File Note: It is submitted that the establishment, M/s HARMONY GARDEN THROUGH M/S AAZEEN KAUR AGRO PRIVATE LIMITED, has applied for NOC under the Water Act, 1974 and the Air Act, 1981, for development of Residential Colony comprising of 116 residential plots and EWS area in 76 kanals, 15 marlas (46433.75 sq. yards) situated in hadbast no. 156, Tehsil malout, Distt. Sri Muktsar Sahib, under orange category. The industry falls at Sr. no. 10 bearing category code 10.1 as per CPCB categorization dated 12.02.2025 and is adopted by PPCB.  Details of the case are as under: - 1. The project proponent has submitted project report (copy enclosed), wherein the total cost of the project has been mentioned as Rs 805 lacs. The project proponent has deposited Rs. 54000/- vide online R no. 476549815 dated 09.01.2026 as NOC fee, adequate for a period of five year as per Board’s circular vide no. 524 dated 29.10.2018……… 2. The project proponent has submitted LOI from the Competent Authority-cum-Additional Deputy Commissioner(G), Sri Muktsar Sahib vide letter no. ADC-G(UD)-2025/1437 dated 26.06.2025 to M/s Aazeen Kaur Agro Pvt Ltd through director Sh. Amrish Singh Brar for developing a Residential Plotted Colony in the name of "Harmony Garden'" Aman Nagar, Behind Bus Stand, Malout, Distt Sri Muktsar Sahib (PB) an area of 76 Kanals 15 Marlas (46433.75 Sg. Yards)…….. 3. The project proponent has submitted approved building plan of the colony, signed by the Competent Authority of Govt., vide E-Naksha application no. Revision Layout/MKS/MALOT/1192 dated 14.07.2025 bearing drawing no. PAB-ML-02 showing area covered by 116 no. residential plots as 19529.36 sq meters and EWS area of 1941.80 square meters. Taking maximum FAR of 1:2.1 for residential and EWS plots, total FAR area or built-up area will be 45089.436 sq. meter which is less than 1,50,000 sq. meters. As such, the project not covered under the EIA notification dated 14.09.2006……………… 4. The project proponent has submitted revenue record in the form of jamabandi wherein the land area of the premises belongs to Aazeen Kaur Agro Pvt. Ltd., Malout. PP has also submitted certificate issued by Deepak Dass & Associates dated 21.06.2025 regarding land ownership……… 5. The PP has submitted Promotor Certificate from the Competent Authority-cum-Additional Deputy Commissioner(G), Sri Muktsar Sahib vide letter no. ADC-G(UD)-2025/1418 dated 25.06.2025 with validity for five years to M/s Aazeen Kaur Agro Pvt Ltd through director Sh. Amrish Singh Brar………. 