It is intimated that the subject cited project is part of an integrated industrial park having 120 industrial plots being set up in area of 25.89 Acres in the name & style of M/s Ritesh Properties & Industries Ltd. (Project Name-Hampton Court Business Park).
Brief History of integrated project M/s Ritesh Properties & Industries Ltd. (Project Name-Hampton Court Business Park):
1. This project was firstly granted consent to establish (NOC) vide no. ZO- II/LDH/RO- IV/NOC/2011-12/-85 dated 15.07.2011 extended upto 14.7.2013 for the setting up of Industrial Park for 120 industrial plots to be set up in area of 25.89 Acres with salable area of 16.42 acres, source of water pollution only domestic effluent @ 243 KLD onto land for plantation.
2. The NOC was extended upto 13.07.2014 on 30.10.2013 with same terms and conditions.
3. Thereafter, the project proponent again applied for extension of NOC on 12.09.2014 with addition of commercial plot having approx. area 15391 Sq. yard. This plot reserved for providing service to the other industries to be set up in this industrial complex. The services included medical facilities, training centre, business centre, Conference room, workers’ hostel, Creche, Gym, Admin block, multipurpose room, exhibition hall, cafeteria, counter for banker etc no manufacturing activities carried out. This plot is reserved as per the stipulation of the Mega Project by the Govt. of Punjab and is an independent entity under the name and style of Hampton Plaza to be develop by Ritesh properties and industries limited but is not a part of project approved by the Punjab pollution control board under the name and style of Hampton Court Business Park. AS per record the PP had applied Environmental clearance for the Hampton plaza which was under the active consideration of SEIAA. Thereafter, the NOC was extended on 10.10.2014 upto 13.07.2015 for setting up of industrial park with special condition that the project proponent will abide by the decision of Board/SEAC regarding requirement/non-requirement of Environmental Clearance. Industrial park namely Hampton Court Business Park at Focal Point, Phase-8, Chandigarh Road, Ludhiana vide no. ZO-II/LDH/RO-IV/NOC/2011-12/-85 dated 15.07.2011 which was renewed /extended from time to time. Lastly, the NOC was extended upto 13.07.2015 through online for the setting up of Industrial Park for 120 industrial plots to be set up in an area of 25.89 Acres with saleable area of 16.42 acres.
4. Thereafter, the project proponent had applied for extension of NOC on 22.08.2015. The PP was given hearing before the Chairman of the Board. After which, the project was again visited by the then Environmental Engineer and AEE. During their visit they observed that some digging work was in operation in the pocket reserved for commercial complex. During that visit the representative had informed that Environmental Clearance for commercial project had been applied but was yet to be granted. No construction activity was observed in the Residential pocket. Further, layout plan/CLU for residential pocket was yet to be obtained from the Competent Authority. Thereafter, the NOC from pollution angle was granted on 08.03.2016 upto 13.07.2016 only for the industrial component with following specific conditions mentioned therein.
5. The project proponent to make revised agreement with the plot holders as per the conditions laid down above and shall only allow to setup the units allowed by the Board. L. It will be the responsibility of the project proponent to inform the PPCB on the start of construction activity by the new unit and advise such units to obtain the Consent to establish/operate of the Board and submit a list of units under construction/already establish every month to the concerned Regional Office of the Board.
6. Thereafter, the project proponent again applied for extension of NOC on 01.08.2016. The NOC was extended upto 13.07.2017 with same terms & conditions along with one additional significant special condition that the project proponent shall not start any activity regarding the construction of commercial complex "Hampton Plaza" without obtaining Environmental Clearance from Ministry of Environment, Forest & Climate Change and consent to establish from the Board.
7. After the expiry of five years of grant of original NOC (after notification of latest policy), the PP applied for new NOC for revised proposal of 40 acres with following components: - (a) Industrial Component @ 27.47 acres, only plotting to be done which also includes service block. (b) Hotel site @ 1.99 acres for which plotting has been done by project proponent and Hotel to be constructed by an buyer. (c) Commercial Block @ 0.64 acres (zoning yet to be prepared) only plotting is done. (d) Residential Area @ 9.90 acres (zoning yet to be prepared) only plotting is done.
