File Note: Point wise reply of the observations raised by competent authority is as under:------ 1. Built-up area: The built-up area of the project is 1,07,170 sq. m. and the total project area is 18.817 hectares (approximately 46.50 acres) as per the documents submitted by the project proponent and available on record. ------ 2. Plantation area and its adequacy: During visit of the project on 01.04.2026, it was observed that approximately 10 acres of plantation area/green space has been developed within the premises of the residential colony, wherein the treated wastewater generated from the colony is being utilized/disposed of. The treated wastewater is being utilized for irrigation of plantation, parks, trees and landscaped green areas within the colony premises through internal pipe network. The plantation area comprises a well-maintained lawn with trees and plants along the boundary and grass covering the ground. The entire plantation area was found well maintained and no stagnation was observed during the visit also the colony is presently not fully occupied and about 40% plots are still vacant; accordingly, the actual wastewater generation/load at present is lesser than the 365 KLD specified in the application as per available records. ------ On further verification of the disposal/utilization arrangement, it is submitted that out of the total plantation/green area available within the colony premises, about 4.75 acres is also under Karnal Technology having plantation of Eucalyptus (Safaida). At hydraulic loading of 1.5 litre/sq. m./day, the remaining 5.25 acres green area can accommodate about 32 KLD treated wastewater, whereas the 4.75 acres area under Karnal Technology can accommodate about 332 KLD treated wastewater @ 70 KLD/acre. Accordingly, the available plantation/green area within the colony premises is considered adequate for utilization/disposal of the treated wastewater generated from the colony. Moreover, the treated wastewater sample collected from the outlet of STP was also found conforming to the prescribed standards of the Board. The project proponent was further guided to develop a recirculation system for treated wastewater so that the same may also be utilized for flushing and other utility purposes within the colony premises. ------ 3. Status of composting of wet waste / mechanical composter: It was observed during visit that the solid waste management arrangements in the colony were improved as compared to earlier observations. Municipal solid waste is being collected from the colony by Municipal Corporation, Hoshiarpur and collection slips of the same were produced during the visit. Further, the project proponent has been guided to make proper composting pits as required under the Solid Waste Management Rules, 2016. ------ 4. Status of dual pumping: During visit, the treated wastewater was found being utilized/disposed of through flexible as well as permanent pipe network laid within the colony premises for plantation/green area. Since it is a plotting colony, the status of dual plumbing could not be verified from individual houses. ------ 5. EC / FAR / built-up area: As per item 8(b) of the Schedule of EIA Notification, 2006, Township and Area Development Projects are covered under the said notification where the project is covering an area of more than 50 hectares and/or having built-up area of more than 1,50,000 sq. m. In the present case, the built-up area of the project is 1,07,170 sq. m. and the total project area is 18.817 hectares (approximately 46.50 acres). The project mainly consists of residential plots. Accordingly, the project does not attract the provisions of EIA Notification, 2006. ------ Submitted as above, please.
