The Project Proponent has applied for obtaining ‘Consent to Establish’/NOC for establishment of pellet plant to manufacture pellets @ 05 TPH in an area of 08 kanals in the revenue estate of village Hasan Dhoot, Tehsil and District Ferozepur.
Detail of case is as under;
1. The Project Proponent has applied under Green category. As per new categorisation of Industries issued by the CPCB, the Project falls under Green category (Category code - 10).
2. As per report of the District Town Planner Ferozepur issued vide memo no. 264 dated 30.03.2026, the site falls under LPA Mamdot and at present Master Plan of the site has not been approved, thus, no zone of the site has been finalized. The pellet plant is allowed at site.
3. The Tehsildar Ferozepur vide report dated 30.03.2026 has verified that there is no village Lal Lakir, Phirni, 15 Pucca Houses, approved residential area, Municipal Limits within 100 m of the proposed site.
4. The project proponent has submitted copy of registry, partnership deed, project report and feasibility report. As per project report, estimated cost of project will be 7.9 crores. The project proponent has deposited Rs. 10,800/- vide R No. 131736753 dated 30.04.2026 as NOC fee which is adequate for one year for green category.
5. There will be no generation of trade effluent and only domestic effluent will be generated which will be discharged onto land for plantation after treatment through septic tanks.
The Proposed site was visited by undersigned on 30.04.2026 and it was observed that no village Lal Lakir, Phirni, Approved Residential area, 15 pucca houses and Municipal Limits falls within 100 m of the proposed site. Site is surrounded by agricultural fields.
Thus, as per report of the District Town Planner Ferozepur and the Tehsildar Ferozepur, the site is suitable for establishment of Green category Pellet Plant.
Keeping the above in view, ‘Consent to Establish’/NOC from pollution angle may be granted to the Project Proponent to establish pellet plant in an area of 08 kanals in the revenue estate of village Hasan Dhoot, Tehsil and District Ferozepur to manufacture pellets @ 05 TPH subject to following conditions:
1. The Project Proponent shall comply with all the conditions imposed by the District Town Planner Ferozepur vide memo no: 264 dated 30.03.2026.
2. The Project Proponent shall apply for obtaining fresh NOC in case of changes of category.