8. In that proposal the project proponent proposed industrial plots, Residential Zone, Commercial Zone (Commercial Block + Hotel) in total area of 40 acres for which only plotting is being done by the project proponent and construction is to be done by the individual buyers. To meet the requirements of Industrial pocket & residential pocket, a service block was to be developed in commercial zone @ 27.47 acres. As per the proposal, this service block was either to be developed partly on lease and partly to be constructed by the project proponent. However the total built up area proposed was 17378.18 sq mtrs. As the total built up area of this block was below 20,000 sq mtrs., the project did not attract the provisions of EIA notification dated 2006. Thereafter, NOC was granted to the project proponent along with special conditions earlier imposed in the extended NOC and additional special conditions that mentioned therein.
9. The project proponent applied NOC for modernization on 11.05.2019 with industrial land revised as 25.419 acres and residential land as 11.951 Acres from 27.47 Acres and 9.90 acres respectively. The application was refused as the project proponent was discharging treated domestic effluent from the septic tank into the MC sewer and the Municipal STP is not adequate to take additional load.
10. Thereafter the project proponent has submitted revised application and obtained NOC modernization for Integrated Industrial Park = total area 40 acres, Industrial Component = 25.419 acres with 130 industrial plots(Only plotting), A1 Block reserved for services like Wholesale Cash & Carry, Gym, Admin Block, Business Center, Conference/Exhibition Hall, Cafet Eria, Hostel, Medical Facility, Non-processing unit, Training Center or Extension counter for Bankers) with 17378.18 sq.m built up area, Commercial area = 1.99 acres and 0.64 acres, Residential Component = 11.951 acres only plotting with its discharge onto land for plantation vide no. CTE/Ext/LDH4/2021/13922110 valid upto 30.09.2020.
11. The project proponent then obtained CTE expansion for Integrated Industrial Park = total area 40 acres, Industrial Component = 25.419 acres with 130 industrial plots(Only plotting), A1 Block reserved for services like Wholesale Cash & Carry, Gym, Admin Block, Business Center, Conference/Exhibition Hall, Cafet Eria, Hostel, Medical Facility, Non-processing unit, Training Center or Extension counter for Bankers) with 17378.18 sq.m built up area, Commercial area = 3.188 acres.(change from previous NOC), School Site = 1.500 acres only plotting. The Affordable Group Housing = 9.917 acres having 1136 Flats had built up area greater than 20000 sq.mtr. which requires EC. The CTE granted to the PP with the condition that the project proponent shall get the Environmental Clearance revised on the basis of actual construction, as decided in the hearing before Hon'ble Chairman of the Board on 22.12.2020.
12. The project proponent obtained Environmental Clearance vide no. dated 28.03.2019 for affordable housing project “Hampton Homes” NH95, Hampton Court Business Park Ludhiana. Punjab by M/s Ritesh Properties & Industries Ltd. Environmental Clearance reg. for total construction area of 135665.99 sq. mtr. (plot area 48363.97 sq.mtr.).
13. Lastly, the project proponent was granted ‘Consent to Operate’ under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Varied/LDH4/2022/19989629 dated 21/10/2022, upto 31/03/2023 and under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Varied/LDH4/2022/19989626 dated 21/10/2022, upto 31/03/2023.
14. Also, the project proponent was granted Consent to Establish"(NOC) for Expansion of an existing industrial unit vide no. CTE/Exp/LDH4/2022/19867385 dated 18/10/2022, upto 17/10/2023 which has been expired.
15. As per current status, in the integrated industrial park there are around 70 plots which have been occupied by the green category industries, 01 school has been constructed, in the group housing project around 200 flats have been occupied and in commercial area around 24 shops have been constructed.