6. The project proponent has submitted Certificate, according to which there are two partners/directors as on 23.06.2025 namely: • Mr. Amrish Singh Brar-DIN:09286145 • Mrs. Surinder Kaur-DIN:09286146 7. The project proponent has submitted undertaking (copy enclosed) regarding installation of STP of capacity 220 KLD. Moreover, PP has also submitted feasibility report, as per which the STP consists of graded screen, Collection Sump, high-rate clarifier, aeration tank (2-stage MBBR), Secondary Clarifier, Multi grade pressure depth, UV Treatment(disinfection), Membrane treatment system comprising of a) Micro filtration b) Ultra-filtration, Sludge dewatering/drying……….. 8. The project proponent has calculated the water consumption and wastewater generation from the usage of fresh water by considering 15 person per plot in residential plots and water consumption @ 135 ltr/day by per person and water consumption of other entities as per Boards guidelines, making total water consumption of 265 KLD of the colony. Total 210 KLD of wastewater will be generated. Out of this, about 40 KLD of treated waste water will be reused in dual plumbing. Rest of the 170 KLD of the treated effluent will be discharged into the plantation/MC sewer. The proponent has proposed to provide 2653.16 sq. meter (0.655 acres) of plantation area (green park within the premises)………. 9. The PP has submitted letter issued by MC, Malout vide no. 3221 dated 19.12.2025 which is reproduced as under: ਉਪਰੋਕਤ ਵਿਸ਼ੇ ਅਧੀਨ ਆਪ ਦੀ ਫਰਮ ਵੱਲੋ for Discharge of treated Sewerage Water ਸਬੰਧੀ ਐਨ.ਓ.ਸੀ. ਦੀ ਮੰਗ ਕੀਤੀ ਗਈ ਹੈ। ਸਬੰਧਤ ਫਰਮ ਵੱਲੋ ਜਮਾਂ ਕਰਵਾਏ ਗਏ ਦਸਤਾਵੇਜਾਂ ਅਤੇ ਪ੍ਰਵਾਨ ਲੇਅ-ਆਊਟ ਅਨੁਸਾਰ ਸਬੰਧਤ ਪ੍ਰੋਜੈਕਟ ਹਾਰਮੋਨੀ ਗਾਰਡਨ (HARMONY GARDEN) (76 ਕਨਾਲ 15 ਮਰਲੇ) ਅਮਨ ਨਗਰ, ਨੇੜੇ ਬੱਸ ਸਟੈਡ, ਮਲੋਟ ਨਗਰ ਕੋਸਲ ਮਲੋਟ ਦੇ ਪ੍ਰਵਾਨ ਕੀਤੇ ਲੇਅ-ਆਊਟ ਅਨੁਸਾਰ ਫਰਮ ਵੱਲੋ ਬਣਾਏ ਸੀਵਰੇਜ ਟਰੀਟਮੈਂਟ ਪਲਾਟ ਤੋ ਨਿਕਲਿਆ Treated Water ਕਲੋਨੀ ਵਿਚ ਪਾਰਕਾਂ ਅਤੇ ਸੜਕਾਂ ਆਦਿ ਤੇ ਛਿੜਕਾਅ ਕਰਨ ਉਪਰੰਤ ਸ਼ਹਿਰ ਦੀ ਮੇਨ ਸੀਵਰੇਜ ਵਿਚ Discharge ਕਰੇਗੀ। ਸਬੰਧਤ ਫਰਮ ਵੱਲੋ ਪ੍ਰੋਜੈਕਟ/ਕਲੋਨੀ ਵਿਚ ਪੰਜਾਬ ਪ੍ਰਦੂਸ਼ਣ ਕੰਟਰੋਲ ਬੋਰਡ ਦੀਆ ਹਦਾਇਤਾਂ ਦੀ ਇੰਨ ਬਿੰਨ ਪਲਾਣਾ ਕਰਨੀ ਯਕੀਨੀ ਬਣਾਈ ਜਾਵੇ। ਸਰਕਾਰ ਦੇ ਰੂਲਾਂ ਅਤੇ ਹਦਾਇਤਾਂ ਅਨੁਸਾਰ ਕਲੋਨੀ ਦੀ ਸੀਵਰੇਜ ਲਾਈਨ ਨੂੰ ਸ਼ਹਿਰ ਦੀ ਮੇਨ ਸੀਵਰੇਜ ਲਾਈਨ ਨਾਲ ਜੋੜਨ ਸਬੰਧੀ ਬਣਦੀ ਫੀਸ ਜਮਾਂ ਕਰਵਾਉਣ ਤੋ ਬਾਅਦ ਹੀ ਕੁਨੈਕਸ਼ਨ ਜੋੜਿਆ ਜਾ ਸਕਦਾ ਹੈ।…………. 10. Moreover, the estimated total Wet Waste Generation from the Project will be 500 kg/d. The PP has proposed to provide 10 no. compost pit of size 2m*3m*1m for composting of the wet waste generated from the colony and the non-biodegradable will be handed over to MC Authorities………. 