The industry has applied for obtaining renewal of ‘consents to operate' under the Water Act, 1974 and the Air Act, 1981. The application of the industry has been scrutinized and examined. The details are as under:

Recommendations:
It is submitted that earlier the industry was operated under name & style M/s Madhav Stelco Pvt. Ltd. Unit-II and was earlier granted consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renew/FGS/2021/15412910 dated 05/04/2021, valid upto 31/12/2030 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/FGS/2021/15412910 dated 05/04/2021, valid upto 31/12/2030 for manufacturing of Angle/ Channels / Beam @ 300 TPD with suitable conditions.
Now, the industry has applied under new name and style i.e. M/s Madhav Udyog Private Limited Rolling Division for obtaining fresh consent to operate under the Water (Prevention & Control of Pollution) act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 with requisite documents through OCMMS for the manufacturing of Angel/Beams/Channels @ 300 TPD with PNG as its fuel.
It is also pertinent to mention here that the industry had already obtained PNG connection from M/s IRM Energy Pvt. Ltd for using the same in its re-heating furnace in place of furnace oil / producer gas. However, the industry had stopped using PNG after trial period because of because of financial non viability. Now, as per the latest directions issued by the Board, the industry has started using only PNG for its re-heating furnace.
Accordingly, the industry has deposited consent fees as mentioned at Sr. no. vii (A) on account of Water consent fee and Air consent fees against the fixed assets of Rs. 1700.00 Lacs as per CA certificate dated 01.03.2026. The consent fee deposited by the industry is now adequate up to 28.02.2031 under the both acts as per Board’s office order dated 29/10/2018 under the green category as the industry is operating on PNG. Accordingly, the industry has also deposited NOC Fees of Rs. 10,800/- for increase in value of fixed assets, which is appropriate.
To verify the contents of application, the industry was visited by Er.Shubham Puri, AEE of this office on 17.04.2026. During visit, it was observed as under:
1. The industry was not in operation due to planned maintenance.
2. The industry has installed 01 no. PNG fired re-heating furnace of capacity 300 TPD. Meter has been installed with the furnace, reading at site 13551105 m3. The industry has maintained the record of the same.
3. The industry has installed rolling mill in its premises for manufacturing of Angles/Channels/Beams.
4. The industry has installed one no. DG set of capacity 200 KVA, which is provided with canopy and stack of adequate height.
5. 01 no submersible has been installed as source of fresh water. Water meter has been installed on it. Reading of the same is 14941 KL during visit and record has been maintained by the industry.
6. The industry has provided system to re-circulate the cooling water.
7. No water is used in the process, so no trade effluent is generated. Domestic effluent is discharged on land for plantation after passing through septic tank.
8. Movement area has been stabilized in the premises of industry.
9. Plantation on one side of boundary wall has been provided. The rep. was advised to enhance the plantation.
Further, the industry is located in the Industrial Zone as per Master Plan of Mandi Gobindgarh. The industry is complying with the conditions of consents granted to it under the Air Act, 1981.
In view of above-mentioned facts, may if approved it is recommended that the industry may be granted fresh consents to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 upto up to 31.12.2030 for manufacturing of Angel /Beams/ Channels @ 300 TPD under the green category with suitable conditions and other additional conditions that:
1. The industry shall apply for fresh NOC of the Board, if it changes any of its products/process and also will also apply for varied consent to operate under the Water (Prevention & Control of Pollution) Act 1974 & Air (Prevention & Control of Pollution) Act 1981 in this office.
2. The industry shallobtain necessary statutory permissions/clearances from all other concerned departments.
3. The industry shall not install boiler, furnace without prior approval of the Board.
4. The industry shall make sure no black smoke is generated at any time from the stack of the industry.
5. The industry shall provide proper plantation within one month and shall submit report to this office.
