It is submitted that the industry has applied for obtaining fresh Consent to Operate (CTO) under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of ALUMINIUM BOTTLES @ 14000 by using ALUMINIUM CIRCLE @ 1000 Kgs/day & PLASTIC CAP @ 80 Kgs/day as raw material, with requisite documents and fees. The industry has submitted CA certificate mentioning the cost of the fixed assets of Rs. 116.81 lakh as on 31.01.2026. The project proponent has deposited Rs. 42,500/- vide online R. no. 901309256 dated 16.04.2026 & Rs. 8400/- vide online R. no. 368512119 dated 20.04.2026 under the Water (Prevention & Control of Pollution) Act, 1974 and Rs. 42,500/- vide online R. no. 48236408 dated 16.04.2026 under the Air (Prevention & Control of Pollution) Act, 1981. The consent fee deposited by the industry is adequate upto 11.03.2029 under both the Acts, after adjusting penalty fee and NOC regularization fees. The project proponent has submitted electricity bill as proof of date of commissioning as on 12.03.2025. The industry has mentioned in its application form that total water requirement of the project is 1.0 KLD. Out of which, 0.4 KLD of wastewater shall be generated from the process which will be used for plantation after passing through septic tank. The industry has submitted approved site plan got approved by Er. Sukhjeet singh Competent Person of Director of Factories of Punjab. The industry has submitted certificate of In Principle Approval issued by District Nodal Agency under the sub section (3) of section 10 of the Punjab Right to Business Act, 2020 as on 07.08.2024 to 06.02.2028 for manufacturing of Aluminum Bottles vide no. 6716 dated 08.08.2024. The industry has submitted liability partnership agreement executed on 23.12.2021 between Sh. Khilan Gupta s/o Sh. Anil Kumar and Sh. Ravi Kumar S/o Sh. Narsingh Dass. The industry has submitted manufacturing process for making of bottle which is as under: Alluminium Circle  Hydraulic Machine  Can  Lathe Machine  Bottle  Leak Check Via Compressor  Polish via Drill machine  Bid the bottom via drill machine  packed in a box. The site of the industry was visited by the undersigned on 21.04.2026 and contacted with Mr. Khilan Gupta (Project Partner). During visit, it was observed that: 1. The industry is engaged in the manufacturing of alluminium bottles. (using alluminium circle and plastic caps) 2. The industry has 03 no. hydraulic machines, 04 no. spinning machines, 04 no. drill machines, 01 no. compressor and 01 no. extrusion machine. 3. The industry has installed 01 no. borewell for abstraction of ground water and water meter has been installed on it. 4. The waste water is being treated in septic tank. The waste water after treatment is being utilized in plantation developed along the boundary wall of the unit. 5. The unit has installed 01 no. DG set of capacity 82.5 KVA with canopy and stack of adequate height. The industry is complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981. In view of the above, it is recommended that fresh Consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 11.03.2029, for manufacturing of Aluminium Bottles @ 14000 by using Aluminium Circle @ 1000 Kgs/day & Plastic Cap @ 80 Kgs/day as raw material, under Orange Category, subject to suitable conditions that: 1. The unit shall not start any new process within its unit which may change its category from Orange to Red, without the prior written permission of the Board. 2. The industry shall maintain proper and regular record of reading of flow meters at tubewell as well as at the wastewater line, at all times. 3. The industry shall ensure that no nuisance is created in the vicinity of its premises from the operations of its service station. In case, any complaint is received against the unit, the Board shall be at liberty to revoke/ cancel this consent without giving any opportunity of hearing to the industry. 4. The consent to operate is being issued to the industry based upon the documents/ information submitted by it alongwith the online application form. The Board would be at liberty to take penal action against the industry/ project proponent and its responsible/ concerned person(s) in case information/ document is detected as incorrect/ false/ misleading at any point of time, without any opportunity of Personal Hearing. 5. In case the project proponent fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, the Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/ or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the project proponent. 6. The industry shall obtain authorization under the Hazardous & Other Wastes (Management & Transboundary Movement) Rules, 2016 within 2- months. 7. If at any point of time, it comes to the notice of the Board that fumes are being generated from the extruding process, the industry shall be bound to provide adequate air pollution control systems with the same. *Competency: Senior Environmental Engineer
