has developed plantation area around 7000 sqm in form of parks and green play for playground and gardening purpose. The green area provided by the institute seems adequate to take the hydraulic load for discharge of wastewater onto land for plantation after treatment through STP.
7. The institute has 2 no. of rain water harvesting pits within its premises.
8. No hostel is provided in the premises, Hence no generation of waste food. However, the other waste like plastic and organic material is disposed off for recycling through local scavengers.
As such, the institute has not deposited requisite consent fee and it is operating its school without obtaining consent to operate under the Water Act, 1974 and the Air Act, 1981.
Keeping above in view, if approved, the application applied by the institute under the Water (Prevention and Control of Pollution) Act, 1974 and Air (Prevention and Control of Pollution) Act, 1981 may be returned at your level as no option is available in my portal with the direction to the institute to reapply the Consent to Operate under the Water Act, 1974 and the Air Act, 1981 with requisite fee within 7 days, failing which action under the said Acts may be initiated against the institute. |
