File Note: • It is submitted that the project proponent has applied for consent to establish/NOC under Water Act, 1974 & Air Act, 1981 for establishment of educational institute i.e. school of capacity Students @ 1900 no. & Staff @ 100 no. through OCMMS in an area of 57 Kanals 13 Marla. The detail of the application is as under:- • • The institute has submitted project report showing cost of the project Rs. 950 Lakhs and deposited CTE fee of Rs. 22100/- vide R. No. 695684626 dated 25.02.2026 under Water Act, 1974 & Air Act, 1981. The fee deposited by the institute under Water Act, 1974 & Air Act, 1981 is adequate for one year. • The project proponent has submitted a copy of report from DTP Barnala regarding its land use classification issued vide no. 804 dated 03.12.2025, the relevant part of which is reproduced as under: “ਸਾਈਟ ਤਪਾਂ-ਫਿੱਲਵਾਂ ਸੜਕ ਉੱਪਰ ਪਿੰਡ ਢਿਲਵਾਂ ਵੱਲ ਜਾਂਦਿਆਂ ਡਰੇਨ ਤੋਂ ਲਗਭਗ 190 ਮੀਟਰ ਦੀ ਦੂਰੀ ਤੇ ਖੱਬੇ ਹੱਥ ਸਥਿਤ ਹੈ। ਨੱਥੀ ਦਸਤਾਵੇਜ਼ਾਂ ਅਨੁਸਾਰ ਸਾਈਟ ਰੈਵੇਨਿਊ ਅਸਟੇਟ ਪਿੰਡ ਪੱਤੀ ਖੱਟਰ (ਹ.ਬ.ਨੰ. - 68) ਤਹਿਸੀਲ ਤਪਾ ਜਿਲ੍ਹਾ ਬਰਨਾਲਾ ਦੇ ਖਸਰਾ ਨੰਬਰ 27//5(8-0), 6(8-0) 15(8-0). 16/1(2-0), 26//1(8-0), 10(8-0), 9(3-17), 11(8-0), 12/1(2-0), 20/1(1-16) ਕੁੱਲ ਰਕਬਾ 57 ਕਨਾਲ 13 ਮਰਲੇ ਵਿੱਚ ਪੈਂਦੀ ਹੈ, ਜਿਸ ਵਿੱਚ ਆਪ ਵਲੋਂ ਸੀਨੀਅਰ ਸੈਕੰਡਰੀ ਸਕੂਲ ਸਥਾਪਤ ਕੀਤਾ ਜਾਣਾ ਹੈ। ਸਾਈਟ ਦੇ 100 ਮੀਟਰ ਦੇ ਘੇਰੇ ਵਿੱਚ ਕਿਸੇ ਨਗਰ ਕੌਂਸਲ ਦੀ ਹੱਦ ਅਤੇ ਕਿਸੇ ਪਿੰਡ ਦੀ ਫਿਰਨੀ ਨਹੀਂ ਪੈਂਦੀ ਹੈ। ਸਾਈਣ ਵਿਭਾਗੀ ਨਿਯਮਾਂ ਅਨੁਸਾਰ ਘੱਟੋ ਘੱਟ ਰਕਬਾ, ਫਰੰਟੇਜ਼ ਅਤੇ ਅਪਰੋਚ ਰੋਡ ਦੀ ਪੂਰਤੀ ਕਰਦੀ ਹੈ। ਸਾਈਟ ਨੋਟੀਫਾਈਡ ਲੈਕਲ ਪਲਾਨਿੰਗ ਏਰੀਆ ਤਪਾ ਵਿੱਚ ਪੈਂਦੀ ਹੈ, ਜਿਸ ਦਾ ਮਾਸਟਰ ਪਲਾਨ ਅਜੇ ਤਿਆਰ ਕੀਤਾ ਜਾਣਾ ਹੈ। ਡਾਇਰੈਕਟਰ ਨਗਰ ਅਤੇ ਗਰਾਮ ਯੋਜਨਾਬੰਦੀ ਵਿਭਾਗ, ਪੰਜਾਬ ਜੀ ਦੇ ਪੱਤਰ ਨੰ. 2180-2283 ਸੀਟੀीਪੀ(ਪਬ)/ਐਸ.ਪੀ-432 (Gen) ਮਿਤੀ 14.06.2023 ਅਨੁਸਾਰ ਸਾਈਟ ਵਿਚ ਉਕਤ ਐਕਟੀਵਿਟੀ ਇਸ ਸ਼ਰਤ ਤੇ ਆਗਿਆਯੋਗ ਹੈ ਕਿ "The applicant shall be liable to abide by the provisions of master plan and shall also be bound to follow the provisions of section 79 alongwith other provisions of PRTPD act 1995, in case the site fall in non- confirming land use zone after the notification of master plan and no claim shall be demanded by the applicant from the department." ਸਾਈਟ ਦੀ ਦੱਖਣੀ ਬਾਹੀ ਦੇ ਨਾਲ ਰਾਈਸ ਸ਼ੈਲਰ ਪੈਂਦਾ ਹੈ। ਇਸ ਸਬੰਧੀ ਪੰਜਾਬ ਪ੍ਰਦੂਸ਼ਣ ਕੰਟਰੋਲ ਬੋਰਡ ਪਾਸੋਂ ਐੱਨ.ਓ.ਸੀ. ਪ੍ਰਾਪਤ ਕਰਨਾ ਬਣਦਾ ਹੈ। The project proponent has submitted a proposed layout plan in which it is mentioned that the project proponent has proposed to develop 15 meter green belt towards rice sheller unit. • The PP has submitted details of built-up area, as per which the built-up area of the project is 183290.813 sq ft. or 17028.27 sq. meters certified by M/s Drawing Era , Jalandhar .As the total area is less than 50 hectare and built-up area is less than 1,50,000 sq.meter, hence project does not cover in the EIA notification. • The project proponent has submitted a copy of feasibility report of STP of capacity 100 KLD to be installed for the treatment of domestic effluent to be generated from the school. • The project proponent has proposed to discharge 50 KLD for reuse in flushing as per norms and 50 KLD treated domestic effluent into buffer zone (4 Kanal) and green area (11 Kanal) within the premises, which is adequate to handle the treated discharge of school. • The project proponent has submitted a copy of revenue record such as registry of land area to the name of firm. • The project proponent has proposed to install 02 no. compost pits for handling wet waste to be generated. The proposed site was already been visited by Er. Manmohit Kumar, AEE alongwith Er. Muskan, JEE on 01.04.2026, it was observed as under: 1. The site of proposed school is located left side on road connecting Tapa to Village Dhillwan.. 2. The project proponent has not started any construction of building in the plot. 3. There is no MAH unit within the 250 mtrs from the boundary of the project. There is no brick kiln within 800 meters and cement plant within 300 m and no stone crusher, grinding unit or hot mix plant within 500 mtrs and no other air polluting industry within 100 m from the proposed site. 4. There is one Rice sheller unit i.e M/s Bhagwati Rice Mills adjoining the proposed site of school. The PP has proposed to develop 15 meters green belt towards the side of rice sheller. The PP has also submitted the layout plan in which buffer zone has been marked. 5. As per report of DTP Barnala, mentioned above the site is suitable for establishment of school. 6. The PP has submitted details of built-up area, as per which the built-up area of the project is 183290.813 sq ft. or 17028.27 sq. meters certified by M/s Drawing Era , Jalandhar .As the total area is less than 50 hectare and built-up area is less than 1,50,000 sq meter, hence project does not cover in the EIA notification. From the above, it is clear that the site is meeting with the guidelines prescribed by the Board for the establishment of project as per the policy of the Board… Keeping in the view of above, it is recommended that the consent to establish/NOC may be granted to the educational institute for establishment of educational institute i.e. school of capacity @ 1900 nos. students and @ 100 nos. Staff for one year, subject to the suitable conditions and special conditions as under: 1. The project proponent shall apply for consent to operate under the Water Act, 1974 and Air Act, 1981 before commissioning of the school. 2. The school shall install STP before commissioning of proposed in the feasibility report. 3. The project proponent will utilize its treated effluent for dual plumbing as per feasibility report submitted by it with application and maintain record in this regard. 4. The project proponent shall develop 15-meter buffer zone towards the rice sheller. 5. The project proponent shall be bound to obtain environmental clearance under EIA notification dated 14.09.2006 in case the builtup area of the project increase above 1,50,000 sq. meters. 6. The PP will submit details of total built up area from the concerned authority within one month. 7. This consent is granted to the PP for total builtup area i.e. 17028.27 Sq.meters as submitted by it with the application.