16. The detailed report was sent to competent authority vide e-noting no. 24813688 dated 30.01.2024.
Current Status:
1. Based on above, the higher authority of the Board observed and decided that the industrial plots i.e. the project Hampton Court Business Park developed by M/s Ritesh Properties & Industries Ltd. in wholesome is a separate entity and Hampton Homes which lies inside this industrial park project is separate entity for which it has also obtained EC as per the EIA notification.
2. Thereafter, the project proponent was given personal hearing before the Chairman of the Board on 23.04.2024 w.r.t show cause notice for violation under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide board letter no. 2950 dated 08.05.2024 and wherein it was decided that:
a) The project proponent shall apply for consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981, separately for projects namely "Industrial Park" & "Hampton Homes", within 10 days.
b) Environmental Engineer, Regional Office-4, Ludhiana shall visit the project to verify the contentions and process the consent application on merits.
3. The project proponent was granted varied Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/LDH4/2025/28456778 dated 05.05.2025 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/LDH4/2025/28456013 dated 05.05.2025, which is valid upto 31.03.2026.
4. Now, the project proponent has applied for varied consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 through OCMMS on 31.03.2026 for its housing components namely Hampton Homes. The proposal for the setting up of construction project for development of affordable housing project having following components are Dwelling units @ 984 Number/Year, Convenient shopping centre @ 01 Number/Year, Community Building @ 01 Number/Year.
5. The project proponent has deposited Rs. 2,16,500/- vide UTR no. SBIN2026033122537212 dated 31.03.2026 Water Act, 1974 and Rs. 2,16,500 /- vide UTR no. SBIN2026033122537192 dated 31.03.2026 Air Act, 1981, which was adequate upto 31.03.2024 against the gross value of the fixed assets of Rs. 217.92 crore.
6. The project proponent has obtained separate Environmental Clearance dated 28.03.2019 for the group housing project for development of affordable housing project “Hampton Homes” having total plot area is 48,363.97 sqm and FSI area is 1,26,541.07 sqm and total construction of 1,35,665.90 sqm from MoEF&CC notification dated 13.04.2020 & the EIA notification dated14.09.2006.
7. The key details of EC granted and for CTO applied are as below:

The site of the housing project was visited by Er. Ridham, AEE on 16.04.2026 and it was observed as under:-
1. It is a group housing project.
2. The project is located at Phase-7, Focal Point, Chandigarh Road, Ludhiana. It is an Integrated Industrial Park.
3. The project has not been fully completed and the construction work was going on at site.
4. The representative of project informed that Out of 11 towers, the civil work of 10 numbers of towers has been completed and 01 numbers of towers is under way.
5. The representative of project informed that the construction work of 800 numbers of flats (dwelling units) has been completed.
6. The project proponent has reserved 15 meters buffer space from its boundary wall towards the industrial area and the plantation of broad varieties of green leaf trees for buffer zone towards the industrial area site is under process. The project proponent has been advised to complete the same.
7. The project proponent has provided 05 numbers of rooftop for ground water recharge.
8. One wholesale cash & carry business centre M/s Walmart India Pvt. Ltd., is already in operation with its own STP and mode of discharge of treated effluent being plantation area developed in its own premises.
9. The project proponent has submitted feasibility report of STP of capacity 700 KLD for treatment of domestic effluent generated from the project. As per the project report submitted by the project proponent the components of the proposed STP shall be collection tank, MBBR-1 & 2, tube settler, chlorination tank, sludge re-circulation pump, sand filter, activated carbon filter, filtration tank and treated effluent shall be discharge onto land for plantation after treatment through STP.