11. The PP has submitted letter issued by Municipal Council, Malout vide 3227 dated 22.12.2025 which is reproduced as under: ਉਪਰੋਕਤ ਵਿਸ਼ੇ ਅਧੀਨ ਆਪ ਦੀ ਫਰਮ ਵੱਲੋਂ ਦਰਖਾਸਤ ਵੱਲੋਂ Garbage disposal Construction & Demolation waste & Municipal Solid waste (Wet & Dry) ਸਬੰਧੀ NOC ਦੀ ਮੰਗ ਕੀਤੀ ਗਈ ਹੈ ਫਰਮ ਵੱਲੋਂ ਉਸਾਰੀ ਗਈ ਰਿਹਾਇਸ਼ੀ ਕਲੋਨੀ Harmony garden, ਮਲੋਟ ਦਾ ਸਰਕਾਰ ਦੇ ਤਹਿਸੂਦਾ ਮਾਪਦੰਡਾਂ ਅਨੁਸਾਰ ਬਲਕ ਵੇਸਟ ਜਨਰੇਟਰ ਦੀ ਪ੍ਰੀਭਾਸ਼ਾ ਤਹਿਤ ਆਉਂਦਾ ਹੈ ਕੂੜੇ ਕਰਕਟ/ਸੋਲਿਡ ਵੇਸਟ ਦੀ ਸੋਰਸ, ਸੈਗਰੀਗੇਸ਼ਨ ਹਿੱਤ ਲੋੜੀਂਦਾ ਇੰਨਫਰਾਸਟਰੱਚਰ ਜਿਵੇਂ ਕਿ ਕੰਪੋਸਟ ਪਿੱਟਾਂ, ਡਸਟਬਿਨ ਆਦਿ ਦੀ ਉਸਾਰੀ ਲਈ ਆਪਣੇ ਪੌਜੈਕਟ ਦੇ ਅੰਦਰ ਲੋਂੜੀਦੀ ਜਗ੍ਹਾ ਦਾ ਪ੍ਰਬੰਧ ਕਰਨ ਕਰਕੇ ਆਪਣੇ ਖਰਚੇ ਤੇ ਉਸਾਰੀ ਕਰਨ ਲਈ ਪਾਬੰਦ ਹੋਵੇਗੀ। ਫਰਮ ਬਣਾਏ ਜਾਣ ਵਾਲੇ ਰਿਹਾਇਸ਼ੀ ਕਲੋਨੀ, ਮਲੋਟ, ਸਰਕਾਰ ਦੀਆਂ ਹਦਾਇਤਾਂ ਅਨੁਸਾਰ ਸੋਲਿਡ ਵੇਸਟ ਮੈਨਜਮੈਂਟ ਰੂਲਜ, 2016 ਜੋ ਕਿ ਨਗਰ ਕੌਂਸਲ, ਮਲੋਟ ਵੱਲੋਂ ਲਾਗੂ ਕੀਤੇ ਗਏ ਹਨ ਦੀ ਇੰਨ-ਬਿੰਨ ਪਾਲਣਾ ਕਰਨ ਦੀ ਪਾਬੰਦ ਹੋਵੇਗੀ। ਇਸ ਤੋਂ ਇਲਾਵਾ ਆਪ ਦੀ ਫਰਮ ਆਪਣੇ ਰਿਹਾਇਸ਼ੀ ਕਲੋਨੀ, ਮਲੋਟ, ਦੀ ਸੋਲਿਡ ਵੇਸਟ ਨਗਰ ਕੌਂਸਲ ਵੱਲੋਂ ਅਧਿਕਾਰਤ ਸਾਈਟ ਤੇ ਹੀ ਡੰਪ ਕਰਨ ਦੀ ਪਾਬੰਦ ਹੋਵੇਗੀ। ਨਗਰ ਕੌਂਸਲ ਮਲੋਟ ਬਤੋਰ ਫੈਸੀਲੀਟੇਟਰ (facilitator) ਤੁਹਾਡੇ ਸੋਲਿਡ ਵੇਸਟ, C & D waste ਮਟੀਰੀਅਲ ਅਤੇ ਗਾਰਬੇਜ ਤੁਹਾਡੇ ਆਪਣੇ ਖਰਚੇ ਤੇ ਡਿਸਪੋਜ ਕਰਨ ਵਿੱਚ ਇਮਦਾਦ ਕਰੇਗੀ। ............. The proposed site of the project was visited by the undersigned on 29.04.2026 and the following observations were made: 1. The project site is located behind Bus stand, Malout, Tehsil Malout, Distt. Sri Muktsar Sahib..................... 2. There is no MAH unit within 250 meters of the project boundary. Additionally, no air-polluting industry exists within a 100-meter radius of the site. Similarly, there are no rice shellers or stone crushers within 500 meters and no cement plants, hot mix plants, or brick kilns fall within 300 meters of the project area................ In view of the above, if approved, it is recommended that Consent to Establish (NOC) may be granted to the project proponent under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981, for the establishment of a residential colony namely HARMONY GARDEN THROUGH M/S AAZEEN KAUR AGRO PRIVATE LIMITED, over an area of 76 kanals, 15 marlas (46433.75 sq. yards) situated in hadbast no. 156, behind bus stand, Malout, Tehsil malout, Distt. Sri Muktsar Sahib, for the development of a residential colony comprising 116 residential plots and EWS area, subject to the following conditions: 1. The project proponent shall install the STP as per the proposal prior to commissioning of the project.............. 2. The project proponent shall provide flow meters at the source of fresh water supply, recirculation section, and at the inlet and outlet of the STP, and shall maintain daily records of fresh water consumption and treated effluent utilization................... 