EIA notification dated 14/9/2006 The industry is covered under the EIA notification dated 14/09/2006 but as per notification dated 07.06.2024, such type of industries considered exempted for obtaining Environment Clearance up to production of 60000 MT per annum. In this case, the annual production of the industry is 49,000 TPA (140 TPD * 350 working
days), which is less than 60,000 TPA.
Under the press
note 17 (1984 series) The press Note 17 has been withdrawn by the Govt.
Under the schedule of factories act 1948 The industry is covered under the first schedule of Factories Act, 1948 but the industry is not required to obtain Site Clearance from Site Appraisal Committee as the proposed site of the industry falls under industrial land use zone as per notified Master Plan, Mandi
Gobindgarh.
Provisional and Final completion Certificate:
The industry has already submitted the provisional certificate of adequacy of APCD installed with the induction furnace of capacity 10 TPH from PSCT, Chandigarh vide no. PSCST/TFD/112 dated 22/07/2024 to the Board.
Further, the representative informed that they are coordinating with PSCST for issuing final completion certificate of APCD installed with the induction furnace of capacity 10 TPH and the same will be deposit to the Board within 01 Month.
Secondary Emission System:
The industry has approached PSCST for feasibility report for secondary emission system. They further ensured that they will install Dog House System as per the design given by the PSCST, Chandigarh.
Further, submitted that a meeting regarding installation/control of Secondary emission system was held under the chairmanship of Hon'ble Chairperson of the Board on 09/04/2026, vide which it was decided that the industry is bound to control the secondary emission being generated during the process and the existing industry may choose any method to control the same as per the design provided by the PSCST, Chandigarh, but for new establishment of industry, only Dog House system shall be installed for controlling secondary emissions. Accordingly, the industry has submitted its undertaking which is attached herewith for kind perusal please
PWRDA Permission:
PWRDA vide notification dated 27.01.2023 has exempted units from obtaining any permission of the authority, which are extracting not more than 300 cubic meters of ground water per month. In the subject cited case, the industry has mentioned ground water extraction @ 40 KLD. Considering 30 working days per month, ground water extraction will be 1200 KL/month, which is more than 300 KL/month. The industry has obtained permission for extraction of ground water vide no. GW/PWRDA/07/2024/L1/233 dated 08.07.2024 valid upto 07.07.2027.
Visit:
The industry was visited by the undersigned on 17.04.2026 and Sh. Pawan Kumar was contacted. During visit, it was observed as under:
1. The industry was in operation during visit and engaged in manufacturing of billets/flat/rounds/angles in its premises by using MS scrap as raw material.
2. The industry has installed 1 no. induction furnace of capacity 10 TPH with side suction hood followed by spark arrester attached with bag filter house as APCD to contain emission generated during process and same was in operation.
3. Separate energy meter has been installed with APCD. Reading of the same is 8033.14 kwh* 120 units. Record has been maintained by the industry.
4. The industry has also installed CCM for manufacturing of billets and has also installed rolling mill for manufacturing of flats/rounds/angles in its premises.
5. The industry has installed 01 no. DG sets 380 KVA with canopy and adequate stack height.
6. No water has been used in the industrial process, so no trade effluent is being generated.
7. Domestic effluent is being discharged onto land for plantation after passing through septic tank.
8. 02 no submersible has been installed as source of fresh water. Water meter has been installed on both. Reading of the same are 3686.07 KL and 21134 Kl respectively. Records have been maintained.
9. Plantation along the boundary wall of the industry have been provided. The representative was advised to increase the plantation area.
10. Movement area inside the premises has been stabilized.
11. The industry has executed agreement with M/s Madhav KRG Env. Solution pvt. ltd for lifting of HW cat.35.1. Last lifting was done on 11.04.2026@ 6.850 MT. vie Mno. 62 dated 11.04.2026. Presently, 4.5 MT lying stored in the premises in HW room under lock and key facility and record has been maintained.
12. The industry has submitted an undertaking regarding installation of secondary emission system.
Recommendations:
In view of the facts mentioned above, if approved, it is recommended
renewal consent to operate under provisions of the Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of Steel Ingots & Billets (CCM Plant) @ 140 MTD or Angles, Channels, Flats, Rounds, Squares & Bars @ 140 MTD may be renewed to the industry upto 30.09.2026 subject to the suitable conditions and following special conditions:
a) The industry shall be bound to install adequate and appropriate pollution control device/system as per the design of reputed institute, for control of secondary emission generated from the furnace unit upto 30.09.2026.
b) The industry shall plant more trees and submit the report to this office within 01 month.
c) The industry shall not carry out any activity, which falls in the ambient of EIA Notification dated 14/09/2006.
d) The industry shall obtain NOC of the Board, if it changes any of its product or raw material or enhances its production capacity in future.
e) The industry shall not generate and discharge any kind of trade effluent and shall not start wet process in its premises without prior written permission of the Board.
f) The industry shall only discharge only domestic effluent onto land for plantation within its premises, after passing through septic tank.
g) The promoter shall not discharge the treated effluent into any drain or outside its premises.
h) The industry shall comply with the guidelines/SOPs provided by PSCST, Chandigarh in the effective operation of APCD.
i) The industry shall submit final completion certificate of APCD installed with the furnace from PSCST, Chandigarh with in 01 month.