10. The treated water is partially reused for back-flushing, for gardening and excess into the industrial park sewer which is further connected with M.C. sewer. The project proponent has obtained provisional permission for discharge of 351 KLD from the M.C vide letter no. 1558/XEN/B dated 23.08.2024 (copy of letter attached with agenda). As per the application form, the total domestic water requirement for the project will be 601 KL/day for fresh water demand shall be met through own tube well. The project proponent has proposed total effluent/waste water generation @ 481 KLD, out of which 201 KLD effluent/waste water will be reused for flushing, green area @ 45 KLD and rest 187 KLD of effluent/waste water is proposed to be discharged into sewer but it has yet to provide water meters at site for recording the treated waste water utilization for said purposes. The project proponent has been advised at site to provide the same.
11. The project proponent has installed two DG set of capacity 500 KVA equipped with canopy along with adequate stack height.
12. The project proponent has made agreement with authorized agency for lifting of its solid waste from site. The project proponent has yet to install mechanical composter machine for treatment of compostable solid waste but is lifting same to authorized agency by MCL i.e. M/s A2V.
13. The industry has submitted the analysis report of effluent sample, collected and analyzed by the Board’s approved lab i.e. M/s ECO paryavan laboratories & Consultancy Services), Panipat, Haryana. As per last analysis report the sample was collected on 06.03.2026 which is within the permissible limit as prescribed by the Board.
14. The compliance report EC conditions is attached herewith.
In view of the above and facts reported by the Regional Office, if approved, the consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 31.03.2027 for operating of affordable housing project having components Dwelling units @ 824, Convenient Shopping Centre @ 01, Community Building @ 01, with subject to the suitable conditions and following additional conditions that:
1. This consent to operate is granted for operating of Affordable Housing Project having components Dwelling units @ 984, Convenient Shopping Centre @ 01, Community Building @ 01, only.
2. The project proponent shall operate its STP regularly and efficiently and shall maintain record regarding operation of the same.
3. The project shall comply with the conditions of EC vide no. F. No. 21-110/2018-A-III dated 21.03.2019 granted to it.
4. The project proponent shall provide separate flow meters after STP on channels/ pipelines carrying treated effluent for gardening, outlet for back-flushing and discharge into sewer within one month and shall maintain daily record regarding the same.
5. The project proponent shall not extract more than 473 KLD of ground water (as per Environmental Clearance).
6. The project proponent shall provide mechanical composter for treatment of compostable solid waste at its site for adequate capacity within one month.
7. The project proponent shall complete the process of providing 15 meters buffer zone towards the industrial zone within 03 months.
8. The project proponent shall develop adequate green area for utilization of treated effluent as per the Karnal Technology, if need be.
9. The project proponent shall comply with the provisions of Solid waste management Rules, 2016.
10. The project proponent will not discharge its untreated/treated wastewater into any drain/choe/river under any circumstances.
11. The project proponent shall place adequate no. of bins outside its premises from where the Municipal Solid Waste shall be collected.
12. The project proponent will obtain necessary permission from PWRDA for abstraction of ground water immediately, if applicable and not already obtained.
13. The project proponent shall make use of alternatives of single use plastics (SUP) within its premises and will not use any SUP items banned in accordance with MoEF&CC notification no. G.S.R. 571(E) dated 12.08.2021.
14. The project proponent shall properly handle and manage the solid waste as per the provisions of the Municipal Solid Waste Management Rules, 2016 and ensure that the solid waste is segregated into biodegradable and non-biodegradable components. The biodegradable component shall be treated produce compost, which will be disposed of/reused in an environmentally sound manner and the non-biodegradable solid waste shall also be disposed of in an environmentally sound manner.
15. The project proponent shall also ensure that the hazardous waste and e-waste components of the solid waste shall also be segregated and the same shall be channelized to the authorized facility for such type of waste.
16. The project proponent shall ensure that the activity of unit does not create any nuisance in the surrounding areas and no public complaints are received.
17. The Consent is being issued to the industry based upon the documents/ information submitted by it along with the online application form. The Board would be at liberty to take penal action against the industry and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time.
18. In case the project proponent fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the industry.
19. The project proponent shall ensure the compliance of provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and / or any other environmental law applicable to the industry and Rules, Circulars & Directions issued by the Board from time to time, at all times.