3. The project proponent shall make sure to deposit the requisite fee to the MC authorities so that colony’s sewerage line can be connected to the city’s main sewerage line prior to the commissioning of the project …………… 3. The project proponent shall develop plantation over an area of 2653.16 sq. meter(0.655 acres) within the project premises for the disposal and utilization of treated wastewater, as proposed, before the commissioning of the project.............. 4. In case any of the documents submitted by the project proponent are found to be forged or incorrect, the Consent to Establish shall be deemed cancelled, and the Board shall not be responsible for any cost incurred by the project proponent in this regard........... 5. The project proponent shall ensure that the total built-up area (FAR basis) of the project remains below 1,50,000 sq. m. In case the built-up area exceeds 1,50,000 sq. m or the built-up area of any individual plot exceeds 20,000 sq. m, the project proponent shall be required to obtain Environmental Clearance as per the provisions of the EIA Notification dated 14.09.2006........... 6. The project proponent shall not use fresh water for the green areas or plantation within the project premises. Adequate arrangements shall be made for reuse of treated effluent for flushing through a dual plumbing system and/or for watering green areas. Any surplus treated effluent shall be disposed of into the MC sewer in an environmentally sound manner................. 7. The project proponent shall ensure that the municipal solid waste generated from the colony is handled in an environmentally sound manner. The biodegradable fraction of the waste shall be treated in-house in compliance with the provisions of the Solid Waste Management Rules, 2016............... 8. The project proponent shall develop vermicomposting or composting facilities to manage biodegradable solid waste and shall not throw, burn, or bury any solid waste in the open, outside the premises, or in any drain/water body................. 9. The project proponent shall ensure strict prohibition on the use of single-use plastics and thermocol disposable items such as water bottles, pouches, cups, plates, forks, spoons, straws, and decorative materials made of plastic or thermocol, or any other non-biodegradable material, within the project premises............... 10. This Consent to Establish is issued from a pollution control perspective only. The project proponent shall obtain all other statutory clearances and permissions from the concerned departments as required under applicable laws..............
