File Note: Sir, as discussed, it is submitted that the industry was granted Consent to establish of the Board vide no. CTE/Fresh/BTI/2026/31040962 dated 03.03.2026, valid upto 02.03.2027 for the establishment of Commercial colony in an area of 4.45 Acres having 99 shops, subject to certain conditions. Now, the industry has reapplied for consent to establish/NOC under the Water Act, 1974 & the Air Act, 1981 through OCMMS inspite of no change in the built-up area or number of plots, because the previously granted consent to establish/NOC certificate was granted under the wrong category i.e., 10.1 Building construction project 20,000 sq. m. built-up area. Therefore, the industry has reapplied for consent to establish/NOC for change of in the category from 10.1 Building construction project 20,000 sq. m. built-up area to 10.2 Building construction project 5,000 sq. m., but < 20,000 sq. m. built-up area (without connectivity to terminal STP). The project proponent has deposited NOC fee of Rs. 18000/- through online vide UTR no. 946584160 dated 17.10.2025 for proposed project cost of Rs. 696.7 Lacs, under orange category, which is adequate for the period upto 02.03.2027 year. The PP has submitted copy of the approved layout plan by Senior Town Planner, Bathinda vide no. CTP(LG)-2025/1798 dt. 14.07.2025 as per which Commercial shops @ 99 no. will be developed in the 4.45 Acres. The PP has submitted grant of CLU and to Approve the Layout plan of our Commercial Colony "Rampura Commercial Complex" In Rampura Phul, Tehsil: Rampura Phul, District: Bathinda From ADC UD vide their letter no. 337 dt. 25.08.2025. The PP has submitted Feasibility report mentioning generation of domestic effluent @ 13 KLD and has proposed to install STP of capacity 15 KLD having components a) a bar screen b) a collection tank c) activated sludge process (an aeration tank followed by extended aeration based aeration tank) d) Clarifier tube settler based e) Multimedia filter f) sludge drying beds for the treatment of domestic effluent, which is adequate in principle. The project proponent has proposed to utilize part of the treated effluent in flushing @6.4 KLD. The remaining treated water@7.25 KLD will be used for road washing and plantation along the boundary/road side. The project proponent has proposed to install compost pits for the in-house management of wet waste and has proposed to lift dry waste to the authorized vender of MC. The site of the PP was visited by AEE of this office on 03.02.2026 and it was observed as under: - 1. PP has made boundary wall and secured the land of the colony. 2. As per the approved layout plan, total salable area of all 99 plots is 7575.03 sqm, considering the FAR of 2.1, total builtup area shall remain 7575.03 *2.1 = 15907.56 sqm, which is less than 1,50,000 sqm. As such the project is not covered under EIA notification 2006. 3. There is no air pollution industry in 100-meter radius, MAH within 250-meter radius of the proposed colony. Hence, site of the colony is suitable for the establishment and proposal submitted by the project proponent is adequate as per the Water Act, 1974 & Air Act, 1981. Keeping in view of above it is recommended that the consent to establish/NOC for the establishment of Commercial colony in an area of 4.45 Acres having 99 shops may be granted to the project proponent with validity for period upto 02.03.2027, with suitable conditions.
