File Note: Kindly peruse the note of EE, ZO. On perusal of the facts mentioned in the said note, It is submitted that the industry was given personal hearing before CEE, Ludhiana on 04.02.2026, wherein, the following decisions were taken: The industry shall not operate its electroplating section without prior permission of the Board. The matter shall be referred to the competent authority for imposition of Environmental Compensation amounting to Rs. 5,000/- for burning of solid waste, as per the orders of the Hon’ble NGT in OA No. 21/2014. The industry shall provide proper arrangements for treatment and environmentally sound disposal of domestic effluent within 15 days. The industry shall submit Bank Guarantee amounting to Rs. 50,000/- as an assurance for providing adequate treatment and environmentally sound disposal of domestic effluent onto land for plantation, and for not disposing the same through unauthorized modes such as mobile tankers, etc. The industry shall apply for obtaining Consent to Operate under the Water (Prevention and Control of Pollution) Act, 1974 for the remaining processes within 07 days. EE, Regional Office-2, Ludhiana shall visit the industry to verify the submissions made during hearing, check compliance of the above decisions and submit report along with recommendations. It is further submitted that the file was required to be moved for approval of the competent authority for imposition of Environmental Compensation of Rs. 5,000/- for burning of solid waste. Meanwhile, the industry has applied for varied Consent to Operate under Green category and has deposited the Environmental Compensation of Rs. 5,000/- suo motu and submitted Bank Guarantee amounting to Rs. 50,000/-. As reported by RO, the industry has complied with the hearing decisions. Further, as per the certificate issued by the Deputy Director, Urban Local Bodies, Ludhiana, the site of the industry falls in Industrial Zone. In view of the above, Consent to Operate under the Water Act, 1974 and Air Act, 1981 is principally approved for the period up to 31.12.2031, subject to usual terms and conditions and the following additional conditions: The industry shall not generate any trade effluent or restart any wet process without obtaining prior permission of the Board. The industry shall not dispose of domestic effluent through unauthorized modes such as mobile tankers, soakage pits or any illegal discharge point. Competency: SEE, Ludhiana, with concurrence of CEE, Ludhiana, as the hearing was conducted at his level.
