The project proponent was granted Consent to establish (NOC) under the provisions of the Water (Prevention & control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Fresh/PBIP/SAS/2024/2408404774 dated 11.10.2024, valid till 30.08.2025 for Commercial Project, Booth @ 22, SCO @ 100 & Food Court @ 8 no. with certain conditions.
Now, the project proponent has applied extension of Consent to establish (NOC) under the provisions of the Water (Prevention & control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 along with requisite documents in Green Category “ 10.2 Building construction project 5,000 sq. m., but < 20,000 sq. m. built-up area (without connectivity to terminal STP)”.
As per the record of this file the NOC fee is valid for one year. Therefore, the project proponent has deposited Rs. 29,300/- vide R no. 846645366 dated 24.02.2026 as NOC fee against the proposed project cost Rs. 3575 lakh. After including the pending fee, the NOC fee is adequate for two year.
The project proponent has submitted layout plan approved by Municipal Council, Kurali for commercial complex namely “Aerowalk” developed by M/s PR Developers.
The project proponent has submitted partnership deed executed between Sh. Param Jeet Singh S/o Sh. S. Hari Singh R/o H. No. 2769, Phase-7, Mohali and Sh. Ravinder Pal Singh S/o Sh. S. Param Jeet Singh R/o 2769, Phase-7, Mohali.
The project proponent has submitted feasibility report regarding installation of STP of capacity 100 KLD based on MBBR Technology followed by Ultra-filtration & RO system. Total water requirement for the project @ 83.39 KLD, wastewater generation @ 66.71 KLD and same will be treated in STP of capacity 100 KLD. After treatment in STP, @ 34.2 KLD will be utilized for flushing purpose by providing dual plumbing system & @ 32.5 KLD will be consumed in cooling tower /0.35 acre of reserved land will to be developed as per Karnal Technology.
The project proponent has submitted compliance report of previous Consent to establish (NOC) obtained by it.
The site of the project was visited by the undersigned on 21.04.2026 and contacted Dalbir Singh. During the visit, it was observed as under:
1. The structure work of the 16 Booths and all the SCO’s have been completed.
2. Out of 8 Food Courts, 3 Food Courts have been allotted to Burger King and KFC, SubWay. The construction and interior work of Burger King and KFC has been completed and the structure work of remaining was in progress.
3. The high transmission lines are crossing the site and as per the approved layout plan, no construction has been done below it.
4. STP construction has not been started yet, however sewerage lines have been laid down by the project proponent.
5. There is no provision of labour hutment in the premises.
6. The project proponent has installed one no. temporary DG set of capacity 25KVA with canopy.
In view of above, it is recommended that the Consent to establish (NOC) under the provisions of the Water (Prevention & control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted for one year with suitable conditions and special condition as under :-
1. The project proponent shall apply for consent of the Board as required under the provision of Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981 & Authorization under Hazardous and other Wastes (Management and Transboundary Movement) Rules, 2016, before the commissioning of the project.
2. The project has been approved by the Board from pollution angle and the industry shall obtain the approval of site from other concerned departments, if need be.
3. The Board reserves the right to revoke this "consent to establish"(NOC) at any time, in case the industry is found violating any of the conditions of this "consent to establish" and/or the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 as amended from time to time.
4. The project proponent shall ensure that the total built up area of construction being carried out may not be greater than 20,000 sqm, otherwise the project as such is covered under category 8(a) of the schedule appended to the EIA notification 14/09/2006 and the project proponent is required to obtain environmental clearance, failing which, the promoter company shall be liable for action for violation of the EIA notification dated 14/09/2006.
5. The project proponent shall not provide any occupancy without obtaining consent to operate from the Board under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
6. The project proponent shall lay down pucca distribution network/pipe grid from the STPs to the various green lawns/stretches/dual plumbing system for flushing purposes / for construction activities and shall not allow it to stagnate anywhere inside or outside the project.
7. The NOC/CTE has been granted on the basis of information filed by the project proponent and if, in future any information is found wrong, the Board has right to revoke the NOC/CTE. The project proponent shall obtain permission from PWRDA for extraction of groundwater before obtaining consent to operate.
