File Note: The industry was earlier granted consent to operate under Water Act, 1974 vide no. CTOW/Varied/LDH2/2023/23925312 dated 01/11/2023 valid upto 30/06/2027 with trade effluent generation @ 10000 ltr/month lifted to CETP Ludhiana & under Air Act, 1981 vide no. CTOA/Varied/LDH2/2023/23925311 dated 01/11/2023 valid upto 30/06/2027 for the manufacturing of products Engg Goods without electropolishing @ 4 T/day, Engg. Goods with electropolishing @ 0.5 T/day by installing 01 Shot Blasting machine and 2 no. D.G sets of capacities 320 KVA & 125 KVA with adequate stack height apart from other non-polluting machinery. Thereafter, the industry was visited by officer of the Board on 28.08.2025 and due to noncompliance the industry Thereafter, as a medium scale red category unit, the industry was visited by officers of the Board on 19.12.2025 and it was observed as under: - 1. The industry was in operation during the visit. During visit, only the machining process of the industry was in operation, whereas the electroplating process was not in operation since they had shut down their wet process completely and has removed electroplating tanks and other related machinery with this process. 2. The industry has installed grinding section with dust collector as APCD and without adequate stack. 3. The industry has also installed 01 no. shot blast machine with inbuilt bag house as APCD. The industry has not provided any sampling arrangements with the stack. 4. The industry has provided 2 no. D.G sets of capacities 320 KVA & 125 KVA with canopies but in-adequate stack heights. 5. The industry has provided underground storage tanks for collection of domestic effluent. Further as per the representative of the industry, the domestic effluent is collected by tankers and disposed off its effluent to unknown/un-authorized location. 6. The industry has provided space for the storage of solid waste and the waste was found mixed with rag clothes (category 5.2). During the visit, burning of solid was also observed. The industry could not produce the record regarding storage as well as disposal of hazardous waste. Accordingly, the industry was given personal hearing given before the Chief Environmental Engineer, Ludhiana on 04.02.2026 w.r.t show cause notice for revocation/ cancellation of consent to operate granted under the Water Act, 1974 and Air Act, 1981 alongwith show cause notice for cancellation of authorization granted under the Hazardous Waste Management Rules, 2016 and after hearing it was decided that :- 1. The industry shall not operate its electroplating section without prior permission of the Board. 2. The matter shall be referred to the Competent Authority for imposition of EC amounting to Rs. 5000/- for burning of Solid Waste as per orders of the National Green Tribunal (NGT) in the OA no. 21/2014. 3. The industry shall ensure to provide proper arrangements for the treatment of domestic effluent and its disposal, within 15 days. 4. The industry to submit the bank guarantee amounting to Rs. 50,000/- as an assurance for providing adequate treatment for domestic effluent & its environmentally sound disposal (onto land for plantation) and not to disposed off to unauthorized methods like mobile tankers etc. 5. The industry shall apply for obtaining consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 for remaining processes, within 07 days. 6. The Environmental Engineer, Regional Office-2, Ludhiana shall visit the industry to verify the submissions made by the industry during hearing, check the compliance of above decisions and submit the report alongwith recommendation in the matter. In compliance of hearing decisions, the industry has deposited Rs. 5000/- vide R. No. 26/5613 dated 19.03.2026 as Environmental Compensation fee and also submitted bank guarantee of Rs. 50,000/- vide no. 034GT02260610001 dated 02.03.2026 which is valid upto 02.03.2027. Now, the industry has applied for consent to operate under Water Act, 1974 and Air Act, 1981 The site of the industry was visited by Er. Sandeep Kumar, EE and Er. Dharatveer Singh, AEE of this office on 02.04.2026 and it was observed as under: 1. The industry was in operation during the visit. During visit, only the machining process of the industry was in operation, whereas the electropolishing process was not in operation since they had shut down their wet process completely and has removed electropolishing tanks and other related machinery with this process. 2. The industry has installed grinding section with dust collector as APCD and adequate stack and buffing section equipped with cyclone as APCD & stack of adequate height. 3. The industry has also installed 01 no. shot blast machine with inbuilt bag house as APCD followed by stack of adequate height with sampling arrangements. 4. The industry has provided 2 no. D.G sets of capacities 320 KVA & 125 KVA with canopies and adequate stack heights. 5. The domestic effluent generated by the industry is discharged onto the green area developed after passing through septic tank. 6. No trade effluent is being generated by the industry. 7. The industry had already submitted the Deputy Director, Urban Local Bodies, Ludhiana letter No. 2427 dated 14.02.2017 as per which the site of the industry falls in industrial zone. In view of the above, may if approved the industry may be granted 'Consent to Operate' under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 upto 31/12/2031 with suitable conditions and special condition that the industry will not generate any trade effluent without the prior permission of the Board and will not dispose off the domestic effluent generated by the industry through unauthorized modes of disposal like mobile tankers, soakage pits etc. Competency = SEE, Ludhiana Cost of plant & Machinery = Rs. 761.18 Lacs (green category) with concurrence of CEE(L) as hearing was given at his level
