File Note: It is submitted that the Industry is a medium scale orange category unit located Village Gaunspur, Tehsil Ludhiana West, District Ludhiana. The Industry was granted Consent to operate under Water Act, 1974 vide no. CTOW/Fresh/LDH3/2025/28572692 dated 10.06.2025 valid up to 30.09.2029 for production of Coated thermal paper @ 35 Metric Tonnes/Day by using Thermal paper @35Metric Tonnes/Day. As per granted consent, the unit has installed ETP of capacity 20 KLD to treat its trade effluent of capacity 10 KLD. The trade effluent is disposed off on to land for plantation. The Industry was granted Consent to operate under Air Act, 1981 vide no. CTOA/Fresh/LDH3/2025/28572691 dated 19.06.2025 valid up to 18.09.2025. As per granted consent, the industry had installed one rice husk fired boiler of capacity 6 TPH consisting of dust collector followed by twin cyclone as APCD. The consent to operate was granted with following special condition of upgradation of its APCD to achieve the standards as prescribed by the MoEF&CC vide notification dated 16.05.2023. The Industry was visited by EE Jaspal Singh, AEE Ishmanjot Singh and Manjinder Singh SA on 22.12.2025. During the visit, effluent and emission sampling was carried out. The emission samples were found to be beyond prescribed standards (PM- 362 mg/m3 against 250 mg/m3). The above report along with recommendations were earlier sent through consent application of the industry however application was withdrawn. In the meantime, the Industry has got its emission samples analysed from PBTI Mohali on 27.01.2026. The same was intimated by PBTI Mohali to regional vide letter no. PBTI/1569 dated 23.01.2026. As per sample results received, the PM was found to be 12.6 mg/m3. The unit has also got its effluent samples analysed from PBTI and same are also within prescribed limits. The sample reports are attached. Now the industry has applied for renewal of consent to operate under Air Act, 1981 with same production details with addition of wet scrubber to APCD. The Industry has submitted CA certificate, drawing of Scrubber and other documents. The unit has earlier submitted Rs. 120000.0 vide R. No. 815562257 dated 19.05.2025 under Air Act, 1981. The fees is valid up to 19.05.2030. The Industry was visited by AEE Lovinder Singh Mann on 21.04.2026 and it was observed as under: 1. The industry was in operation and engaged in the process of manufacturing of Coated thermal paper. 2. The project proponent has installed 01 coating machine, 02 Rewinding machines, 02 Slitting machines, 02 Fork lifts, 01 Overhead crane in its premises. 3. The industry has installed ETP of capacity 20 KLD consisting of screening, collection tank, primary tube settler, dosing, Coagulator, flocculator, secondary tube settler, Ultra filtration tank. 4. As per granted consent, The industry is to dischare its treated trade effluent @ 10 KLD onto land for plantation after treatment through ETP and domestic effluent @ 1.8 KLD onto land for plantation after treatment through septic tank. The industry has provided plantation in an area of 01 Kanal at the backside of processing shed near ETP area and this land is adequate for discharge of treated trade effluent @ 10 KLD & domestic effluent @ 1.8 KLD. The Industry is maintaining its data of daily amount of effluent treated and chemicals consumed. On average it is treating around 1200 to 1500 liters in ETP as wastewater is generated on account of washing of equipment as required after coating of paper batch. 5. The industry has installed paddy fired 01 boiler of capacity 06 TPH and has provided dust collector followed by twin cyclone separator and wet scrubber as APCD with adequate stack height. Sampling arrangements provided with the stack. The unit has provided completion certificate of Wet scrubber. 6. The industry has installed 01 DG set of capacity 625 KVA with canopy and adequate stack heights. 7. The industry has submitted building plan approved by Director of Factories, Punjab vide letter no. DOFPB00064991 dated 16.04.2025. In view of the above, it is recommended that consent to operate under air act, 1981 may be granted for a period of one year with the special condition that industry will get its air emissions tested from Board's Laboratory in six months.
