It is submitted that the RO has not reported any violation in the matter under the Water (Prevention and Control of Pollution) Act, 1974. Further, as per MoEF&CC Notification dated 07.06.2024, rolling mills where no pickling activity is being carried out are exempted from obtaining Environmental Clearance. However, the industry has not submitted the land use classification certificate from the competent authority. Therefore, the Consent to Operate may be considered for a short period up to 10.09.2026, being the cut-off date applicable to units situated in non-designated areas.
In view of the above, it is recommended that Consent to Operate may be granted to the industry up to 10.09.2026, subject to usual terms and conditions and the following special conditions:
The industry shall submit a fresh land use classification letter from the competent authority regarding the land use pattern of the area as per the notified Master Plan, Ludhiana, within one month.
The industry shall not install or operate any additional machinery without obtaining prior permission of the Board.
