It is submitted that the project proponent has applied for extension of Consent to Establish (CTE) for development of residential colony namely “Imperial Greens” at Gidderbaha, District Sri Muktsar Sahib.
The case has been examined with reference to earlier consents, site inspection report, submissions made by the project proponent and provisions of applicable environmental regulations. It is observed that the project is still under development stage and no occupancy has been reported so far.
The project proponent has submitted reply to the Show Cause Notice and revised the proposal, including enhancement of Sewage Treatment Plant (STP) capacity to 720 KLD along with undertaking to install and commission the same prior to occupancy. The proponent has also submitted revised water balance and proposed disposal of treated effluent through reuse and plantation, including application of Karnal Technology. The disposal mechanism, based on hydraulic loading norms, appears technically acceptable.
Further, the built-up area of the project remains below the threshold limit prescribed under EIA Notification dated 14.09.2006, hence the project does not attract its provisions at this stage, subject to adherence to stipulated limits.
It is also pertinent to mention that the project proponent has submitted a representation through email stating that the application for extension of CTE is pending since November 2025 (more than 5 months) and has requested for early decision. The proponent has also expressed willingness to address any further deficiencies, if pointed out by the Board.
Since the project is yet to become operational and the deficiencies observed are of such nature that can be regulated through imposition of stringent conditions, the case may be considered for extension of CTE.
In view of the above, if approved, extension of Consent to Establish (CTE) may be granted for a period of one year subject to stringent conditions as proposed by undersigned note dated 13.04.26 , including compliance of STP installation, treated effluent disposal, and all applicable environmental norms prior to occupancy.
