It is submitted that the industry is a medium scale red category unit and was granted consent to operate under the Water Act, 1974 vide no. CTOW/Renewal/LDH2/2021/15880416 dated 31/07/2021 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/LDH2/2020/13523216 dated 28/09/2020 both valid upto 31/03/2025.
Thereafter the industry was visited surprisingly by Er. Ravideep Singla, EE and Er. Ranjit Singh, JEE of RO Faridkot along with JSO, Zonal Lab, Ludhiana on 30.12.2025 and it was observed as under:- 1. The industry was in operation and is engaged in manufacturing of Scaffolding System Parts and has installed process sheet metal fabrication, welding, shot blasting, Hot dip galvanizing/ paint after acid dip. However galvanizing process was not in operation as renovation was going in the section due to rusting and leakages in the tanks. 2. The industry has installed various machines for sheet metal fabrication, welding, shot blasting, Hot dip galvanizing/ paint after acid dip. 3. The industry has made agreement with CETP electroplating @ 10KL/month w.e.f 30/05/2025. 4. The industry has provided water meter in the water polluting section having water meter reading 132.44 KL which was in consonance with the water meter record maintained. 5. The industry has provided collection tank @ 3KL for collecting effluent generated from the process to be lifted to CETP. 6. As per the record, fresh water consumption from 01/04/2025 was 71.22KL and effluent lifted was 69KL. 7. The Domestic effluent generated by industry is discharged into M.C. sewer. 8. The galvanizing section was not in operation during visit. The industry has installed 1 round and 04 tank type galvanizing furnaces. The industry has provided alkali water scrubber as APCD with the tank type galavanizing furnaces section. The round type galvanizing furnace has been connected directly with the stack of APCD through hood arrangements. As per the representative, only one galvanizing furnace adj. to APCD is operated. 9. The industry has installed shot blast machine with Bag house filter as APCD and adequate stack. During visit, air emission samples were collected and sent to Lab for its analysis and as per the analysis report SPM is 23 which is within the prescribed limits. 10. The industry has provided one dip paint section and one Spray painting section. The job after dip paint section is air dried. 11. In spray paint section, the industry has provided filter sheets as APCD on one wall connected to 2. No. exhaust fans and ducting. During visit the paint sections were not in operation. 12. In spray painting section the industry has installed diesel fired drier with adequate stack. 13. The industry provided 01 no. DG set @ 650 KVA with Canopy without any stack height. The industry has also provided another D.G set @ 82 KVA lying defunct & disconnected without any stacks. 14. The industry generates HW zinc ash/ Dross, discarded barrels & Used Oil. 15. The industry has not obtained authorization under HWM Rules, 2016 nor is maintaining its record. 16. The industry has not provided HW room however the Zinc Dross generated was found lying in separate storage area in lock and key alongside the raw material storage area. The representative of industry informed that the HW zinc Dross is sold to M/s R.V. Industries, Vill Kandiawal, Jalandhar who has obtained Red passbook with validity upto 30/06/2026.
Now, the subject cited industry has applied for obtaining renewal of consent to operate under the Water Act, 1974 and Air Act, 1981 with requisite documents.
The industry was visited by Er Dharatveer Singh, AEE on 16.04.2026 and it was observed as under: 1. The industry was in operation and engaged in in the manufacturing of scaffolding parts. 2. The process chart of the industry is as Sheet blanking - Punching - Pipe cutting - Bending - Welding - Shot blasting - Acid Dip – Zinc galvanizing – Finishing. 3. The industry has signed agreement with M/s JBR Technology Pvt. Ltd., Ludhiana @ 10000 Ltr/M for lifting its trade effluent. 4. The industry has installed water meter on pipeline from where fresh water is consumed in process and reading of the same was 162.28 KL. 5. The industry is maintaining record w.r.t. fresh water consumption for the wet process & effluent lifted to M/s JBR Technology Ltd. Since the last visit dated 30.12.2025 reading noted @ 132.44 KL the industry has consumed 29.84 KL of fresh water in the process and lifted 30 KL of effluent to JBR. The industry got its effluent lifted to CETP operator on 15.04.2026 @ 3000 Ltr vide manifest no. DLS/26-27/01176 dated 15.04.2026. As per the record the quantity of water consumed for wet process is in consonance with the amount of effluent lifted to JBR Tech. Pvt. Ltd. 6. The industry has installed 02 no. CCTV cameras, one camera facing towards the entry gate of the processing shed and effluent storage tank and the other camera installed facing towards the water meter installed on the fresh water supply line. The industry has been guided to maintain the backup of CCTV footage for a period of one month. 7. The industry has provided one underground effluent storage tank capacity 3000 ltr and same was filled upto height of 6 inch. 8. The industry has installed various power presses, welding machines, drilling machines etc. 9. The industry has installed 2 no. tanks for acid pickling and 2 no. tanks for water rinse and 1 no. tank for chemical dip & hot dip galvanizing tanks. 10. The domestic effluent is being discharged into sewer and entire cooling water is being re-circulated. 11. The industry has submitted copy of revised building plan from the approved architect Sh. Ashok Tyal, Competent Person of Director of Factories, Punjab. 12. The site of the industry falls in Industrial Area-C as per Master Plan of Ludhiana. In the subject cited case, the industry has mentioned ground water extraction @ 9.0 KLD. Considering 25 working days per month, ground water extraction will be 225 KL/month, which is not more than exempted quantity. In view of above, may if approved the industry may be granted 'Consent to Operate' under Water (Prevention & Control of Pollution) Act, 1974 upto 30/09/2028 with suitable conditions as per policy of the Board. With special conditions that
1. The industry shall, within two months, provide an overhead tank of adequate capacity for storage of trade effluent generated from the process to avoid any chance of soil and/or groundwater contamination. The system shall also be suitably designed to prevent mixing of surface runoff, flood water, storm water, or any accidental inflow with the effluent during flooding, rainfall, or unforeseen incidents
2. The industry shall install piezometers at near process areas and effluent storage areas to monitor the effect of operations of the industry on the quality of groundwater, within one month.
3. The industry shall get Water Audit/ Water Balance study carried out from any reputed organization/ institute. and shall submit the report to Regional Office-2, Ludhiana and implement the recommendations/ take corrective measures proposed within 03 months
4. The industry shall provide stack of adequate height with D.G set of capacity 650 KVA, within 07 days.
5. The industry shall install CCTV cameras with 30 days backup and provision to connect to server of the Board, facing towards all the vital locations that are ought to be monitored e.g. the processing shed, fresh water meters installed in processing areas & effluent storage tanks, galvanizing section, process streams/ effluent streams etc. within 15 days. The industry shall devise a self-monitoring mechanism through CCTV cameras to ensure that no unmetered fresh water is taken for the process, no illegal disposal is made at any point of time.
6. The industry shall depute a qualified engineer having experience in the field of Environment and shall constitute an Environmental Management Cell headed by senior functionaries of the industry for ensuring the compliance related to Environmental Laws, within one month.
