It is intimated that, the industry a large-scale green category cold rolling mill unit.
Earlier, the industry has granted for Consent to Establish (NOC) under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide CTE/Fresh/LDH1/2024/26888029 dated 23.09.2024 valid upto 22.09.2025 for SHEET ROLLING @ 25 T/day with the operations of 2 no. cold rolling mills, 1 no. LPG fired annealing furnace (35 Ton capacity), 02 no. D.G. sets of capacity 500 KVA each.
Now the industry has applied for consent to operate under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for production of SHEET ROLLING @ 25 T/day with the operations of 2 no. cold rolling mills, 1 no. LPG fired annealing furnace (35 Ton capacity), 01 no. D.G. set of capacity 1000 KVA each.
The unit has been visited by undersigned on 15.04.2026 and observed that :- 1. The industry was in operation during visit and engaged in SHEET ROLLING @ 25 T/day with the operations of 2 no. cold rolling mills, 1 no. LPG fired annealing furnace (35 Ton capacity), 02 no. D.G. sets of capacity 500 KVA each from sheet/coil @ 25 Ton/day. During visit annealing furnace (35 Ton) was not in operation due to maintenance. 2. There was no trade effluent generation observed. The domestic effluent @ 2.5 KLD shall be discharged onto land for plantation after septic tank. 3. The industry has installed 02 Nos Electric fired cold rolling mills of capacity 12.5 MT/Day and 01 Nos LPG Fired Annealing Furnace of capacity 35 Ton, Slating machines, Rewinding machines and a cooling tower. 4. The industry has installed one DG Set of capacity 1000 KVA with canopy and adequate stack height. 5. The industry has submitted DTP certificate issued vide no. 1804 dated 17.07.2023 which states that the site of the industry falls in industrial zone as per the Master Plan Ludhiana ( 2007-31). 6. The unit has installed PVC storage tank in HWM Room for storing Waste Cutting Oil ( Cat 5.3). The quantity of Waste cutting oil was approximately 1000 Ltrs in this tank. However another 400 ltrs spent oil was found stored in a room back side of the shed. Used filters were also laying in an unscientifically manner. The unit has not maintained day to day record of the generation, storage and disposal of hazardous waste oils. 7. It is pertinent to mention that here as per the general conditions of CTE granted to it, the unit was supposed to apply for consent of the Board as required under the provision of Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981 & Authorization under Hazardous and other Wastes (Management and Transboundary Movement) Rules, 2016, two months before the commissioning of the industry but the CTE obtained by the unit has already expired on 22.09.2025 and the unit has already started its operations without obtaining prior ‘Consent to Operate’ and authorization under HWM (Rules) from the Competent Authority of the Board.
In view of above it is recommended that
1. Show Cause notice for refusal of ‘Consent to Operate’ of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 be issued for 7 days .
2. Show Cause notice for violations of HWM Rules , 2016 be issued to the industry for 7 days .
