Proposal:
It is submitted that the industry is a small-scale orange category Refractories based unit. Now, the industry has applied for obtaining Consent to Establish/NOC from the pollution angle under the Water Act, 1974 & the Air Act, 1981 to establish a Refractories unit for manufacturing of Refractory items (Zirconia Insart, Nozzles, Well Blocks, Poros Plug, Slide Plate, Castables etc.) @ 2 Metric Tones/Day by using Bauxite, Alumina, Silica, Magnesite, Fire Clay, Grog, Zircon, Carbon, Sodium, Graphite and Silicate @ 2.04 Metric Tonnes/Day and Binder @ 0.06 Metric Tonnes/Day as raw material under the orange category having category code 141.3 Refractories based on cleaner fuels.
Fee Details:
The industry has deposited Rs. 18,500/- (Rs. 18,000/- as NOC fee + Rs. 500 as application fee) vide R. No. 133277783 dated 09.04.2026, against the proposed value of fixed assets i.e. Rs. 570.00 lacs, as per brief project report submitted by the industry.
Lease deed:-
The industry has submitted lease deed executed on 07.04.2025, as per which, the industry has taken land on lease from Smt. Israji Devi w/o Sh. Harishchandar Yadav s/o Sh. Maniraj Yadav having khasra no. 436/2/1 (1-12) measuring land 1 bigha 12 bishwe at Village Fatehgarh Niwan (H.B.No.204) Teshil Amloh, Distt. Fatehgarh Sahib. The industry has taken land on lease for 25 years i.e. from 07.04.2025 to 06.04.2050.
DTP Report:-
The industry has submitted DTP report issued by DTP, Fatehgarh Sahib vide no. 1210 dated 11.09.2025, as per which the industry has proposed to establish refractory products Manufacturing unit at Village Fatehgarh Niwan (H.B.No.204) Teshil Amloh, Distt. Fatehgarh Sahib having total measuring area 1 bigha 12 bishwe. Further, as per report, the proposed site falls in the rural and agricultural zone and as per Govt. notification no. PS/PSHUD/206 dated 12.11.2021, green & orange category industries can be established in rural and agricultural zone.
Revenue Report:-
The industry has submitted revenue report issued by Naib Tehsildar, Mandi Gobindgarh vide dated 18.07.2025, as per which, the industry has proposed to establish its unit at Village Fatehgarh Niwan (H.B.No.204) Teshil Amloh, Distt. Fatehgarh Sahib having khasra no. 436/2/1 (1-12) total measuring land 1 bigha 12 bishwe. Further, as per revenue report, there is no phirni, wildlife sanctuary, zoo, residential area, lal lakir within 500 mtr of the proposed site. Also, there is no MC limit within 1.5 km of the proposed site.
Memorandum of Association:-
The industry has submitted Memorandum of Association as per which there are 02 no. share holders namely Sh. Ramlal Yadav and Sh. Shankar.
Authority Letter:-
The industry has submitted authority letter as per which Sh. Ramlal Yadav is the authorized person to deal with the various department.
In-Principle Approval:-
The industry has submitted certificate of In-Principle Approval issued by Deputy Commissioner, Fatehgarh Sahib vide no. 2508680336 dated 12.09.2025 valid upto 11.03.2029 for Sanction of Building Plans, Issuance Completion/ Occupation Certificate for Buildings, Registration of Trade License, application for Fire No Objection Certificate, Approval of Factory Building plan (except for industries involving hazardous process as per First Schedule of Factories Act, 1948) and Registration of Shop or Establishment.
Brief Project report:-
The industry has submitted brief project report along with manufacturing process. The industry has submitted that it will consume 1.85 KLD fresh water from which it will take 1.8 KLD for domestic use. The industry will generate 1.4 KLD domestic effluent which will be discharged onto land for plantation after passing through septic tank. Further, the industry will consume 0.05 KLD into process and same will be absorbed in the product or evaporated during drying.
Further, the industry has submitted that it will install bag house filter as APCD along with stack of adequate height to control the emissions generated from mill house system (Jaw Crusher, Impact Mill & Ball Mill).
Other Requisite Documents:-
The industry has also submitted site / location plan along with the application form.
Visit:
To verify the contents of the application, the industry was visited by the Er. Dharamvir Singh, AEE on 15.04.2026. During the visit, it was observed as under:
1. The proposed site of the industry is located at Village Fatehgarh Niwan (H.B.No.204) Teshil Amloh, Distt. Fatehgarh Sahib.
2. There is no lal lakir/phirni of village, 15 pucca houses and MC limits within 100 mtr of the proposed site.
3. The industry has proposed to install 07 no. Hydraulic Press, 01 no. Mixer, 01 no. Mill House System (Jaw Crusher, Impact Mill & Ball Mill), 01 no. Surface Grinder, 04 no. Oven and 01 no. Weighing Machine.
4. The industry has proposed to install bag filter house as APCD with mill house system along with stack of adequate height and sampling platform.
5. The industry has proposed to use 0.05 KLD water in its process and same will be absorbed in the product or evaporated during drying. Hence, no trade effluent will be generated.
6. Domestic effluent will be discharged onto land for plantation after passing through septic tank.
7. The industry has proposed to install 1 no. DG sets 160 KVA equipped with canopy and stack of adequate height.
From above, it is clear that the site is suitable for establishment of such type of industry.
Recommendations:
In view of the facts mentioned above, if approved, it is recommended that consent to establish/NOC under the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 may be granted for one year for establishment of its unit for manufacturing of Refractory items (Zirconia Insart, Nozzles, Well Blocks, Poros Plug, Slide Plate, Castables etc.) @ 2 Metric Tones/Day by using Bauxite, Alumina, Silica, Magnesite, Fire Clay, Grog, Zircon, Carbon, Sodium, Graphite and Silicate @ 2.04 Metric Tonnes/Day and Binder @ 0.06 Metric Tonnes/Day as raw material with suitable conditions
