The project proponent is establishing a hotel cum banquet hall at Firozpur Road, Opposite Maruti Suzuki Agency, Moga and was granted Consent to Establish (NOC) of the Board vide no. CTE/Fresh/MOG/2025/28651871 dated 23.06.2025 for setting up Hotel cum Banquet Hall having Rooms @ 20 numbers and Banquet Hall of capacity @ 300 persons/function in land area of 01 Kanal 07 Marla 03 Sarsahi.
Now, the PP has applied for consent to operate under Water Act, 1974 & Air Act, 1981 for operation of Hotel cum Banquet Hall having Rooms @ 20 numbers and Banquet Hall of capacity @ 300 persons/function. The detail of the case is as under:-
• The Project Proponent has submitted copy of CA certificate dated 06.04.2026, showing total project cost 490.47 Lakh (Including plant & Machinery of Rs. 29.99 Lakhs. Accordingly, the industry has deposited Rs. 10800/- each vide R. No. 399268653 & 396490751 dated 06.04.2026, which is adequate upto 30.09.2027 under both acts.
• The project proponent has submitted copy of completion certificate of STP installed for the treatment of domestic effluent generated from the premises.
• The project proponent has submitted copy of revenue record such registry / jmabandi / letter of consent for land area 01 Kanal 07 Marla 03 Sarsahi to the name of firm
• The project proponent has submitted copy of partnership deed executed on 03.07.2023 among its 04 no. partners (Sh. Vinod Bansal, Sh. Rajiv Bansal, Sh. Pranav Bansal, Sh. Chirag Bansal).
• The Project Proponent has submitted copy of approved building plan digitally signed by Sh. Kulwant Singh, IAS, Deputy Commissioner-cum-Municipal Commissioner, Moga vide dated 15.04.2024
• The project proponent has constricted 02 no. compost pits for utilization of wet waste.
The site of the project proponent was visited by the Er. Manmohit Garg, AEE on 22.04.2026 and it was observed that :-
1. The hotel-cum-banquet hall was in operation. There is no function going on during visit in banquet hall and only 2 rooms were occupied. The representative present informed that the unit has been started in the first week of April.
2. The PP has installed STP for treatment of domestic effluent generated from the premises. The STP was not in operation due to less effluent at inlet. The PP has installed water meter & energy meter at outlet of STP. The PP is maintaining the record of operation of ETP w.r.t. water meter & energy meter.
3. The PP has made provision to discharge the same into public sewer.
4. The project proponent has constricted 02 no. compost pits for utilization of wet waste.
The hotel-cum-Banquet is complying with the provisions of Water Act, 1974 & Air Act, 1981 as well as complying with the conditions of consent to establish granted to it.
Keeping in view of above, it is recommended that Consent to operate may be granted to the Project Proponent for operation of hotel-cum-Banquet Hall having Rooms @ 20 numbers and Banquet Hall of capacity @ 300 persons/function in land area of 01 Kanal 07 Marla 03 Sarsahi with suitable conditions along with specific conditions as under:
1. The industry shall operate its STP regularly and in efficient manner to achieve the prescribed standards for all the times……………
2. The industry shall not increase its existing land area without prior permission of the Board. ……………..
3. The industry shall not increase its production capacity without the prior written permission/NOC of the Board……………
4. The industry shall obtain permission form the concerned authority regarding abstraction of fresh water………………..
5. The project proponent is regularly handle its solid waste as per the provisions of the Solid Waste Management Rules, 2016.
6. The project proponent shall ensure that there is no stocking, distribution, sale or use of Single Use Plastic items in its premises as notified by MoEF&CC, Govt. of India vide its notification dated 12.08.2021.
Total Project Cost- 490.47 lakhs
